【摘要】：在中國的傳統(tǒng)環(huán)境下,媒體往往作為政府打開公共輿論大門的鑰匙,而這些媒體絕大多數(shù)情況下發(fā)布的信息都是政府運用政治權利在控制著,非常有限的來發(fā)揮監(jiān)督政府的作用。同時為了避免危機的爆發(fā),政府也通過議程設置來引導輿論。但是,隨著科技的發(fā)展,互聯(lián)網(wǎng)技術的不斷精進,世界全球化,信息化,網(wǎng)絡化的不斷擴展,網(wǎng)絡間的問政議政趨于明顯。這就要求政府部門要經(jīng)受一個全新的考驗,并且迫切要求政府與時俱進,樹立一個全新的執(zhí)政觀。因此,提高政府部門的領導干部利用網(wǎng)絡媒體應對社會問題的能力,此刻,更顯的迫在眉睫。 一般來說,自然因素導致的突發(fā)性災難事件要比其他社會災難性突發(fā)事件處理起來要簡單的多,對于轉(zhuǎn)型初期的中國來說,通過網(wǎng)絡媒體應對自然災害的能力不斷提高,才能為將來通過網(wǎng)絡應對人為性社會突發(fā)事件打好基礎。從而更好的提高執(zhí)政能力,穩(wěn)定社會發(fā)展。 本文通過對網(wǎng)絡時代政府公共關系和網(wǎng)絡傳播概念的界定,通過對政府網(wǎng)絡公關危機的理論研究,并以風險社會的理論為基礎,對政府網(wǎng)絡時代公關危機進行了解釋,最終目標是通過網(wǎng)絡媒體樹立良好政府形象。本文通過對案例的研究,調(diào)查研究的數(shù)據(jù)分析明確指出政府通過網(wǎng)絡媒體解決自然災害的作用和其帶來的新的挑戰(zhàn)和問題,即政府如何運用好這種現(xiàn)代性強、穩(wěn)定性差的媒體來解決自然災害所帶來的問題。論文的最后,通過對政府運用網(wǎng)絡媒體應對自然災害存在的問題提出了解決辦法,點明政府在網(wǎng)絡信息化時代應該如何面對自然災害帶來的危機影響。
[Abstract]:In China's traditional environment, the media is often the key for the government to open the door to public opinion, and most of the information released by these media is controlled by the government using political rights. The role of supervising the government is very limited. Meanwhile, in order to avoid the outbreak of the crisis, the government also guides public opinion through the setting of agenda. However, with the development of science and technology, the continuous improvement of Internet technology, the globalization of the world, information technology, With the continuous expansion of the network, it is obvious that the government departments should undergo a new test, and urgently request the government to keep pace with the times and set up a new concept of governance. It is urgent to improve the ability of leading cadres of government departments to deal with social problems through internet media. Generally speaking, the sudden disasters caused by natural factors are much simpler to deal with than other catastrophic emergencies in society. For China in the early stages of transformation, the ability to deal with natural disasters through the Internet media has been continuously improved. In order to lay a good foundation for the future to deal with man-made social emergencies through the network, so as to better improve the ruling ability and stabilize social development. This paper defines the concept of government public relations and network communication in the network age, through the theoretical study of the government network public relations crisis, and based on the theory of risk society, explains the public relations crisis in the government network times. The ultimate goal is to establish a good image of the government through the network media. Through the case study, the data analysis of the investigation and study clearly points out the role of the government in solving natural disasters through the network media and the new challenges and problems it brings. That is, how to make good use of this kind of media with strong modernity and poor stability to solve the problems caused by natural disasters. Finally, through the use of network media, the paper puts forward some solutions to the problems existing in natural disasters. To point out how the government should face the impact of natural disasters in the era of network information.
