【摘要】：在3G互聯網迅猛發(fā)展的市場大環(huán)境下，國內電信運營商面臨著巨大的挑戰(zhàn)。新業(yè)務層出不窮，行業(yè)競爭愈發(fā)劇烈，行業(yè)的新進入者進一步加劇了電信行業(yè)的競爭，對電信運營商的收入和利潤產生了巨大的影響。為了吸引并留住優(yōu)質客戶，降低運營成本，，進一步提高營銷收入和利潤，電信業(yè)務的快速開通響應及優(yōu)質高效的后期服務正變得越來越重要，這一切依賴于運營商運營管理水平的提高，而電信運營支撐系統(tǒng)的信息化建設是實現這一目標的最有效手段。本文以上海電信運營支撐系統(tǒng)信息化建設為基礎，通過對上海電信運營支撐系統(tǒng)建設與應用的研究，力求對目前上海電信運營支撐系統(tǒng)信息化建設應用中存在的問題提供相關解決方案，為后續(xù)的信息化建設提供指導，對其他省市電信公司及相關電信運營企業(yè)的運營支撐系統(tǒng)建設與應用提供實踐參考和借鑒。 本文主要工作分為三部分：首先對信息系統(tǒng)的相關理論進行了闡述，基于3G時代市場業(yè)務環(huán)境的變化，對目前國內電信運營商的現狀進行了分析；接著對上海電信運營支撐系統(tǒng)發(fā)展水平進行分析，基于上海電信運營管理維護中存在的問題進行深入的研究，對上海電信運營支撐信息化系統(tǒng)建設優(yōu)化的必要性進行了分析闡述，從理論和實踐的角度對上海電信在運營支撐信息化系統(tǒng)建設方面的規(guī)劃和設計給出建議；論文最后對上海電信運營支撐系統(tǒng)信息化建設應用過程中的問題進行了分析并給出對策建議，對如何通過系統(tǒng)提升運營管理水平及給企業(yè)帶來的應用收益進行評估分析并給出建議，對系統(tǒng)建設演進的方向進行了探討。 文章以上海電信運營支撐系統(tǒng)的建設為依托，結合上海電信運營支撐系統(tǒng)建設項目，從上海電信運營支撐系統(tǒng)建設規(guī)劃策略、系統(tǒng)功能與組織結構設計、建設應用問題優(yōu)化、應用收益評估、系統(tǒng)演進方向等方面進行研究探討并給出方案，總結了上海電信運營支撐系統(tǒng)建設中存在的問題，并就如何對上海電信運營支撐系統(tǒng)帶來的收益進行合理評估給出了簡單模型，最后對上海運營支撐系統(tǒng)的未來建設模式提出了建議。
[Abstract]:In the market environment with the rapid development of 3G Internet, domestic telecom operators are facing enormous challenges. New services emerge in endlessly, the competition in the industry becomes increasingly fierce, and the new entrants in the industry further intensify the competition in the telecommunications industry. In order to attract and retain high-quality customers, reduce operating costs, and further increase marketing revenue and profits, The rapid opening of telecom services and high-quality and efficient post-service are becoming more and more important, all of which depend on the improvement of operators' management level. The information construction of telecom operation support system is the most effective means to achieve this goal. Based on the information construction of Shanghai Telecom Operation support system, this paper studies the construction and application of Shanghai Telecom Operation support system. To provide relevant solutions to the problems existing in the information construction and application of Shanghai Telecom Operation support system at present, and to provide guidance for the subsequent informatization construction. It provides practical reference and reference for the construction and application of operation support system of telecom companies and related telecom operators in other provinces and cities. The main work of this paper is divided into three parts: firstly, the related theories of information system are expounded. Based on the changes of market service environment in 3G era, the current situation of domestic telecom operators is analyzed. Then the development level of Shanghai Telecom Operation support system is analyzed, and based on the problems existing in Shanghai Telecom Operation Management and maintenance, in-depth research is carried out. This paper analyzes and expounds the necessity of optimizing the construction of Shanghai Telecom's operation support information system, and gives some suggestions on the planning and design of Shanghai Telecom's operation support information system construction from the angle of theory and practice. Finally, the paper analyzes the problems in the process of information construction of Shanghai Telecom Operation support system, and gives some countermeasures and suggestions. How to improve the level of operation and management through the system and the application income brought to the enterprise are evaluated and analyzed, and some suggestions are given, and the direction of the evolution of the system construction is discussed. Based on the construction of Shanghai Telecom Operation support system and the construction project of Shanghai Telecom Operation support system, this paper optimizes the construction planning strategy, system function and organizational structure design, construction and application of Shanghai Telecom Operation support system. The application of income assessment, the direction of system evolution and other aspects are studied and discussed, and the problems existing in the construction of Shanghai Telecom Operation support system are summarized. The paper also gives a simple model on how to evaluate the benefits of Shanghai Telecom Operation support system, and finally puts forward some suggestions on the future construction mode of Shanghai Telecom Operation support system.
