【摘要】：我國(guó)資源稟賦結(jié)構(gòu)決定煤炭在未來(lái)一段時(shí)間將是我國(guó)重要的基礎(chǔ)能源。煤炭開(kāi)發(fā)利用主要形式包括煤炭開(kāi)采、火力發(fā)電和煤化工,均為高耗水產(chǎn)業(yè)。我國(guó)煤炭資源與水資源在空間分布上的矛盾使得水資源條件成為開(kāi)發(fā)煤電基地的制約因素。在確定采煤、燃煤發(fā)電、煤化工產(chǎn)業(yè)等需水環(huán)節(jié)用水定額值得基礎(chǔ)上,以優(yōu)化產(chǎn)量、減少污染排放為目標(biāo),考慮水資源、能源需求等約束,建立煤炭開(kāi)發(fā)利用的多目標(biāo)決策模型,并設(shè)計(jì)算法進(jìn)行求解;以寧夏回族自治區(qū)為具體研究對(duì)象,基于上述煤炭開(kāi)發(fā)利用模型,獲取2016-2020年不同取水情況與目標(biāo)權(quán)重下的煤炭開(kāi)發(fā)利用規(guī)模,對(duì)我國(guó)科學(xué)地制定"十三五"能源規(guī)劃具有一定的參考意義。
[Abstract]:China's resource endowment structure determines that coal will be an important basic energy in the future. The main forms of coal development and utilization include coal mining, thermal power generation and coal chemical industry, all of which are high water-consuming industries. The contradiction between coal resources and water resources in China makes the condition of water resources become the restriction factor of exploitation of coal and electricity base. On the basis of determining water consumption quota of coal mining, coal-fired power generation, coal-chemical industry and other water requirement links, the aim is to optimize output and reduce pollution discharge, taking into account the constraints of water resources, energy demand, and so on. The multi-objective decision-making model of coal exploitation and utilization is established, and the algorithm is designed to solve the problem. Taking Ningxia Hui Autonomous region as a specific research object, based on the above-mentioned coal development and utilization model, the coal development and utilization scale under different water intake conditions and target weights in 2016 / 2020 is obtained. It has certain reference significance for our country to make the energy plan of the 13th five-year Plan scientifically.
