【摘要】：隨著全球格局的變遷和產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整,"一帶一路"國(guó)家戰(zhàn)略將會(huì)是我國(guó)經(jīng)濟(jì)未來十年發(fā)展的重點(diǎn)和核心,中國(guó)企業(yè)"走出去"也會(huì)隨之進(jìn)入一個(gè)全新的時(shí)代。而物流業(yè)作為權(quán)衡國(guó)家經(jīng)濟(jì)發(fā)展的關(guān)鍵產(chǎn)業(yè)之一,已經(jīng)成為世界各國(guó)普遍關(guān)注的焦點(diǎn)。因此,境外自貿(mào)區(qū)保稅物流園區(qū)將是國(guó)家實(shí)施"一帶一路"戰(zhàn)略的主要基點(diǎn),而MBS自貿(mào)區(qū)保稅物流園區(qū)作為首個(gè)中K兩國(guó)合作的大型項(xiàng)目,是實(shí)現(xiàn)國(guó)內(nèi)產(chǎn)業(yè)產(chǎn)能轉(zhuǎn)移、密切我國(guó)與東非共同體貿(mào)易關(guān)系、促進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展進(jìn)程、提升我國(guó)物流企業(yè)國(guó)際競(jìng)爭(zhēng)力的戰(zhàn)略性跳板,同時(shí)企業(yè)集群出海,通過協(xié)同效應(yīng)分散風(fēng)險(xiǎn),是一種多贏的模式。MBS自貿(mào)區(qū)保稅物流園區(qū)作為國(guó)家戰(zhàn)略,特別是"一帶一路"落地的支撐和抓手,其規(guī)劃建設(shè)及有效運(yùn)營(yíng)將對(duì)中國(guó)企業(yè)走出去發(fā)揮著越來越重要的作用。因此,本文旨在運(yùn)用科學(xué)系統(tǒng)的方法論對(duì)其進(jìn)行良好的內(nèi)部規(guī)劃布局,形成一套可推廣、可復(fù)制的境外保稅物流園區(qū)發(fā)展模式,以期為我國(guó)境外園區(qū)向更大規(guī)模、更寬領(lǐng)域和更高層次不斷發(fā)展提供支持和借鑒,同時(shí)為中國(guó)企業(yè)未來的業(yè)務(wù)拓展和全球化的戰(zhàn)略發(fā)展提供一定的參考。首先,本文通過綜合運(yùn)用灰色預(yù)測(cè)法、數(shù)據(jù)建模法對(duì)MBS港的物流需求量進(jìn)行了科學(xué)的預(yù)測(cè),并以此為基礎(chǔ)得出園區(qū)各功能區(qū)的面積;其次,采用改進(jìn)后的SLP法對(duì)園區(qū)進(jìn)行了科學(xué)合理的規(guī)劃設(shè)計(jì)。一方面改進(jìn)是將外部交通因素作為園區(qū)內(nèi)部的一個(gè)虛擬功能區(qū)考慮在內(nèi),以實(shí)現(xiàn)園區(qū)內(nèi)外部的合理銜接和高效運(yùn)行。另一方面運(yùn)用圖形構(gòu)建法這種啟發(fā)式方法,結(jié)合功能區(qū)之間的綜合相互關(guān)系,得到園區(qū)最終合理的布局方案。最后,基于園區(qū)的布局,提出了后期MBS自貿(mào)區(qū)保稅物流園區(qū)的發(fā)展建議,以期為后期相似園區(qū)的布局規(guī)劃提供供理論支撐和決策依據(jù)。
[Abstract]:With the global pattern of change and adjustment of industrial structure, "The Belt and Road national strategy will be the focus of China's economic development in the next ten years and the core, Chinese enterprises to" go out "will also enter a new era. And the logistics industry as one of the key industrial balance of national economic development, has become the focus of the attention of the world. Therefore, the overseas Free Trade Zone bonded logistics park will be the main basis for the implementation of the national The Belt and Road" strategy, and the MBS Free Trade Zone bonded logistics park as the first Chinese K cooperation projects, is to achieve the domestic industry transfer capacity, close trade relationship between China and the East African community, promoting the process of regional economic development strategic springboard, enhance the international competitiveness of China's logistics enterprises, and enterprises cluster at sea, disperse the risk through the synergistic effect,.MBS model is a win-win FTA free trade Flow zone as a national strategy, especially the "The Belt and Road landing support and the starting point, the planning and construction and effective operation will go out to play a more and more important role in Chinese enterprises. Therefore, this method aims at the application of the scientific system of the theory of internal layout of the good, the formation of a promotion the overseas development mode of bonded logistics park can be copied, in order to outside the park in China to a larger scale and wider areas and higher level of development to provide support and reference, and provide a reference for China enterprise future business development and global strategic development. Firstly, this paper by using the grey prediction method of logistics the demand of MBS port data modeling method to forecast, and on the basis of the various functional areas of the park area; secondly, the park for scientific and reasonable using improved SLP method Design planning. On the one hand is the external factors of traffic improvement as a virtual function area within the park are taken into account, in order to achieve reasonable convergence and efficient operation of the department inside and outside the park. On the other hand the use of this heuristic graph construction method, combined with the relationship between functional areas, be reasonable. The final layout of Park finally, based on the layout of the park, put forward proposals for the development of late MBS FTA bonded logistics park, in order to provide theoretical support and decision-making basis for the later similar layout of the park.
