【摘要】：目前,在各級政府管理中,財政支農(nóng)項目決定以中央政府為主導,地方政府的投入處于被動。各級政府支出責任不清,項目審批層次多、鏈條長,資金被一些基層部門用于"彌補"辦公經(jīng)費。透過表象看實質(zhì),提高財政支農(nóng)資金管理水平及效益的關鍵,就是要建立支出責任清晰、財權(quán)和事權(quán)相對統(tǒng)一的財政制度。
[Abstract]:At present, in the management of government at all levels, the central government dominates the project and the input of local government is passive. The responsibility of government expenditure at all levels is not clear, the project approval level is many, the chain is long, the fund is used by some grass-roots departments to "make up" office funds. The key to improve the management level and benefit of financial support to agriculture is to establish a fiscal system with clear responsibility of expenditure and relatively unified financial and administrative powers.
