【摘要】：在人類歷史上還從來沒有一種技術(shù)革命像信息及網(wǎng)絡(luò)技術(shù)革命影響如此深刻，其對(duì)人類社會(huì)發(fā)展的影響之大是始料不及的。在網(wǎng)絡(luò)信息技術(shù)革命基礎(chǔ)上發(fā)展起來的網(wǎng)絡(luò)經(jīng)濟(jì)正成為世界性的潮流，它的出現(xiàn)和發(fā)展使得全球經(jīng)濟(jì)和社會(huì)活動(dòng)的成本大大降低，信息傳遞與交流的速度明顯加快，社會(huì)生產(chǎn)效率不斷提高，也對(duì)各國(guó)經(jīng)濟(jì)結(jié)構(gòu)調(diào)整、企業(yè)組織形態(tài)、商業(yè)運(yùn)作模式、社會(huì)活動(dòng)形式等帶來了革命性的影響。 本文在對(duì)美國(guó)網(wǎng)絡(luò)經(jīng)濟(jì)發(fā)展?fàn)顩r研究的基礎(chǔ)上，提出了加快我國(guó)網(wǎng)絡(luò)經(jīng)濟(jì)快速發(fā)展的若干建議以及適合我國(guó)國(guó)情的相關(guān)戰(zhàn)略抉擇，旨在使網(wǎng)絡(luò)經(jīng)濟(jì)真正成為中國(guó)趕超美國(guó)等發(fā)達(dá)國(guó)家的現(xiàn)實(shí)機(jī)會(huì)。 本文第一章對(duì)網(wǎng)絡(luò)經(jīng)濟(jì)的內(nèi)涵、特征及基本規(guī)律進(jìn)行了分析，并將網(wǎng)絡(luò)經(jīng)濟(jì)的內(nèi)涵界定為：網(wǎng)絡(luò)經(jīng)濟(jì)是隨著IT技術(shù)在經(jīng)濟(jì)社會(huì)生活中的普遍應(yīng)用，通過建立和利用國(guó)際互聯(lián)網(wǎng)這一平臺(tái)，為全球信息的傳遞和處理提供了快捷和便利，使得越來越多的經(jīng)濟(jì)社會(huì)活動(dòng)借助于互聯(lián)網(wǎng)，從而改變了人們的生活方式和企業(yè)的經(jīng)營(yíng)模式，也改變了整個(gè)社會(huì)的運(yùn)作方式。這種在網(wǎng)絡(luò)基礎(chǔ)上形成而發(fā)展起來的新的經(jīng)濟(jì)形態(tài)，即為網(wǎng)絡(luò)經(jīng)濟(jì)。網(wǎng)絡(luò)經(jīng)濟(jì)分成四個(gè)組成部分，，依次是網(wǎng)絡(luò)基礎(chǔ)結(jié)構(gòu)，網(wǎng)絡(luò)應(yīng)用基礎(chǔ)結(jié)構(gòu)，網(wǎng)絡(luò)中介和網(wǎng)上商務(wù)。與傳統(tǒng)經(jīng)濟(jì)相比，網(wǎng)絡(luò)經(jīng)濟(jì)具有明顯不同的特征，即直接性、快捷性、滲透性、持續(xù)性、外部經(jīng)濟(jì)性，它還具有摩爾定律、梅特卡夫法則、馬太效應(yīng)、吉爾得定律和邊際效益遞增等基本規(guī)律。隨著世界各種網(wǎng)絡(luò)經(jīng)濟(jì)的飛速發(fā)展，網(wǎng)絡(luò)經(jīng)濟(jì)將是未來經(jīng)濟(jì)發(fā)展的主流。 第二章研究了美國(guó)網(wǎng)絡(luò)經(jīng)濟(jì)的發(fā)展現(xiàn)狀、特點(diǎn)，美國(guó)網(wǎng)絡(luò)經(jīng)濟(jì)具有發(fā)展速度全球領(lǐng)先，商業(yè)化程度高及社會(huì)影響大等鮮明的特點(diǎn)。 第三章探討了美國(guó)網(wǎng)絡(luò)經(jīng)濟(jì)快速發(fā)展的動(dòng)因。美國(guó)網(wǎng)絡(luò)經(jīng)濟(jì)之所以全球領(lǐng)先，主要有以下幾個(gè)方面：第一，具備先進(jìn)的網(wǎng)絡(luò)信息基礎(chǔ)設(shè)施和技術(shù)；第二，美國(guó)政府的高度重視，把網(wǎng)絡(luò)經(jīng)濟(jì)發(fā)展作為國(guó)家戰(zhàn)略，并采取一系列政策進(jìn)行扶持；第三，具有高度發(fā)達(dá)的教育水平和充足的高科技人才，建立了良好的創(chuàng)新環(huán)境和機(jī)制。 第四章研究了美國(guó)網(wǎng)絡(luò)經(jīng)濟(jì)的影響和面臨的挑戰(zhàn)。美國(guó)網(wǎng)絡(luò)經(jīng)濟(jì)的發(fā)展對(duì)于美國(guó)經(jīng)濟(jì)和世界網(wǎng)絡(luò)經(jīng)濟(jì)都產(chǎn)生了重大而深遠(yuǎn)的影響。同時(shí)也指出了美國(guó)存在的如傳統(tǒng)企業(yè)準(zhǔn)備不足以及稅收問題，網(wǎng)絡(luò)安全問題、社會(huì)問題等方面面臨的挑戰(zhàn)。 最后一章對(duì)我國(guó)網(wǎng)絡(luò)經(jīng)濟(jì)發(fā)展的現(xiàn)狀和存在的問題進(jìn)行了分析，并對(duì)如何發(fā)展我國(guó)網(wǎng)絡(luò)經(jīng)濟(jì)做了戰(zhàn)略思考，提出了促進(jìn)我國(guó)網(wǎng)絡(luò)經(jīng)濟(jì)發(fā)展的五大對(duì)策。在網(wǎng)絡(luò)經(jīng)濟(jì)已發(fā)展到一定階段的情況下，我國(guó)只要采取適合國(guó)情的戰(zhàn)略和對(duì)策，完全可以實(shí)現(xiàn)后來者居上并超越美國(guó)等發(fā)達(dá)國(guó)家的目標(biāo)。
[Abstract]:In human history, there has never been a technological revolution as profound as the information and network technological revolution, whose impact on the development of human society was unexpected.The network economy, which is developed on the basis of the revolution of network information technology, is becoming a worldwide trend. With its emergence and development, the cost of global economic and social activities has been greatly reduced, and the speed of information transmission and exchange has been noticeably accelerated.The continuous improvement of social production efficiency has also brought revolutionary influence to the adjustment of economic structure, the organizational form of enterprises, the mode of business operation and the form of social activities.Based on the research on the development of American network economy, this paper puts forward some suggestions for speeding up the rapid development of our country's network economy and the relevant strategic choices suitable for our country's national conditions.The aim is to make the network economy a real opportunity for China to catch up with the United States and other developed countries.The first chapter of this paper analyzes the connotation, characteristics and basic laws of network economy, and defines the connotation of network economy as: with the widespread application of IT technology in economic and social life,Through the establishment and use of the Internet as a platform, it has provided rapid and convenient access to the transmission and processing of global information, enabling an increasing number of economic and social activities to resort to the Internet,Thus changing people's way of life and business model, but also changing the operation of the whole society.This new economic form formed on the basis of network is called network economy.Network economy is divided into four parts: network infrastructure, network application infrastructure, network intermediary and online commerce.Compared with the traditional economy, the network economy has obvious different characteristics, that is, directness, rapidity, permeability, persistence, external economy, and it also has Moore's law, Metcalfe's rule, and Matthew's effect.Gelde's law and the basic law of increasing marginal benefit.With the rapid development of all kinds of network economy in the world, network economy will be the mainstream of economic development in the future.The second chapter studies the current situation and characteristics of the American network economy. The American network economy is characterized by the global leading speed, the high degree of commercialization and the great social impact.The third chapter discusses the causes of the rapid development of the American network economy.The reason why the United States is leading the global network economy is mainly in the following aspects: first, it has advanced network information infrastructure and technology; second, the United States government attaches great importance to the development of the network economy as a national strategy.And adopted a series of policies to support; third, with a highly developed level of education and sufficient high-tech personnel, established a good innovation environment and mechanism.Chapter four studies the impact and challenges of American network economy.The development of American network economy has great and profound influence on American economy and world network economy.At the same time, it also points out the challenges that exist in the United States, such as inadequate preparation of traditional enterprises, tax problems, network security problems, social problems and so on.The last chapter analyzes the present situation and existing problems of the development of our country's network economy, and makes strategic thinking on how to develop our country's network economy, and puts forward five countermeasures to promote the development of our country's network economy.Under the condition that the network economy has developed to a certain stage, as long as our country adopts the strategy and countermeasure suitable to the national conditions, we can completely realize the goal of the latter coming and surpassing the developed countries such as the United States.
