中國(guó)小衛(wèi)星工程管理要點(diǎn)研究

【摘要】:衛(wèi)星工程管理指為實(shí)現(xiàn)預(yù)期的目標(biāo),有效利用資源,對(duì)衛(wèi)星工程所進(jìn)行的決策、計(jì)劃、組織、指揮、協(xié)調(diào)和控制。由于衛(wèi)星工程的特殊性和復(fù)雜性,一般的管理理論和管理方法不可直接運(yùn)用于衛(wèi)星工程管理,必須結(jié)合衛(wèi)星工程特性,綜合運(yùn)用系統(tǒng)工程、項(xiàng)目管理等先進(jìn)的管理理論和管理方法。小衛(wèi)星相對(duì)于其他衛(wèi)星具有功能集成度更高,研制周期更短,研制流程更靈活的特點(diǎn)。尤其是近年來(lái)小衛(wèi)星的高速發(fā)展對(duì)衛(wèi)星工程管理提出了新的要求。因此需要針對(duì)小衛(wèi)星特點(diǎn),對(duì)工程管理理論進(jìn)行研究、創(chuàng)新,吸收國(guó)外航天工程項(xiàng)目管理先進(jìn)經(jīng)驗(yàn),提出滿足小衛(wèi)星需求的衛(wèi)星工程管理優(yōu)化方案。 本文將系統(tǒng)工程與項(xiàng)目管理結(jié)合,以系統(tǒng)工程的理論和方法為指導(dǎo),研究小衛(wèi)星工程管理中與系統(tǒng)工程關(guān)系緊密的重點(diǎn)內(nèi)容,包括工作分解結(jié)構(gòu)、技術(shù)狀態(tài)管理和風(fēng)險(xiǎn)管理。并與NASA航天工程項(xiàng)目管理相關(guān)內(nèi)容進(jìn)行比較研究,識(shí)別出小衛(wèi)星工程管理中的兩個(gè)問(wèn)題。一是缺少統(tǒng)一的工作分解結(jié)構(gòu)編碼管理信息平臺(tái);二是復(fù)雜決策缺乏足夠風(fēng)險(xiǎn)數(shù)據(jù)的支持。針對(duì)上述問(wèn)題,本文首先根據(jù)中國(guó)小衛(wèi)星工程管理特點(diǎn),對(duì)小衛(wèi)星現(xiàn)行WBS編碼標(biāo)準(zhǔn)進(jìn)行分析研究,設(shè)計(jì)了一套適合小衛(wèi)星的WBS編碼管理信息系統(tǒng)。其次針對(duì)復(fù)雜決策缺乏風(fēng)險(xiǎn)數(shù)據(jù)支持的問(wèn)題,引入基于風(fēng)險(xiǎn)信息的決策方法,提出了基于風(fēng)險(xiǎn)信息決策的風(fēng)險(xiǎn)管理流程優(yōu)化方案。最后使用基于風(fēng)險(xiǎn)信息的決策方法對(duì)小衛(wèi)星工程管理的一個(gè)實(shí)例進(jìn)行分析。
[Abstract]:Satellite engineering management refers to the decision-making, planning, organization, command, coordination and control of satellite engineering in order to achieve the desired goal and utilize resources effectively. Because of the particularity and complexity of satellite engineering, general management theory and management method can not be directly applied to satellite engineering management. Advanced management theories and methods such as project management. Compared with other satellites, small satellites have the characteristics of higher functional integration, shorter development period and more flexible development process. In particular, the rapid development of small satellites in recent years has put forward new requirements for satellite engineering management. Therefore, it is necessary to study and innovate the theory of engineering management according to the characteristics of small satellites, absorb the advanced experience of foreign space engineering project management, and put forward the optimization scheme of satellite engineering management to meet the needs of small satellites. Based on the theory and method of system engineering, this paper combines system engineering with project management, and studies the key contents which are closely related to system engineering in small satellite engineering management, including work breakdown structure, technical condition management and risk management. Two problems in small satellite engineering management are identified by comparing with the related contents of NASA space engineering project management. One is the lack of a unified work breakdown structure coding management information platform, the other is the lack of sufficient risk data to support complex decision making. In order to solve the above problems, according to the characteristics of small satellite engineering management in China, this paper first analyzes and studies the current WBS coding standards of small satellites, and designs a set of WBS coding management information system suitable for small satellites. Secondly, aiming at the lack of risk data support in complex decision making, this paper introduces the decision method based on risk information, and puts forward a risk management process optimization scheme based on risk information decision. Finally, an example of small satellite project management is analyzed by using risk information based decision-making method.
