【摘要】：食品安全是關(guān)乎國(guó)計(jì)民生的大事，直接影響國(guó)民身體素質(zhì)，經(jīng)濟(jì)發(fā)展，間接關(guān)系人民幸福，社會(huì)穩(wěn)定，政府公信，食品安全也是一項(xiàng)重要的公共產(chǎn)品，提供安全的食品被普遍列為政府的重要職能之一。然而近幾年我國(guó)暴發(fā)的食品安全事件令人觸目驚心，總體食品安全形勢(shì)相當(dāng)嚴(yán)峻，從現(xiàn)實(shí)來(lái)看，我國(guó)食品安全監(jiān)管體系基礎(chǔ)薄弱，理論研究水平較為落后，食品安全監(jiān)管效能差強(qiáng)人意，眾多方面亟待改進(jìn)。餐飲行業(yè)作為食品消費(fèi)終端環(huán)節(jié)，是食品生產(chǎn)鏈條上的重要一環(huán)，由于食品具有風(fēng)險(xiǎn)累積等特性，對(duì)餐飲企業(yè)的食品安全監(jiān)管應(yīng)著眼于餐飲企業(yè)，但又不能局限于餐飲企業(yè)，應(yīng)將餐飲企業(yè)的食品安全納入統(tǒng)籌考量。 本文立足于政府食品安全監(jiān)管展開(kāi)論述，在我國(guó)推進(jìn)服務(wù)型政府建設(shè)的大背景大環(huán)境下，抓住改革契機(jī)，以無(wú)縫隙政府理論、治理理論等理論為指導(dǎo)，以上海市虹口區(qū)餐飲企業(yè)食品安全政府監(jiān)管為切入點(diǎn)，通過(guò)學(xué)習(xí)借鑒日本、香港等發(fā)達(dá)國(guó)家和地區(qū)食品安全監(jiān)管的先進(jìn)經(jīng)驗(yàn)，分析了虹口區(qū)餐飲企業(yè)食品安全監(jiān)管工作中存在的問(wèn)題和缺陷，并提出相應(yīng)的對(duì)策和設(shè)想。 本文共分為五章，第一章為導(dǎo)論，介紹了選題的背景和意義，以及國(guó)內(nèi)外關(guān)于食品安全監(jiān)管的研究現(xiàn)狀，本文的研究思路和方法；第二章對(duì)文中涉及的“政府職能”、“食品安全監(jiān)管”等重要概念進(jìn)行了界定，并闡述了政府履行食品安全監(jiān)管服務(wù)職能的理論依據(jù)；第三章評(píng)析了虹口區(qū)餐飲企業(yè)政府食品安全監(jiān)管的現(xiàn)狀以及存在的缺陷；第四章分別剖析了日本和香港在食品安全監(jiān)管方面的突出特點(diǎn)和有益經(jīng)驗(yàn)，并歸納出五點(diǎn)對(duì)我國(guó)的啟示以及現(xiàn)實(shí)參考意義；第五章?lián)八�，，從體制機(jī)制、法律法規(guī)、監(jiān)督管理、服務(wù)創(chuàng)新等方面提出改進(jìn)虹口區(qū)餐飲企業(yè)政府食品安全監(jiān)管的對(duì)策和建議，最后結(jié)語(yǔ)部分對(duì)全文進(jìn)行概括總結(jié)。
[Abstract]:Food safety is a major event related to the national economy and people's livelihood. It has a direct impact on the health of the people, economic development, indirectly related to people's happiness, social stability, the government's public trust, and food safety is also an important public product. The provision of safe food is widely regarded as one of the important functions of the government. However, the outbreak of food safety events in China in recent years is shocking, and the overall food safety situation is quite severe. In reality, the foundation of our food safety supervision system is weak, and the level of theoretical research is relatively backward. The effectiveness of food safety supervision is unsatisfactory, and many aspects need to be improved. As the end link of food consumption, catering industry is an important link in food production chain. Because food has the characteristics of risk accumulation, food safety supervision of catering enterprises should focus on catering enterprises, but not limited to catering enterprises. Food safety of catering enterprises should be taken into consideration as a whole. Based on the discussion of government food safety supervision, under the background of promoting service-oriented government construction in China, this paper grasps the opportunity of reform and is guided by seamless government theory, governance theory and so on. Taking the food safety supervision of food and beverage enterprises in Hongkou District of Shanghai as a starting point and learning from the advanced experience of food safety supervision in developed countries and regions such as Japan and Hong Kong, The problems and defects in food safety supervision of catering enterprises in Hongkou district were analyzed, and the corresponding countermeasures and assumptions were put forward. This paper is divided into five chapters, the first chapter is the introduction, introduced the background and significance of the topic, as well as the domestic and foreign research on food safety supervision, research ideas and methods of this paper; The second chapter defines the important concepts of "government function" and "food safety supervision", and expounds the theoretical basis for the government to perform the function of food safety supervision and service. The third chapter analyzes the current situation and defects of food safety supervision in Hongkou district. The fourth chapter analyzes the prominent characteristics and beneficial experience of Japan and Hong Kong in the aspect of food safety supervision, and concludes five points of enlightenment and practical reference significance to our country. The fifth chapter, according to the previous mentioned, from the system mechanism, laws and regulations, supervision and management, service innovation and other aspects to improve the government food safety management in Hongkou District food safety countermeasures and suggestions, the last part of the conclusion summarized the full text.
