供電企業(yè)遠(yuǎn)程自動(dòng)抄表系統(tǒng)建設(shè)與應(yīng)用研究

【摘要】:供電企業(yè)遠(yuǎn)程自動(dòng)抄表系統(tǒng)建設(shè)是一項(xiàng)復(fù)雜的系統(tǒng)工程,工程復(fù)雜、行業(yè)特點(diǎn)鮮明、可以借鑒的經(jīng)驗(yàn)少。在以試點(diǎn)工程摸索工程建設(shè)方法過(guò)程中,試點(diǎn)工程建設(shè)出現(xiàn)了較為混亂的建設(shè)局面,工程建設(shè)混亂導(dǎo)致的結(jié)果是電力營(yíng)銷管理秩序被破壞,其根本原因是:試點(diǎn)工程總體規(guī)劃和施工方案的制定明顯粗放、缺乏系統(tǒng)性和流程性。 本論文結(jié)合試點(diǎn)工程建設(shè)狀況,充分分析產(chǎn)生問(wèn)題的原因后,根據(jù)遠(yuǎn)程自動(dòng)抄表系統(tǒng)工程建設(shè)特點(diǎn),充分考慮電能量銷售管理系統(tǒng)業(yè)務(wù)架構(gòu),運(yùn)用項(xiàng)目管理的基礎(chǔ)理論,結(jié)合電力營(yíng)銷基本業(yè)務(wù)常識(shí),按照電力營(yíng)銷業(yè)務(wù)與工程建設(shè)的業(yè)務(wù)互相融合的原則,對(duì)建設(shè)工程的整體作業(yè)流程進(jìn)行了系統(tǒng)的規(guī)劃研究設(shè)計(jì)。運(yùn)用項(xiàng)目管理基本理論制定出了風(fēng)險(xiǎn)、質(zhì)量、進(jìn)度的控制對(duì)策。最終形成了包括:各階段建設(shè)流程圖、明確的崗位職責(zé)、項(xiàng)目建設(shè)的風(fēng)險(xiǎn)控制對(duì)策、質(zhì)量控制對(duì)策、工程進(jìn)度控制對(duì)策,以及保證流程各工序嚴(yán)謹(jǐn)運(yùn)轉(zhuǎn)的工序交接單等內(nèi)容在內(nèi)的遠(yuǎn)程自動(dòng)抄表系統(tǒng)工程建設(shè)作業(yè)流程方案體系。 隨著供電企業(yè)遠(yuǎn)程自動(dòng)抄表系統(tǒng)建設(shè)工程的日益增多,本課題對(duì)遠(yuǎn)程自動(dòng)抄表系統(tǒng)在供電區(qū)域的實(shí)際應(yīng)用具有普遍的借鑒意義。
[Abstract]:The construction of remote automatic meter reading system in power supply enterprises is a complex system engineering, with complex engineering, distinctive characteristics of the industry, and few experiences that can be used for reference. In the process of exploring the construction method of the pilot project, the construction of the pilot project has appeared in a more chaotic situation. The result of the chaos in the construction of the project is that the order of electric power marketing management is destroyed. The basic reason is that the overall planning and construction plan of the pilot project are obviously extensive and lack of systematization and flowability. According to the construction characteristics of remote automatic meter reading system and the business structure of the electric energy sales management system, the basic theory of project management is applied in this paper, which is based on the analysis of the reasons for the problems in the pilot project construction and the characteristics of the project construction of the remote automatic meter reading system. Combined with the basic business knowledge of electric power marketing, according to the principle of integration of power marketing business and engineering construction business, the whole operation process of construction project is systematically planned and designed. Based on the basic theory of project management, the control countermeasures of risk, quality and schedule are worked out. The final formation includes: each stage construction flow chart, the clear post responsibility, the project construction risk control countermeasure, the quality control countermeasure, the project progress control countermeasure, As well as the remote automatic meter reading system construction operation flow system including the contents of ensuring the strict operation of each process. With the increasing construction of remote automatic meter reading system in power supply enterprises, this subject has universal reference significance for the practical application of remote automatic meter reading system in power supply area.
