【摘要】：經(jīng)過30多年的發(fā)展，加工貿(mào)易已成為中國對外貿(mào)易中的重要一環(huán)，對國家乃至地區(qū)經(jīng)濟(jì)發(fā)展的重要性自不待言。政策性較強(qiáng)的加工貿(mào)易業(yè)務(wù)不可避免會受到國際國內(nèi)貿(mào)易政策等內(nèi)外部因素的影響，國內(nèi)企業(yè)，尤其是外資型加工貿(mào)易企業(yè)，在方興未艾的轉(zhuǎn)型升級政策下如何應(yīng)對從而保生存求發(fā)展，是一個迫切需要解析的命題。 國家加工貿(mào)易轉(zhuǎn)型升級政策的制定與實(shí)施，以及政策的相應(yīng)調(diào)整，其最終目的雖然都是為確保加工貿(mào)易的健康和順利發(fā)展，但對于作為加工貿(mào)易主體的加工貿(mào)易企業(yè)而言，尤其是重商輕政的外商投資企業(yè)，政策帶給它們的影響不言而喻。加之當(dāng)今國際形勢詭譎、世界局勢瞬息萬變，中國作為全球村的一員，較難獨(dú)善其身。企業(yè)在這種情勢下的應(yīng)對，尤其是外企的應(yīng)對，更為關(guān)鍵。企業(yè)應(yīng)當(dāng)在認(rèn)真研究和遵循政策的同時，及時調(diào)整企業(yè)的發(fā)展方向，以主動出擊和積極應(yīng)變來跟上形勢和政策的要求。企業(yè)的求生存與求發(fā)展，切忌保守、僵化或一成不變，但缺乏長遠(yuǎn)考量或倉促應(yīng)對也會后患無窮。對企業(yè)來講，所謂的轉(zhuǎn)型升級，不僅意味著積極應(yīng)對、主動變革，更要求企業(yè)在變革之前總結(jié)經(jīng)驗(yàn)教訓(xùn)做好功課練好內(nèi)功、選擇最適合企業(yè)自身發(fā)展的具有前瞻性和戰(zhàn)略性的方式及策略，還要做足保障措施。同時，在發(fā)展過程中也要適時兼顧國家、地區(qū)和企業(yè)的利益，實(shí)現(xiàn)數(shù)方共贏，如此，才是明智的應(yīng)對之策。 本文從加工貿(mào)易的理論層面入手，聯(lián)系國際國內(nèi)現(xiàn)狀，分析了與加工貿(mào)易有關(guān)的主要政策背景和目的以及企業(yè)轉(zhuǎn)型升級的必要性。在內(nèi)外環(huán)境嚴(yán)峻、政策貌似放松實(shí)則收緊的形勢下，，受政策影響的企業(yè)如何應(yīng)對至關(guān)重要，此舉不僅事關(guān)企業(yè)生存，更直接影響到企業(yè)未來的發(fā)展之路。并以從事加工貿(mào)易業(yè)務(wù)的外企S公司發(fā)展歷程、中長期戰(zhàn)略的實(shí)施、微笑曲線的遵循為基線，通過S公司戰(zhàn)略性應(yīng)對策略助其成功發(fā)展的實(shí)例闡明“微笑曲線”理論對企業(yè)布局與發(fā)展至關(guān)重要，在新形勢新環(huán)境新政策下主動出擊、及時應(yīng)對，才能確保企業(yè)在任何情況下都能立于不敗之地。在形勢不明、前途未卜之時，揚(yáng)長避短，努力擺脫或遠(yuǎn)離“哭泣曲線”，遵循“微笑曲線”發(fā)展，該轉(zhuǎn)型時轉(zhuǎn)型，該升級時升級，掌握主動、積極應(yīng)變，是唯一的出路。外企則更應(yīng)從一開始就努力做穩(wěn)做大做強(qiáng)，用業(yè)績和回報來影響和說服總部投資者以獲得更多更實(shí)質(zhì)性的支持，如此才能在任何時候都有底氣有實(shí)力應(yīng)對。而企業(yè)做穩(wěn)做大做強(qiáng)的前提之一便是研究和善用政策影響、掌握先機(jī)并主動應(yīng)對。 最后，以有關(guān)上海自由貿(mào)易區(qū)的新政可能會給國家、地區(qū)、企業(yè)帶來的優(yōu)惠便利、創(chuàng)新模式、甚至沖擊，吁請并建議企業(yè)，尤其是外資企業(yè)切勿觀望，要勇于挑戰(zhàn)把握機(jī)遇，了解、研究甚而預(yù)見政策可能帶來的影響，積極和主動應(yīng)對，迎接即將到來的發(fā)展良機(jī)。
[Abstract]:After more than 30 years of development, processing trade has become an important part of China's foreign trade. Processing trade business with strong policy will inevitably be influenced by internal and external factors such as international and domestic trade policies. Domestic enterprises, especially foreign-funded processing trade enterprises, It is an urgent proposition that how to deal with the problem of survival and development under the rising policy of transformation and upgrading. The formulation and implementation of the national processing trade transformation and upgrading policy, as well as the corresponding adjustment of the policy, are all aimed at ensuring the healthy and smooth development of the processing trade, but for the processing trade enterprises as the main body of the processing trade, the final purpose is to ensure the healthy and smooth development of the processing trade. In particular, foreign-invested enterprises that emphasize business over government, the impact of the policy on them is self-evident. In addition, the current international situation is treacherous, the world situation changes rapidly, China, as a member of the global village, is more difficult to escape. The response of enterprises in this situation, especially the response of foreign enterprises, is more critical. The enterprise should study and follow the policy seriously, adjust the development direction of the enterprise in time, and keep up with the requirements of the situation and policy by taking the initiative and responding to the situation. The survival and development of enterprises must not be conservative, rigid or static, but lack of long-term consideration or hasty response will be endless trouble. For enterprises, the so-called transformation and upgrading not only means actively coping with and taking the initiative to change, but also requires enterprises to sum up their experiences and lessons before the changes and do their homework well. Choose the most suitable for the enterprise's own development of a forward-looking and strategic approach and strategy, but also to do adequate protection measures. At the same time, in the process of development, we should give consideration to the interests of the country, region and enterprises, and realize the win-win situation. Starting from the theoretical level of processing trade, this paper analyzes the main policy background and purpose related to processing trade and the necessity of enterprise transformation and upgrading. Under the situation that the internal and external environment is severe and the policy seems to be loosening, it is very important for the enterprises affected by the policy to deal with the situation. This is not only related to the survival of the enterprises, but also directly affects the way of the future development of the enterprises. And taking the development course, the implementation of medium and long term strategy, and the following of smile curve as the baseline of S Company, a foreign company engaged in processing trade business, Through the example of S Company's strategic coping strategy to help its successful development, the paper illustrates that the theory of "smile curve" is very important to the layout and development of the enterprise, and takes the initiative to attack under the new situation, new environment and new policy, and responds to it in a timely manner. In order to ensure that the enterprise under any circumstances can be an invincible position. When the situation is uncertain and the future is uncertain, it is the only way to get rid of the "crying curve" and follow the "smile curve". Foreign companies should strive from the start to be bigger and stronger, to influence and persuade headquarters investors to gain more and more substantial support with results and returns, so that they can have the strength to deal with it at all times. One of the prerequisites of firm becoming bigger and stronger is to study and make good use of the policy influence, grasp the first opportunity and take the initiative to deal with it. Finally, according to the new policies on Shanghai Free Trade area that may bring preferential facilities, innovative models, and even shocks to countries, regions, and enterprises, we urge and advise enterprises, especially foreign-funded enterprises, not to wait and see, and to dare to challenge and seize opportunities. Understand, study and even anticipate the potential impact of policy, actively and proactively respond to the coming development opportunities.
