福建移動有線寬帶項目規(guī)劃與實施研究

【摘要】:2013年8月份國務院印發(fā)了《寬帶中國戰(zhàn)略及實施方案》,將寬帶網絡作為新時期我國經濟社會發(fā)展的戰(zhàn)略性公共基礎設施,并制定了寬帶網絡的發(fā)展目標。同時,中國移動獲取“固網牌照”,成為真正的全業(yè)務運營商。寬帶中國、提速降費等政策,都為有線寬帶項目的普及以及帶寬升級提速指明了方向。習總書記在烏鎮(zhèn)互聯(lián)網大會中強調“預計到2020年,中國寬帶網絡將基本覆蓋所有行政村,打通網絡基礎設施‘最后一公里’,讓更多人用上互聯(lián)網”。截止2015年9月,我國寬帶家庭滲透率為48%,預計2020年我國家庭滲透率將達到70%,未來5年仍有較大市場空間和提速需求。圍繞著福建移動有線寬帶項目的規(guī)劃和實施這一問題,本文首先從項目管理的概念出發(fā),明確了項目管理的內涵、特點,同時對項目管理中的基本工作、組織管理、基本流程等進行了說明。通過對市場開發(fā)的項目化管理進行論證,為項目管理在市場開發(fā)中的擴展提供了理論依據。同時,結合福建移動有線寬帶的發(fā)展、市場環(huán)境、行業(yè)競爭等因素對該省的基本情況及特點進行分析,闡述了在福建移動進行有線寬帶采取項目化管理的必要性與可行性。從項目全生命周期出發(fā),對有線寬帶市場開發(fā)的項目化管理進行管理模式的構建,確定了該項目在管理過程中的工作實施步驟以及管理方法。最后,通過在福建移動有線寬帶發(fā)展的項目化管理實踐所取得的成績證明了項目化管理的科學性與有效性,同時也發(fā)現了應當進一步解決的問題并提出具有實用性和創(chuàng)造性的建議。本文的研究成果豐富了通信企業(yè)市場開發(fā)項目的工作思路,建立了合理的市場開發(fā)項目化管理模式,為市場開發(fā)項目尤其是針對有線寬帶發(fā)展的工作方向提供指導,為項目的順利進行找出了可行性措施。
[Abstract]:In August 2013, the State Council issued the "Broadband China Strategy and implementation Plan", which regards broadband network as the strategic public infrastructure for China's economic and social development in the new period, and formulates the development goals of broadband network. At the same time, China Mobile to obtain the "fixed-line license," become the real all-service operators. Broadband China, speed reduction and other policies, cable broadband projects for the popularity and bandwidth upgrade speed-pointing direction. "it is expected that by 2020, China's broadband network will basically cover all administrative villages and open the 'last kilometer' of network infrastructure, so that more people will have access to the Internet," Xi said at the Wuzhen Internet conference. As of September 2015, the penetration rate of broadband households in China is 48. It is expected that the penetration rate will reach 70 percent in 2020, and there will still be a large market space and speed increasing demand in the next five years. Focusing on the planning and implementation of Fujian Mobile Cable Broadband Project, this paper first defines the connotation and characteristics of project management from the concept of project management, and at the same time, organizes and manages the basic work of project management. The basic flow is explained. Through the demonstration of the project management of market development, it provides a theoretical basis for the expansion of project management in market development. At the same time, combined with the development, market environment, industry competition and other factors of Fujian Mobile Cable Broadband, this paper analyzes the basic situation and characteristics of this province, and expounds the necessity and feasibility of adopting project management of Cable Broadband in Fujian Mobile. Based on the whole life cycle of the project, the project management mode of the wired broadband market development is constructed, and the implementation steps and management methods of the project in the management process are determined. Finally, through the project management practice of Fujian Mobile Cable Broadband Development, the scientific and effective management of the project management is proved. At the same time, the problems that should be solved further are found and some practical and creative suggestions are put forward. The research results of this paper have enriched the working ideas of the market development project of the communication enterprise, established the reasonable market development project management mode, and provided the guidance for the market development project, especially for the work direction of the wired broadband development. The feasibility measures are found for the smooth progress of the project.
