【摘要】：隨著我國(guó)電信技術(shù)的發(fā)展,用戶需求日益增長(zhǎng),電信市場(chǎng)進(jìn)一步開放,移動(dòng)虛擬運(yùn)營(yíng)商于2013年進(jìn)入電信市場(chǎng)。移動(dòng)虛擬運(yùn)營(yíng)商的其核心競(jìng)爭(zhēng)力不只是傳統(tǒng)的電信資源,更重要的是業(yè)務(wù)支撐系統(tǒng)(Business Support System,簡(jiǎn)稱BSS)的服務(wù)提供能力。因此,按期完成BSS項(xiàng)目建設(shè)關(guān)系到我國(guó)電信行業(yè)的發(fā)展,移動(dòng)虛擬運(yùn)營(yíng)商的成長(zhǎng),而完成這個(gè)重要目標(biāo)的關(guān)鍵之一就是項(xiàng)目進(jìn)度管理。本文運(yùn)用先進(jìn)的進(jìn)度管理理論與傳統(tǒng)的進(jìn)度計(jì)劃方法進(jìn)行對(duì)比,論述BSS項(xiàng)目進(jìn)度管理的優(yōu)化思路。本文整理了項(xiàng)目進(jìn)度管理的理論基礎(chǔ),介紹一些傳統(tǒng)的進(jìn)度管理方法,包括關(guān)鍵路徑法,計(jì)劃評(píng)審技術(shù),分析這些方法在項(xiàng)目運(yùn)用中存在的不足,針對(duì)這些不足引出了對(duì)關(guān)鍵鏈法的描述,著重分析關(guān)鍵鏈法在資源約束解決、設(shè)置緩沖區(qū)方面的優(yōu)秀思想,并對(duì)比分析了傳統(tǒng)方法和關(guān)鍵鏈法的優(yōu)缺點(diǎn)。隨后,介紹了BSS項(xiàng)目?jī)?nèi)容,運(yùn)用德爾菲法分析項(xiàng)目進(jìn)度管理中存在的問題,針對(duì)這些問題關(guān)鍵鏈法有較好的解決方案,由此構(gòu)建了基于關(guān)鍵鏈法移動(dòng)虛擬運(yùn)營(yíng)商BSS項(xiàng)目進(jìn)度計(jì)劃框架,并在關(guān)鍵鏈識(shí)別方面使用啟發(fā)式算法以最小總時(shí)差優(yōu)先準(zhǔn)則解決資源受限問題,在緩沖區(qū)計(jì)算方面提出了優(yōu)化方案,即制定了針對(duì)不同資源的緩沖區(qū)大小計(jì)算方法。然后以實(shí)際項(xiàng)目為例,使用關(guān)鍵鏈法制定進(jìn)度計(jì)劃,通過橫道圖觀察資源沖突情況,應(yīng)用框架解決沖突,并處理因?yàn)榫彌_區(qū)的插入而引起關(guān)鍵鏈的變化。最后根據(jù)蒙特卡洛仿真原理,使用Crystal Ball軟件模擬關(guān)鍵鏈法和計(jì)劃評(píng)審技術(shù)在不確定因素下的持續(xù)時(shí)間分布,對(duì)兩種方法的仿真結(jié)果進(jìn)行對(duì)比,驗(yàn)證本文方案在BSS項(xiàng)目運(yùn)用中的可行性和可靠性。本文以項(xiàng)目管理知識(shí)為基礎(chǔ),論述關(guān)鍵鏈法的理論在移動(dòng)虛擬運(yùn)營(yíng)商BSS工程項(xiàng)目中的應(yīng)用。針對(duì)“移動(dòng)虛擬運(yùn)營(yíng)商”這個(gè)嶄新的角色,預(yù)期找到適合它的項(xiàng)目進(jìn)度管理過程與方法,對(duì)今后其他移動(dòng)虛擬運(yùn)營(yíng)商BSS工程項(xiàng)目的進(jìn)度管理工作能起到指導(dǎo)作用。
[Abstract]:With the development of telecommunication technology in China, the demand of users is increasing day by day, and the telecom market is further open. Mobile virtual operators entered the telecom market in 2013. The core competence of mobile virtual operators is not only traditional telecommunication resources, but also the service supply ability of Business Support system (BSS). Therefore, the completion of the BSS project on time is related to the development of China's telecommunications industry and the growth of mobile virtual operators, and one of the key to achieve this important goal is project schedule management. By comparing the advanced schedule management theory with the traditional schedule planning method, this paper discusses the optimization of BSS project schedule management. This paper summarizes the theoretical basis of project schedule management, introduces some traditional schedule management methods, including critical path method, planning review technology, and analyzes the shortcomings of these methods in the application of the project. In view of these shortcomings, the description of the key chain method is introduced, and the excellent ideas of the key chain method in resource constraint solution and buffer setting are analyzed, and the advantages and disadvantages of the traditional method and the key chain method are compared and analyzed. Then, the content of BSS project is introduced, and the problems in project schedule management are analyzed by Delphi method. The key chain method has a better solution to these problems. Based on the key chain method, the BSS project schedule planning framework of mobile virtual operator is constructed, and the heuristic algorithm is used to solve the problem of resource constraint by using minimum total time difference priority criterion in key chain identification. In the aspect of buffer calculation, the optimization scheme is proposed, that is, the buffer size calculation method for different resources is developed. Then, taking the actual project as an example, the key chain method is used to make the progress plan, the resource conflict is observed by the crossbar diagram, the conflict is resolved by applying the framework, and the change of the key chain caused by the buffer insertion is dealt with. Finally, according to Monte Carlo simulation principle, using Crystal Ball software to simulate the duration distribution of critical chain method and plan review technology under uncertain factors, the simulation results of the two methods are compared. Verify the feasibility and reliability of this project in the application of BSS project. Based on the knowledge of project management, this paper discusses the application of the key chain method in the BSS project of mobile virtual operator. In view of the new role of "mobile virtual operator", it is expected to find a suitable process and method of project schedule management for other mobile virtual operators, so as to guide the progress management of other mobile virtual operators' BSS project in the future.
