【摘要】：項目管理成熟度模型(Project Management Maturity Model, PMMM)是評價信息化項目管理能力的一種有效體系和方法。信息化項目作為郵政企業(yè)的驅(qū)動型項目,如何科學(xué)評價其管理水平,發(fā)現(xiàn)管理過程中存在的缺點(diǎn)與不足是郵政信息化建設(shè)面臨的重大課題。 論文通過借鑒國外先進(jìn)評價理論和項目管理成熟度評價模型的研究成果,在闡述信息化項目管理理論、項目管理成熟度評價對于解決郵政信息化項目管理必要性的基礎(chǔ)上,結(jié)合郵政項目管理的特點(diǎn),提出了適合郵政信息化項目管理的成熟度評價指標(biāo)體系,構(gòu)建了郵政信息化項目管理成熟度模型(YZ-PM3)。同時運(yùn)用層次分析法和模糊綜合評價法實(shí)現(xiàn)對郵政信息化項目管理水平進(jìn)行定量評價,完善了郵政信息化項目管理評價體系的手段和方法,也為郵政企業(yè)分析和評價信息化項目管理水平提供了平臺。 論文最后用實(shí)證分析的方法對構(gòu)建的成熟度模型加以驗(yàn)證,識別出項目管理過程存在的薄弱環(huán)節(jié),提出改進(jìn)建議和策略。驗(yàn)證了郵政信息化項目管理成熟度模型所具有的實(shí)用性和可操作性,為成熟度評價在郵政信息化項目管理的進(jìn)一步的應(yīng)用和研究奠定了基礎(chǔ)。
[Abstract]:Project Management Maturity Model. PMMMs is an effective system and method to evaluate the management ability of information projects. As a driving project of postal enterprises, how to scientifically evaluate the management level of information projects. Finding out the shortcomings and shortcomings in the process of management is an important subject in the construction of postal informatization. This paper expounds the theory of information project management by referring to the research results of foreign advanced evaluation theory and project management maturity evaluation model. On the basis of solving the necessity of postal informatization project management, the project management maturity evaluation index system suitable for postal informatization project management is put forward, combined with the characteristics of postal project management. The maturity model of postal informatization project management is constructed, and the quantitative evaluation of postal informatization project management level is realized by using the analytic hierarchy process and fuzzy comprehensive evaluation method at the same time. It also provides a platform for postal enterprises to analyze and evaluate the level of information project management. Finally, the paper uses the method of empirical analysis to verify the maturity model and identify the weak links in the process of project management. Some suggestions and strategies are put forward to verify the practicability and maneuverability of the maturity model of postal information project management. It lays a foundation for further application and research of maturity evaluation in postal information project management.
