【摘要】：2001年,中國鐵通集團有限公司成立,作為基礎電信運營商,向公眾提供基礎電信業(yè)務。浙江鐵通作為鐵通集團的分公司,根據(jù)公司自身業(yè)務、運營管理的需要,一方面,盡可能降低運營成本,另一方面借鑒國內(nèi)外先進電信運營企業(yè)的管理經(jīng)驗,建設符合浙江鐵通切合實際的網(wǎng)間結算支撐系統(tǒng)并投入生產(chǎn)運用是浙江鐵通的一項重點工作。 本論文通過對國內(nèi)電信運營企業(yè)網(wǎng)間結算系統(tǒng)運營模式及國際通信行業(yè)支撐系統(tǒng)建設思路的了解,從全省各地市與其他運營商開展業(yè)務互聯(lián)互通的工作入手,分析公司業(yè)務的結構現(xiàn)狀,結合工信部對網(wǎng)間結算業(yè)務規(guī)則管理,通過對數(shù)據(jù)源的分析,緊密圍繞著如何建設浙江鐵通網(wǎng)間結算支撐系統(tǒng)的需求,給出了浙江鐵通網(wǎng)間結算系統(tǒng)的設計實現(xiàn)方案。 該設計實現(xiàn)方案對系統(tǒng)建設原則、系統(tǒng)設計總體結構及系統(tǒng)的業(yè)務設計流程三方面進行了分析。結算系統(tǒng)的建設原則是全國-省分公司兩級體制和三個原則(綜合、集中、規(guī)范原則)；系統(tǒng)設計的總體結構主要包括系統(tǒng)總控、后臺業(yè)務處理及前臺子系統(tǒng)。本文重點對其中后臺業(yè)務處理運作的業(yè)務流程,包括采集業(yè)務流程、分揀業(yè)務流程、去重及異常處理業(yè)務流程、批價業(yè)務流程等做了詳細介紹,結合前臺業(yè)務處理子系統(tǒng)中的對結算資料、結算規(guī)則、異常錯誤處理的運營維護,實現(xiàn)浙江鐵通網(wǎng)間結算系統(tǒng)從交換機結算話單采集到結算數(shù)據(jù)帳務的提供,實現(xiàn)運營商間網(wǎng)間結算報表的對帳及異常錯誤的分析處理、基本滿足浙江鐵通網(wǎng)間結算系統(tǒng)的功能。 最后,本論文介紹了實際案例,通過浙江聯(lián)通新建綜合關口局,配合調(diào)整網(wǎng)間互聯(lián)結構,引發(fā)結算系統(tǒng)業(yè)務處理調(diào)整,如何滿足出帳要求使對其系統(tǒng)的維護應用有更切實的認識。同時結合多年的結算系統(tǒng)維護經(jīng)驗,給出了目前系統(tǒng)存在的不足及下一步改進的方向。并對網(wǎng)間結算系統(tǒng)更好服務支撐市場提出了工作展望。
[Abstract]:In 2001, China Railcom Group Co., Ltd. was established as a basic telecommunications operator to provide basic telecommunications services to the public. Zhejiang Tietong, as a branch of Tietong Group, according to the company's own business and operational management needs, on the one hand, reduce operating costs as much as possible, on the other hand, learn from the management experience of advanced domestic and foreign telecom operators. It is one of the key tasks of Zhejiang Tietong to build a network settlement support system in line with the reality of Zhejiang Railcom and put it into production. Based on the understanding of the operation mode of the inter-network settlement system of the domestic telecom operators and the idea of the construction of the international communication industry support system, this paper starts with the work of business interconnection between the prefectures and cities of the province and other operators. This paper analyzes the present situation of the company's business structure, combines with the management of the rules of the inter-network settlement business by the Ministry of Industry and Information Technology, and through the analysis of the data sources, closely revolves around the requirements of how to build the inter-network settlement support system of Zhejiang Railcom. The design and implementation scheme of Zhejiang Railway Network settlement system is presented. The system construction principle, the overall structure of the system design and the business design flow of the system are analyzed. The construction principle of the settlement system is the two-level system and three principles (synthesis, centralization, standard principle) of the national and provincial branch companies, and the overall structure of the system design mainly includes the general control of the system, the background business processing and the foreground subsystem. This paper focuses on the business processes of the backstage business processing operation, including the collection of business processes, sorting business processes, heavy and abnormal handling business processes, batch business processes and so on. Combined with the operation and maintenance of settlement data, settlement rules and abnormal error handling in the front desk business processing subsystem, the Zhejiang Railcom inter-network settlement system can collect the clearing call from the exchange to provide the settlement data accounts. The account reconciliation and abnormal error analysis of the inter-network settlement report are realized, which basically meet the function of Zhejiang Railcom inter-network settlement system. Finally, this paper introduces the actual cases, through Zhejiang Unicom new comprehensive gate bureau, with the adjustment of the inter-network interconnection structure, triggered the settlement system business processing adjustment, How to meet the accounting requirements to make the maintenance and application of its system a more practical understanding. At the same time, combined with many years of experience in the maintenance of the settlement system, the shortcomings of the current system and the direction of further improvement are given. And put forward the work prospect to the better service of the net settlement system to support the market.
