分布式發(fā)電并網(wǎng)的綜合評(píng)價(jià)研究

【摘要】:在電力改革和電力綠色發(fā)展的新形勢(shì)下,我國(guó)面臨經(jīng)濟(jì)增長(zhǎng)和資源約束的雙重壓力,發(fā)展低碳電力、尋求可持續(xù)能源發(fā)展的實(shí)現(xiàn)路徑已成為世界上多數(shù)國(guó)家和地區(qū)的重要能源發(fā)展戰(zhàn)略。我國(guó)“十二五”規(guī)劃也強(qiáng)調(diào)了低碳發(fā)展理念,并提出了構(gòu)建現(xiàn)代能源產(chǎn)業(yè)體系。分布式發(fā)電因其能提高供電靈活性、節(jié)省投資、降低能耗的優(yōu)點(diǎn)越來(lái)越受到世界各國(guó)的青睞,它將是未來(lái)電力工業(yè)的發(fā)展方向。但是,隨著分布式發(fā)電的不斷發(fā)展,將會(huì)對(duì)電力系統(tǒng)產(chǎn)生顯著的影響,如電力系統(tǒng)負(fù)荷預(yù)測(cè)、規(guī)劃和運(yùn)行將面臨不確定性。因此,有必要評(píng)估分布式發(fā)電并網(wǎng)對(duì)電網(wǎng)企業(yè)運(yùn)營(yíng)影響,從而有效規(guī)避并網(wǎng)過(guò)程中存在的風(fēng)險(xiǎn),促進(jìn)分布式發(fā)電的有利影響最大程度地發(fā)揮。論文圍繞分布式發(fā)電并網(wǎng)對(duì)電網(wǎng)運(yùn)營(yíng)影響,首先,分析了我國(guó)分布式發(fā)電并網(wǎng)現(xiàn)狀,包括分布式發(fā)電概述、分布式發(fā)電并網(wǎng)現(xiàn)狀以及相關(guān)政策分析。其次,定性地分析了分布式發(fā)電并網(wǎng)對(duì)電網(wǎng)企業(yè)經(jīng)濟(jì)性、安全性、可靠性的影響。然后,通過(guò)挖掘分布式發(fā)電并網(wǎng)對(duì)電網(wǎng)企業(yè)的影響因素,結(jié)合指標(biāo)的構(gòu)建原則,構(gòu)建了涵蓋經(jīng)濟(jì)性、安全性、可靠性的分布式發(fā)電并網(wǎng)綜合評(píng)價(jià)指標(biāo)體系。進(jìn)而,進(jìn)行指標(biāo)約簡(jiǎn),通過(guò)德?tīng)柗品ā⒆儺愊禂?shù)法、灰色關(guān)聯(lián)賦權(quán)法對(duì)指標(biāo)進(jìn)行賦權(quán),并基于最大熵原理和最大離差平方和構(gòu)建組合賦權(quán)優(yōu)化模型,得到組合賦權(quán)下的三種分布式發(fā)電并網(wǎng)方案的優(yōu)劣排序,并驗(yàn)證了組合賦權(quán)綜合評(píng)價(jià)模型的合理性,通過(guò)算例分析驗(yàn)證了分布式電源在不同位置接入電網(wǎng)的效用不同,多種分布式發(fā)電同時(shí)并網(wǎng)優(yōu)于一種分布式發(fā)電并網(wǎng)。最后,從技術(shù)、政策和管理三個(gè)維度提出了促進(jìn)分布式發(fā)電并網(wǎng)的保障機(jī)制。以期本文研究能夠?yàn)殡娋W(wǎng)企業(yè)進(jìn)一步消納分布式發(fā)電提供理論參考。
[Abstract]:Under the new situation of electric power reform and green development of electric power, China is facing the dual pressure of economic growth and resource constraints to develop low-carbon power. Seeking the realization path of sustainable energy development has become an important energy development strategy in most countries and regions in the world. The 12th five-year Plan also emphasizes the concept of low-carbon development and puts forward the construction of modern energy industry system. Distributed generation is more and more popular all over the world because of its advantages of improving power supply flexibility, saving investment and reducing energy consumption. It will be the development direction of power industry in the future. However, with the continuous development of distributed generation, it will have a significant impact on the power system, such as power system load forecasting, planning and operation will face uncertainty. Therefore, it is necessary to evaluate the influence of distributed generation grid connection on the operation of power grid enterprises, so as to effectively avoid the risks existing in the process of grid connection and promote the beneficial influence of distributed generation to the greatest extent. This paper focuses on the influence of distributed generation grid connection on power grid operation. Firstly, the present situation of distributed generation grid connection in China is analyzed, including the overview of distributed generation, the current situation of distributed generation grid connection and the analysis of related policies. Secondly, the influence of distributed generation and grid connection on the economy, security and reliability of power grid enterprises is analyzed qualitatively. Then, by mining the influencing factors of distributed generation grid-connected to power grid enterprises, combined with the construction principle of index, a comprehensive evaluation index system of distributed power generation grid-connected covering economy, security and reliability is constructed. Furthermore, the index reduction is carried out, and the index is weighted by Delphi method, coefficient of variation method and grey relational weighting method, and the combined weight optimization model is constructed based on the principle of maximum entropy and the sum of square of maximum deviation. The advantages and disadvantages of the three distributed power generation grid-connected schemes under the combined weight are obtained, and the rationality of the comprehensive evaluation model of the combined weighting is verified. The utility of the distributed power supply connected to the power grid in different locations is verified by an example. Multiple distributed power generation is better than one distributed generation grid-connected at the same time. Finally, the guarantee mechanism to promote the grid connection of distributed power generation is put forward from the three dimensions of technology, policy and management. It is hoped that the research in this paper can provide theoretical reference for power grid enterprises to further absorb distributed power generation.
