【摘要】：山東高速物流集團(tuán)有限公司(以下簡稱“山東高速物流集團(tuán)”)作為山東省旗艦型物流企業(yè),為進(jìn)一步加快產(chǎn)業(yè)“升級”,根據(jù)市場需求,2011年底,創(chuàng)新性地提出了以構(gòu)建“城際城市標(biāo)準(zhǔn)化物流平臺(tái)”(簡稱“標(biāo)準(zhǔn)箱項(xiàng)目”)為代表的實(shí)體物流運(yùn)輸項(xiàng)目,通過借鑒海運(yùn)班輪公司運(yùn)營模式,首創(chuàng)研發(fā)了城際干線運(yùn)輸與城市配送高效銜接的一體化物流服務(wù)體系。該項(xiàng)目集標(biāo)準(zhǔn)、集約、高效、便捷、環(huán)保等特點(diǎn)于一體,以陸運(yùn)標(biāo)準(zhǔn)集裝箱為裝載單元,將城際干線運(yùn)輸與城市配送有機(jī)高效銜接,是傳統(tǒng)陸運(yùn)物流的一次“革命”。隨著該項(xiàng)目的研發(fā)落地,在具體實(shí)施過程中,亟需建立相配套的項(xiàng)目管控體系,以進(jìn)一步促進(jìn)其快速穩(wěn)步發(fā)展。本文依據(jù)標(biāo)準(zhǔn)箱項(xiàng)目的需求分析、戰(zhàn)略定位和項(xiàng)目特點(diǎn),對標(biāo)準(zhǔn)箱項(xiàng)目管理體系進(jìn)行設(shè)計(jì),在企業(yè)普遍通用的項(xiàng)目管理體系基礎(chǔ)上,結(jié)合實(shí)際,提出了一種全方位、立體式的項(xiàng)目管理體系架構(gòu)。該架構(gòu)分為戰(zhàn)略層、結(jié)構(gòu)層(基礎(chǔ)層)和職能層(執(zhí)行層)。而后可以進(jìn)一步分解為5個(gè)子體系分別是組織、制度、業(yè)務(wù)管理、技術(shù)管理、控制和3個(gè)平臺(tái)分別是知識(shí)、創(chuàng)新、信息,由此支撐起這一項(xiàng)目,其中標(biāo)準(zhǔn)化管理一直貫穿于其中。通過這一創(chuàng)新課題的研究,期望所獲成果能夠滿足標(biāo)準(zhǔn)箱項(xiàng)目集商業(yè)模式創(chuàng)新、科技創(chuàng)新和管理創(chuàng)新為一體的項(xiàng)目管理需求,徹底解決常規(guī)管理方式難以滿足跨行業(yè)、多領(lǐng)域、綜合性、平臺(tái)化項(xiàng)目發(fā)展要求的實(shí)際問題；同時(shí)通過該項(xiàng)目管理體系的實(shí)施與部署,進(jìn)一步推動(dòng)山東省乃至全國現(xiàn)代物流產(chǎn)業(yè)標(biāo)準(zhǔn)化建設(shè)進(jìn)程。
[Abstract]:Shandong Express Logistics Group Limited (hereinafter referred to as the "Shandong high-speed Logistics Group) in Shandong Province as the flagship logistics enterprises, to further accelerate the industry to" upgrade ", according to the market demand, by the end of 2011, innovatively put forward to build the" intercity City standardized logistics platform "(referred to as the" standard box project "entity) transport logistics project as the representative, by drawing on the liner shipping companies operating mode, the first development of the integration of the logistics service system of intercity transport and city distribution and efficient convergence. The project set standard, intensive, high efficiency, convenience, environmental protection and other features in one, to land standard container loading unit, the intercity transport and city the distribution of organic high cohesion, is a" revolution "of traditional land logistics. With the development of the project landing, in the specific implementation process, need to establish related project management and control The system, in order to further promote the rapid and steady development. Based on the analysis of standard box project, characteristics of strategic positioning and project design of standard box project management system, combined with the actual project management system based on enterprise universal, and provides a full range of project management, architecture the three-dimensional style. The architecture is divided into strategic layer, structure layer (base layer) and function layer (layer). It can be further divided into 5 sub system are organization system, business management, technology management, control and 3 platforms are knowledge, innovation, information, thus supporting the project, including the standardization of management has been throughout. Through the study of the innovation subject, expected results can meet the standard box project set business model innovation, technological innovation and management innovation as one of the project management needs, solve the conventional tube The way of management is difficult to meet the practical problems of cross industry, multi domain, comprehensive and platform based project development. Meanwhile, through the implementation and deployment of the project management system, we will further promote the standardization process of modern logistics industry in Shandong and even the whole country.
