【摘要】：郵政企業(yè)在實(shí)行政企分開的改制后,為應(yīng)對(duì)激烈的市場競爭,提高企業(yè)的競爭力,通過對(duì)郵政網(wǎng)點(diǎn)的重新規(guī)劃和布局,來實(shí)現(xiàn)企業(yè)轉(zhuǎn)型升級(jí)的目標(biāo)。郵政網(wǎng)點(diǎn)項(xiàng)目是否達(dá)到了郵政企業(yè)的預(yù)期目標(biāo),是否發(fā)揮了投資效益,必須對(duì)其進(jìn)行綜合評(píng)估。本文針對(duì)現(xiàn)有郵政網(wǎng)點(diǎn)項(xiàng)目的評(píng)估僅針對(duì)郵政網(wǎng)點(diǎn)項(xiàng)目的某一類業(yè)務(wù)、某一項(xiàng)因素、某一階段進(jìn)行評(píng)估,且對(duì)郵政網(wǎng)點(diǎn)項(xiàng)目的優(yōu)化方案設(shè)計(jì)未進(jìn)行評(píng)估的不足,通過研究,建立一套切實(shí)可行的評(píng)價(jià)指標(biāo)和評(píng)價(jià)體系就顯得至關(guān)重要。本文以郵政網(wǎng)點(diǎn)項(xiàng)目為評(píng)估對(duì)象,采用邏輯框架法構(gòu)建多因素、多指標(biāo)的評(píng)估指標(biāo)體系,采用評(píng)分法和成功度法對(duì)評(píng)估指標(biāo)進(jìn)行量化,采用層次分析法和加權(quán)平均算法構(gòu)建綜合評(píng)估模型,最終建立系統(tǒng)全面、科學(xué)合理的郵政網(wǎng)點(diǎn)項(xiàng)目后評(píng)估指標(biāo)體系,并將以上研究成果應(yīng)用于實(shí)際工程項(xiàng)目中。本文研究成果實(shí)現(xiàn)了對(duì)郵政網(wǎng)點(diǎn)項(xiàng)目的系統(tǒng)全面、科學(xué)合理的綜合評(píng)估,一方面確定郵政網(wǎng)點(diǎn)項(xiàng)目關(guān)鍵性問題所在,及時(shí)制定針對(duì)性解決方案;另一方面通過各項(xiàng)評(píng)估指標(biāo),直觀地將郵政網(wǎng)點(diǎn)升級(jí)前后的效果呈現(xiàn)出來,提高了投資效益,同時(shí),也為企業(yè)開展后續(xù)網(wǎng)點(diǎn)升級(jí)項(xiàng)目提供參考。研究過程和結(jié)論,對(duì)郵政網(wǎng)點(diǎn)的發(fā)展和郵政企業(yè)適應(yīng)日益激烈的市場競爭有一定的促進(jìn)作用。
[Abstract]:Postal enterprises in the implementation of the reform of the separation of government and enterprises, in order to cope with fierce market competition, improve the competitiveness of enterprises, through the re-planning and layout of postal outlets. To achieve the goal of enterprise transformation and upgrading. Whether the postal network project to achieve the expected objectives of postal enterprises, whether to play the investment benefits. It must be evaluated synthetically. This paper evaluates the existing postal network projects only for one kind of business, one factor, and one stage of the post network project. It is very important to establish a set of feasible evaluation index and evaluation system through the research. This paper takes the postal network project as the evaluation object. A multi-factor and multi-index evaluation index system is constructed by using logical framework method, the evaluation index is quantified by scoring method and success degree method, and the comprehensive evaluation model is constructed by AHP and weighted average algorithm. Finally, a comprehensive, scientific and reasonable post-evaluation index system of postal network project is established, and the above research results are applied to the actual project. Scientific and reasonable comprehensive evaluation, on the one hand to determine the postal network project key problems, timely formulation of targeted solutions; On the other hand, through various evaluation indicators, the postal network before and after the upgrade of the effect presented, improve the efficiency of investment, at the same time. The research process and conclusion can promote the development of postal network and the adaptation of postal enterprises to the increasingly fierce market competition.
