電信運(yùn)營(yíng)商轉(zhuǎn)型業(yè)務(wù)項(xiàng)目管理研究

【摘要】:隨著“全業(yè)務(wù)”競(jìng)爭(zhēng)時(shí)代的到來(lái),移動(dòng)通信市場(chǎng)的競(jìng)爭(zhēng)不斷加劇,各大通信運(yùn)營(yíng)商紛紛將競(jìng)爭(zhēng)集中在具有巨大發(fā)展?jié)摿Φ腎CT業(yè)務(wù)市場(chǎng),對(duì)ICT轉(zhuǎn)型業(yè)務(wù)客戶資源的爭(zhēng)奪日趨白熱化。ICT融合業(yè)務(wù)是中國(guó)電信戰(zhàn)略轉(zhuǎn)型,增強(qiáng)客戶黏性,實(shí)現(xiàn)保存激增、應(yīng)對(duì)未來(lái)競(jìng)爭(zhēng)、保持企業(yè)核心競(jìng)爭(zhēng)力的戰(zhàn)略業(yè)務(wù),更是中國(guó)電信確保收入預(yù)算目標(biāo)完成和拉動(dòng)收入增長(zhǎng)的重要因素,要加大發(fā)展力度,持續(xù)性高速發(fā)展。 本文以湖北電信公司依托ICT業(yè)務(wù)支撐系統(tǒng)平臺(tái)進(jìn)行項(xiàng)目管理實(shí)踐為背景,重點(diǎn)描述了項(xiàng)目管理理論對(duì)ICT轉(zhuǎn)型業(yè)務(wù)發(fā)展的巨大支撐力度,湖北電信ICT轉(zhuǎn)型業(yè)務(wù)項(xiàng)目管理體系的建立,以及ICT轉(zhuǎn)型業(yè)務(wù)項(xiàng)目管理支撐系統(tǒng)的具體應(yīng)用案例。首先介紹了項(xiàng)目管理的應(yīng)用策略、體系結(jié)構(gòu),以及湖北電信ICT轉(zhuǎn)型業(yè)務(wù)支撐系統(tǒng)的架構(gòu)組織過(guò)程和發(fā)展現(xiàn)狀及目標(biāo);然后結(jié)合湖北電信針對(duì)ICT業(yè)務(wù)發(fā)展的具體內(nèi)容和要求,分別從電信運(yùn)營(yíng)商ICT業(yè)務(wù)發(fā)展的目標(biāo)和理念,通信運(yùn)營(yíng)商轉(zhuǎn)型業(yè)務(wù)的發(fā)展現(xiàn)狀分析與通信運(yùn)營(yíng)商轉(zhuǎn)型業(yè)務(wù)的發(fā)展趨勢(shì)來(lái)分析項(xiàng)目管理體系的實(shí)施效果;然后重點(diǎn)描述了ICT項(xiàng)目管理的支撐體系,包括ICT業(yè)務(wù)的涉及內(nèi)容、支撐辦法、流程及管理規(guī)范;最后通過(guò)湖北電信ICT業(yè)務(wù)支撐系統(tǒng)的案例的分析,從商機(jī)發(fā)現(xiàn)到合同簽約、項(xiàng)目執(zhí)行、過(guò)程管控,乃至到項(xiàng)目評(píng)估及核算等介紹了全閉環(huán)的轉(zhuǎn)型業(yè)務(wù)項(xiàng)目管理執(zhí)行的具體過(guò)程。 本課題的應(yīng)用研究為電信運(yùn)營(yíng)商在業(yè)務(wù)轉(zhuǎn)型過(guò)程中項(xiàng)目管理體系建立的搭建、實(shí)踐和應(yīng)用提供了典型的案例,特別是對(duì)ICT業(yè)務(wù)發(fā)展中項(xiàng)目管理理論進(jìn)行了有效實(shí)踐,論文結(jié)論對(duì)其他行業(yè)的項(xiàng)目管理體系設(shè)計(jì)與應(yīng)用具有參考意義。
[Abstract]:With the arrival of the "full-service" competition era, the competition in the mobile communication market is becoming more and more intense. The major telecom operators have concentrated the competition in the ICT service market, which has great development potential. The scramble for customer resources of ICT transforming business is becoming more and more intense. The ICT integration business is the strategic business of China Telecom's strategic transformation, which strengthens the customer viscosity, realizes the preservation surge, responds to the future competition, and maintains the core competence of the enterprise. It is also an important factor for China Telecom to ensure the completion of revenue budget target and boost revenue growth. Based on the project management practice of Hubei Telecom Company based on ICT business support system platform, this paper mainly describes the tremendous support strength of project management theory to the development of ICT transformation business. The establishment of Hubei Telecom ICT transformational business project management system and the concrete application case of ICT transformational business project management support system. This paper introduces the application strategy and architecture of project management, as well as the structure, organization process, development status and objectives of Hubei Telecom ICT transformation business support system, and then combines the specific contents and requirements of Hubei Telecom for the development of ICT business. The implementation effect of the project management system is analyzed from the objectives and concepts of the ICT service development, the analysis of the status quo of the telecom operators' transition service and the development trend of the telecom operators' transition services. Then it describes the supporting system of ICT project management, including the content, supporting method, flow chart and management standard of ICT business. Finally, through the case analysis of ICT business support system of Hubei Telecom, from business opportunity discovery to contract signing, Project execution, process control, and even project evaluation and accounting are introduced in this paper. The application research of this topic provides a typical case for the establishment, practice and application of the project management system in the process of business transformation of telecom operators, especially for the effective practice of project management theory in the development of ICT business. The conclusion of this paper has reference significance for the design and application of project management system in other industries.
