【摘要】：伴隨著國內(nèi)經(jīng)濟(jì)的快速發(fā)展和全球經(jīng)濟(jì)一體化的進(jìn)程,物流產(chǎn)業(yè)在我國貿(mào)易中的地位越發(fā)凸顯。各級(jí)政府決策部門積極著手推動(dòng)物流產(chǎn)業(yè)的發(fā)展,以充分發(fā)揮其對(duì)經(jīng)濟(jì)的促進(jìn)作用。濟(jì)南市政府提出的“建設(shè)四個(gè)中心,打造現(xiàn)代泉城”的目標(biāo)任務(wù)就包含“打造區(qū)域性物流中心”這一重要目標(biāo)。濟(jì)南市作為山東省省會(huì)城市,全國特大城市,以及全國重要的交通樞紐城市之一,已經(jīng)發(fā)展了較大規(guī)模的物流產(chǎn)業(yè)。本文基于現(xiàn)代物流理論、區(qū)域性物流中心理論等理論基礎(chǔ),針對(duì)濟(jì)南市物流發(fā)展的現(xiàn)狀、優(yōu)勢(shì)與問題進(jìn)行分析。分別從影響物流中心城市建設(shè)的供給因素、需求因素和制度因素對(duì)濟(jì)南構(gòu)建區(qū)域性物流中心城市的影響因素進(jìn)行定性分析。在此基礎(chǔ)上,建立影響因素指標(biāo)體系,并進(jìn)行實(shí)證研究。結(jié)果表明,政府財(cái)政支出的增加有利于濟(jì)南物流聚集度的提高,兩者之間呈正相關(guān)關(guān)系,但是短期內(nèi)提高物流聚集度的程度并不明顯,財(cái)政支出的增加對(duì)物流產(chǎn)業(yè)發(fā)展的促進(jìn)存在一定的滯后效應(yīng)。產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)可以促進(jìn)濟(jì)南在區(qū)域內(nèi)的物流聚集度的提高,兩者之間滿足正相關(guān)關(guān)系,意味著濟(jì)南應(yīng)進(jìn)一步進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化。同時(shí)發(fā)現(xiàn),高質(zhì)量物流人才的培養(yǎng)對(duì)于濟(jì)南物流產(chǎn)業(yè)的長(zhǎng)期發(fā)展影響顯著。最后針對(duì)研究結(jié)論,為濟(jì)南構(gòu)建區(qū)域性物流中心城市提出針對(duì)性的建議與措施,以期為相關(guān)決策和政策制定部門提供參考依據(jù)。
[Abstract]:With the rapid development of domestic economy and the process of global economic integration, the position of logistics industry in China's trade becomes more and more prominent. In order to give full play to its role in promoting the economy, Jinan Municipal Government has put forward the objective task of "building four centers and building modern spring cities", which includes the important goal of "building regional logistics centers." Jinan, as the capital city of Shandong Province, is the capital city of Shandong Province. China's mega-cities, as well as one of the most important transportation hubs in the country, have developed large scale logistics industries. Based on the theory of modern logistics theory and regional logistics center theory, this paper aims at the present situation of logistics development in Jinan. The advantages and problems are analyzed from the supply factors, demand factors and institutional factors that affect the construction of logistics center cities. The factors influencing the construction of regional logistics center cities in Jinan are analyzed qualitatively. The results show that the increase of government financial expenditure is beneficial to the increase of logistics agglomeration in Jinan, and there is a positive correlation between the two. However, it is not obvious to improve the degree of logistics agglomeration in the short term, and the increase of financial expenditure has a certain lag effect on the development of logistics industry. The optimization and upgrading of industrial structure can promote the improvement of logistics agglomeration degree of Jinan in the region. The positive correlation between them means that Jinan should further optimize the industrial structure. At the same time, it is found that the cultivation of high-quality logistics talents has a significant impact on the long-term development of Jinan logistics industry. This paper puts forward some suggestions and measures for Jinan to construct regional logistics center city in order to provide reference for relevant decision-making and policy making departments.
