【摘要】：目前,在通信行業(yè)項目投資管理中,后評價越來越受到管理層的重視。所謂項目后評價,是指當投資項目完成后,對項目的目標、過程、效益、影響和持續(xù)性等進行全面、系統(tǒng)的分析,通過對項目實際達到的情況與項目期望達到的情況進行比較,來評估該項目是否達到預期的目的,并且從中總結項目成功、失敗的原因,為今后類似投資項目的決策、項目管理提供參考與指導。沒有后評價的項目投資是一個開環(huán)的體系,在項目投資與建設中的不足得不到反饋,因此也作用不到后面的投資項目中。后評價環(huán)節(jié)則使得項目管理成為一個閉環(huán)的系統(tǒng),使得在項目整體與過程中的偏差能夠得到反饋,指導今后的投資項目,確保投資質量。 本課題主要選擇對上海移動城域傳送匯聚環(huán)擴容工程進行后評價,從目標、過程、效益、影響、持續(xù)性這五個方面對該項目進行全方位評價,最大限度地、真實客觀地反映項目的全貌,即不僅能反映項目的投資過程,還要能分析其生產(chǎn)經(jīng)營過程；不僅能反映項目的投資經(jīng)濟效益,還要能反映其社會效益、環(huán)境效益等。一方面發(fā)現(xiàn)項目中存在的問題,反饋到工程實施的各個部門中,并加以改進；一方面為決策層科學的投資決策提供依據(jù)和參考,優(yōu)化投資項目。
[Abstract]:At present, in the investment management industry communication project, post evaluation has attracted more and more attention of management. The so-called post project evaluation refers to the investment project after the completion of the project objectives, process, effectiveness, impact and sustainability of a comprehensive, systematic analysis and comparison with actual project achieved by up to project expectations, to assess whether the project to achieve the intended purpose, and summarize the success of the project, the reasons for the failure, for the future similar project investment decision-making, to provide reference and guidance for project management. No post evaluation of project investment is an open loop system, in the project investment and construction the problem is not so feedback, not to the back of the investment project. After the evaluation of project management becomes part of a closed system, the deviation in the process of the whole project and to receive feedback to To guide future investment projects to ensure the quality of investment.
The main topic selection of Shanghai mobile metropolitan transport convergence ring expansion project post evaluation, from the target, process, effectiveness, impact, sustainability of the five aspects of a comprehensive evaluation of the project, to maximize, objectively reflect the project picture, which can not only reflect the process of investment projects, but also can analysis the production management process; project investment can not only reflect the economic benefits, but also can reflect the social benefits, environmental benefits and so on. On the one hand, find the question existing in the project, feedback to the various departments for the implementation of the project, and make improvements; on the one hand to provide basis and reference for decision-making the scientific investment decision, optimize investment project.
