【摘要】：“中國(guó)瓷都”潮州為全國(guó)最大的日用陶瓷、藝術(shù)陶瓷生產(chǎn)基地，陶瓷產(chǎn)業(yè)是潮州經(jīng)濟(jì)社會(huì)賴以發(fā)展的重要支柱產(chǎn)業(yè)。伴隨著近年來迅速發(fā)展，潮州陶瓷產(chǎn)業(yè)布局不合理的深層次問題日益凸顯。本文以潮州陶瓷產(chǎn)業(yè)為案例，從公共組織戰(zhàn)略管理的視角，緊緊圍繞政府在陶瓷產(chǎn)業(yè)布局調(diào)整中的角色這一主題，介紹了產(chǎn)業(yè)布局、政府角色的基本理論，以及國(guó)內(nèi)外陶瓷產(chǎn)業(yè)布局變遷趨勢(shì)，并運(yùn)用公共管理學(xué)、區(qū)域經(jīng)濟(jì)學(xué)、產(chǎn)業(yè)經(jīng)濟(jì)學(xué)和國(guó)民經(jīng)濟(jì)學(xué)的相關(guān)理論對(duì)地方政府在陶瓷產(chǎn)業(yè)布局發(fā)展過程中的角色進(jìn)行討論，對(duì)政府角色“缺位”的一些問題進(jìn)行分析，著重圍繞地方政府如何發(fā)揮主導(dǎo)潮州陶瓷產(chǎn)業(yè)布局調(diào)整這一角色提出相應(yīng)的對(duì)策建議：研究制訂潮州陶瓷產(chǎn)業(yè)布局調(diào)整戰(zhàn)略規(guī)劃，對(duì)潮州陶瓷產(chǎn)業(yè)發(fā)展目標(biāo)和空間布局進(jìn)行科學(xué)定位；規(guī)劃建設(shè)潮州陶瓷產(chǎn)業(yè)轉(zhuǎn)移園區(qū)，形成新興發(fā)展“點(diǎn)”；強(qiáng)化地方政府主導(dǎo)潮州陶瓷產(chǎn)業(yè)布局調(diào)整的制度設(shè)計(jì)和政策保障，實(shí)現(xiàn)潮陶瓷產(chǎn)業(yè)布局調(diào)整過程政府主導(dǎo)與企業(yè)主體的良性互動(dòng)；提供有利于促進(jìn)潮州陶瓷產(chǎn)業(yè)布局調(diào)整的公共產(chǎn)品，，著力為潮州陶瓷產(chǎn)業(yè)布局調(diào)整提供基礎(chǔ)設(shè)施支撐、相關(guān)產(chǎn)業(yè)配套和良好的行政服務(wù)環(huán)境。
[Abstract]:Chaozhou, China's porcelain capital, is the largest production base of domestic ceramics and art ceramics in China. Ceramic industry is an important pillar industry for Chaozhou's economic and social development. With the rapid development in recent years, the deep-level problem of the unreasonable layout of Chaozhou ceramics industry has become increasingly prominent. Taking Chaozhou ceramic industry as an example, from the perspective of strategic management of public organizations, this paper introduces the basic theory of industry layout and government role, focusing on the theme of government's role in the adjustment of ceramic industry layout. And domestic and foreign ceramic industry layout changes, and the use of public management, regional economics, industrial economics and national economics related theories to discuss the role of local governments in the development of ceramic industry layout. This paper analyzes some problems of the "absence" of the government's role, and puts forward corresponding countermeasures and suggestions on how to exert the leading role of the local government in the adjustment of the layout of the Chaozhou ceramics industry: to study and formulate the strategic plan for the adjustment of the layout of the Chaozhou ceramics industry, The development goal and spatial layout of Chaozhou ceramics industry are scientifically positioned. Planning and construction of Chaozhou Ceramic Industry transfer Park to form a new development "point"; Strengthen the system design and policy guarantee of the local government leading the layout adjustment of Chaozhou ceramics industry, realize the positive interaction between the government leading and the enterprise main body in the adjustment process of the Chaozhou ceramic industry layout; To provide public goods that can promote the layout adjustment of Chaozhou ceramics industry, and to provide infrastructure support, supporting related industries and a good administrative service environment for the adjustment of Chaozhou ceramics industry layout.
