【摘要】：為應(yīng)對(duì)當(dāng)前煙草行業(yè)正面臨的越來(lái)越激烈的國(guó)際競(jìng)爭(zhēng),支持世界衛(wèi)生組織煙草控制框架公約要求,提升煙草行業(yè)整體競(jìng)爭(zhēng)能力,國(guó)家煙草專(zhuān)賣(mài)局提出了“532”和“461”發(fā)展戰(zhàn)略,為適應(yīng)新的形勢(shì),郴州卷煙廠以提升企業(yè)管理水平為抓手,以“打造成國(guó)內(nèi)一流的卷煙生產(chǎn)點(diǎn)”為發(fā)展目標(biāo),縱深開(kāi)展創(chuàng)建現(xiàn)代卷煙工廠活動(dòng)。生產(chǎn)設(shè)備管理是企業(yè)管理重要組成部分,為企業(yè)的生產(chǎn)經(jīng)營(yíng)提供基礎(chǔ)保障,直接影響企業(yè)戰(zhàn)略目標(biāo)的實(shí)現(xiàn),因此,通過(guò)創(chuàng)新設(shè)備管理模式,提升管理水平,對(duì)企業(yè)具有重要意義。本論文在研究和分析全面規(guī)范化生產(chǎn)維護(hù)(TnPM)相關(guān)理論的基礎(chǔ)上,以將TnPM理論導(dǎo)入郴州卷煙廠生產(chǎn)設(shè)備管理為研究?jī)?nèi)容。首先,論文分析了郴州卷煙廠的基本情況、組織結(jié)構(gòu)、生產(chǎn)設(shè)備特點(diǎn)以及管理現(xiàn)狀,系統(tǒng)研究和設(shè)計(jì)了郴州卷煙廠TnPM的推進(jìn)方案,設(shè)立了郴州卷煙廠TnPM體系組織機(jī)構(gòu),確定了目標(biāo),制定了相應(yīng)的的工作計(jì)劃,構(gòu)建了具有郴州卷煙廠企業(yè)特色的TnPM管理體系。體系主要內(nèi)容有：嚴(yán)謹(jǐn)、系統(tǒng)地設(shè)計(jì)了的企業(yè)的檢維修體系——SOON并應(yīng)用于企業(yè)生產(chǎn)設(shè)備管理；綜合運(yùn)用現(xiàn)場(chǎng)管理四要素,建立現(xiàn)場(chǎng)持續(xù)改進(jìn)機(jī)制,提升企業(yè)的現(xiàn)場(chǎng)管理水平；通過(guò)建立以O(shè)PL(單點(diǎn)課)和OPS(提案改善)為基礎(chǔ)的員工與企業(yè)共同成長(zhǎng)模型,建設(shè)教育型團(tuán)隊(duì)：建立了評(píng)估設(shè)備管理水平的千分標(biāo)準(zhǔn)化評(píng)價(jià)體系并實(shí)施應(yīng)用。實(shí)踐證明,TnPM管理理論完全適合郴州卷煙廠的生產(chǎn)設(shè)備管理,以其理論為基礎(chǔ)建立的生產(chǎn)設(shè)備管理體系,系統(tǒng)地提升了企業(yè)設(shè)備綜合管理水平,為企業(yè)實(shí)現(xiàn)戰(zhàn)略目標(biāo)提供了堅(jiān)實(shí)的基礎(chǔ)保障。同時(shí),本文通過(guò)深度剖析郴州卷煙廠探索TnPM之路,總結(jié)了卷煙制造企業(yè)推進(jìn)的TnPM體系經(jīng)驗(yàn)和教訓(xùn),為卷煙制造企業(yè)推進(jìn)TnPM提供了可行之路,對(duì)卷煙制造企業(yè)應(yīng)用TnPM具有重要的參考和借簽意義。
[Abstract]:In order to cope with the increasing international competition being faced by the tobacco industry, support the requirements of the World Health Organization Framework Convention on Tobacco Control and enhance the overall competitiveness of the tobacco industry, The State Tobacco Monopoly Bureau has put forward the development strategy of "532" and" 461 ". In order to adapt to the new situation, Chenzhou cigarette Factory takes improving the management level of enterprises as the starting point and" building the first-class cigarette production point in China "as the development goal. Carry out the activities of creating modern cigarette factory in depth. Production equipment management is an important part of enterprise management, which provides the basic guarantee for the production and management of enterprises and directly affects the realization of the strategic objectives of enterprises. Therefore, through the innovation of equipment management mode, the management level can be improved. It is of great significance to the enterprise. Based on the research and analysis of the related theories of comprehensive standardized production and maintenance (TnPM), this paper takes the TnPM theory into the production equipment management of Chenzhou cigarette Factory as the research content. First of all, the paper analyzes the basic situation, organizational structure, production equipment characteristics and management status of Chenzhou cigarette Factory, systematically studies and designs the promotion scheme of TnPM in Chenzhou cigarette Factory, and establishes the TnPM system organization of Chenzhou cigarette Factory. The target is determined, the corresponding work plan is worked out, and the TnPM management system with the characteristics of Chenzhou cigarette factory is constructed. The main contents of the system are as follows: the strict and systematic design of the enterprise inspection and maintenance system-SOON and applied to the enterprise production equipment management, the comprehensive application of the four elements of site management, the establishment of site continuous improvement mechanism, to improve the field management level of the enterprise; By establishing the common growth model of employees and enterprises based on OPL (single point class) and OPS (proposal improvement), the educational team is built: a 1000-point standardized evaluation system for evaluating the management level of equipment is established and applied. The practice has proved that the TnPM management theory is completely suitable for the production equipment management of Chenzhou cigarette Factory. The production equipment management system established on the basis of its theory has systematically improved the comprehensive management level of enterprise equipment. It provides a solid basic guarantee for enterprises to achieve strategic goals. At the same time, by deeply analyzing the way of exploring TnPM in Chenzhou cigarette Factory, this paper summarizes the experience and lessons of TnPM system promoted by cigarette manufacturing enterprises, which provides a feasible way for cigarette manufacturing enterprises to promote TnPM. It has important reference and borrowing significance for the application of TnPM in cigarette manufacturing enterprises.
