【摘要】：隨著我國(guó)信息技術(shù)的發(fā)展和應(yīng)用,網(wǎng)絡(luò)已經(jīng)成為人們獲取信息最重要的途徑之一,同時(shí)網(wǎng)絡(luò)也成為了廣大網(wǎng)民發(fā)表各種觀點(diǎn)的一個(gè)重要平臺(tái)。因此,網(wǎng)絡(luò)上所傳播的信息的內(nèi)容某種程度上既反映了信息生產(chǎn)者的意圖,也反映了信息傳播者的傾向。而在科學(xué)決策的每一個(gè)階段,都需要及時(shí)、全面、有效的信息作為支持,所以這些網(wǎng)絡(luò)信息對(duì)政府決策的制定、實(shí)施和監(jiān)督的各個(gè)環(huán)節(jié)都會(huì)產(chǎn)生影響。對(duì)于現(xiàn)在的政府來(lái)說(shuō),政府決策是否合理、是否有效,與社會(huì)發(fā)展是否協(xié)調(diào),社會(huì)發(fā)展目標(biāo)能否實(shí)現(xiàn)有著直接聯(lián)系。本文首先從網(wǎng)絡(luò)民意和電子政務(wù)兩個(gè)角度分析了網(wǎng)絡(luò)信息參與政府決策的具體環(huán)節(jié),即網(wǎng)絡(luò)民意如何通過(guò)政府決策過(guò)程中的社會(huì)公示、聽(tīng)證和信息反饋以及監(jiān)督制度,作用于政府決策；二是從政府的角度,分析電子政務(wù)對(duì)決策主體、政府決策模式等因素的影響方式。這有助于更進(jìn)一步研究網(wǎng)絡(luò)信息影響政府科學(xué)決策的具體路徑。隨后,對(duì)網(wǎng)絡(luò)信息在政府決策中發(fā)揮的正、反兩方面作用進(jìn)行分析和原因探究。認(rèn)為網(wǎng)絡(luò)信息在政府決策問(wèn)題形成階段,有助于決策者發(fā)現(xiàn)決策問(wèn)題；在決策方案形成與選擇階段,可以優(yōu)化和拓展決策方案；在決策方案執(zhí)行階段,能夠有效監(jiān)督政府決策執(zhí)行的效果；在決策執(zhí)行結(jié)果反饋階段,可以促進(jìn)政府決策及時(shí)調(diào)整和改進(jìn)。同時(shí)因?yàn)榫W(wǎng)絡(luò)信息存在著污染、失真、過(guò)載和安全隱患等問(wèn)題,對(duì)政府決策的科學(xué)性、安全性、公共性和效率都產(chǎn)生了消極的作用。為此如何強(qiáng)化網(wǎng)絡(luò)信息對(duì)政府決策的積極作用,避免它的消極作用,具有重要意義。本文從提高網(wǎng)絡(luò)信息質(zhì)量和完善政府決策制度兩方面來(lái)探索網(wǎng)絡(luò)信息與政府科學(xué)決策良性互動(dòng)的對(duì)策。其中包括,一全面、及時(shí)、正確的信息是科學(xué)決策的基礎(chǔ)；對(duì)信息的科學(xué)分析與校驗(yàn)是科學(xué)決策的重要環(huán)節(jié)；三從制度方面來(lái)促進(jìn)政府科學(xué)決策,以完善的決策機(jī)制作為其根本保障。通過(guò)以上對(duì)策,強(qiáng)化網(wǎng)絡(luò)信息的積極作用,促進(jìn)政府決策更加科學(xué)有效。
[Abstract]:With the development and application of information technology in our country, the network has become one of the most important ways for people to obtain information. At the same time, the network has become an important platform for the majority of Internet users to express their views.Therefore, the content of the information transmitted on the network reflects not only the intention of the information producer, but also the tendency of the information communicator.In each stage of scientific decision-making, timely, comprehensive and effective information is needed as the support, so these network information will have an impact on all aspects of government decision-making, implementation and supervision.For the present government, whether the government decision is reasonable or not, whether it is effective, whether it is coordinated with the social development, and whether the goal of social development can be realized is directly related.This paper first analyzes the specific links of network information participation in government decision-making from the perspectives of network public opinion and electronic government affairs, that is, how network public opinion takes place through social publicity, hearing and information feedback and supervision system in the process of government decision-making.The second is to analyze the influence of E-government on the main body of decision-making and the mode of government decision-making from the angle of government.This is helpful to further study the specific path of network information influencing government scientific decision.Then, the paper analyzes the positive and negative roles of network information in government decision-making.It is considered that the network information can help the decision makers to find out the decision problems in the forming stage of the government decision-making problems, to optimize and expand the decision plans in the stage of the formation and selection of the decision plans, and in the stage of the implementation of the decision plans.It can effectively supervise the effect of government decision execution, and promote the timely adjustment and improvement of government decision in the stage of decision implementation result feedback.At the same time, the network information has some problems such as pollution, distortion, overload and security hidden trouble, which has a negative effect on the scientific, security, publicity and efficiency of government decision-making.Therefore, it is of great significance to strengthen the positive effect of network information on government decision-making and to avoid its negative effect.This paper explores the countermeasures of benign interaction between network information and government scientific decision from the aspects of improving the quality of network information and perfecting the government decision-making system.These include: a comprehensive, timely and correct information is the basis of scientific decision-making; scientific analysis and verification of information is an important link in scientific decision-making; and third, from the system aspect, to promote government scientific decision-making,Take the perfect decision-making mechanism as its fundamental safeguard.Through the above countermeasures, strengthen the positive role of network information, promote government decision-making more scientific and effective.
