【摘要】：市縣長(zhǎng)經(jīng)濟(jì)責(zé)任審計(jì)是近五年來(lái)才開(kāi)始的一項(xiàng)工作，這些年本人一直從事這項(xiàng)工作，有了不少切身體會(huì)，本文從市縣長(zhǎng)經(jīng)濟(jì)責(zé)任審計(jì)開(kāi)展的現(xiàn)狀出發(fā)，針對(duì)存在的問(wèn)題，提出對(duì)策建議。 本文對(duì)近幾年的探索情況進(jìn)行正反兩方面的總結(jié)，揭示出存在的問(wèn)題：審計(jì)重點(diǎn)太過(guò)側(cè)重預(yù)算內(nèi)資金、尚未實(shí)行審計(jì)公告制度、經(jīng)濟(jì)責(zé)任審計(jì)結(jié)果報(bào)告基本沒(méi)有實(shí)質(zhì)性的評(píng)價(jià)內(nèi)容、審計(jì)結(jié)果利用的程度不高、審計(jì)力量不足、經(jīng)濟(jì)責(zé)任審計(jì)牽扯了審計(jì)機(jī)關(guān)太多精力、缺乏操作規(guī)范，帶著這些問(wèn)題，分析問(wèn)題產(chǎn)生的原因，運(yùn)用所學(xué)的公共財(cái)政、市場(chǎng)經(jīng)濟(jì)、政府干預(yù)、加強(qiáng)監(jiān)督等理念，，對(duì)市縣長(zhǎng)經(jīng)濟(jì)責(zé)任審計(jì)的意義、具體目標(biāo)、內(nèi)容、方法(如運(yùn)用計(jì)算機(jī)輔助審計(jì))、程序、重點(diǎn)、評(píng)價(jià)(審計(jì)評(píng)價(jià)原則及具體評(píng)價(jià)內(nèi)容)、風(fēng)險(xiǎn)防范包括建立承諾制度，明確法律責(zé)任、努力提高審計(jì)人員的審計(jì)風(fēng)險(xiǎn)意識(shí)和自身素質(zhì)、恪守審計(jì)權(quán)限，排除審計(jì)內(nèi)容上的隨意性、審計(jì)成果的運(yùn)用作了詳盡的闡述，解答為什么要搞市縣長(zhǎng)經(jīng)濟(jì)責(zé)任審計(jì)，如何搞好市縣長(zhǎng)經(jīng)濟(jì)責(zé)任審計(jì)工作這兩個(gè)問(wèn)題，以達(dá)到今后審計(jì)機(jī)關(guān)能較好地開(kāi)展這項(xiàng)工作的目的。
[Abstract]:The economic responsibility audit of the city magistrate is a work that has only begun in the past five years. I have been engaged in this work for these years, and have gained a lot of personal experience. This article proceeds from the present situation of the economic responsibility audit carried out by the mayor of the city and aims at the existing problems. The countermeasures and suggestions are put forward. This paper summarizes the exploration situation in recent years from the positive and negative aspects, and reveals the existing problems: the audit emphasis is too much on the budget funds, and the audit announcement system has not been implemented. The economic responsibility audit results report basically has no substantive evaluation content, the audit result utilization degree is not high, the audit strength is insufficient, the economic responsibility audit has involved the audit organization too much energy, lacks the operation standard, with these problems, Analyzing the causes of the problems, applying the concepts of public finance, market economy, government intervention, strengthening supervision and so on, to the significance, specific objectives, contents and methods of the economic responsibility audit of the city and county chief (such as the application of computer aided auditing, procedures, etc.) Emphasis, evaluation (audit evaluation principles and specific evaluation contents) risk prevention includes establishing a commitment system, clarifying legal responsibilities, striving to improve audit risk awareness and quality of auditors, abiding by audit authority, Excluding arbitrariness in the content of the audit, the application of the audit results is elaborated in detail to answer the two questions: why should we conduct the economic responsibility audit of the city magistrate and how to do a good job in the audit of the economic responsibility of the mayor of the city? In order to achieve the future audit institutions can better carry out this work.
