我國分布式電源商業(yè)化投資機制及效益分析模型研究

【摘要】:受低碳經(jīng)濟的外部環(huán)境影響,以及節(jié)能減排的內(nèi)在壓力下,發(fā)展低碳電力、改善能源供應(yīng)模式、尋求可持續(xù)能源發(fā)展之路已成為世界上多數(shù)國家和地區(qū)的重要能源發(fā)展戰(zhàn)略。我國“十二五”規(guī)劃也強調(diào)了低碳發(fā)展理念,并提出了構(gòu)建現(xiàn)代能源產(chǎn)業(yè)體系。隨著各類低碳政策的推廣和實施,以及終端用戶對能源需求靈活性要求的增強,靈活高效、經(jīng)濟環(huán)保的分布式電源吸引了越來越多的投資者。因此,完善分布式電源投資機制,系統(tǒng)化分析分布式電源投資的技術(shù)經(jīng)濟效果及投資前景,提出改善分布式電源投資效益的保障體系等工作亟需開展進一步研究。 論文圍繞著分布式電源項目投資問題,首先,簡要介紹了分布式電源的基本概念,分析了我國分布式電源發(fā)展現(xiàn)狀,總結(jié)了我國發(fā)展分布式電源的相關(guān)政策法規(guī)。其次,根據(jù)所制定的分布式電源投資模式設(shè)計原則,提出分布式電源投資模式,包括分布式電源投建模式和運維模式,并提出分布式電源商業(yè)化投資實現(xiàn)路徑。然后,從項目投資角度建立了分布式電源項目投資效益分析模型,從綜合評價角度構(gòu)建了分布式電源綜合效益評價指標體系及相應(yīng)的評價模型,從利益相關(guān)者角度建立了分布式電源參與主體效益分析模型,實現(xiàn)了分布式電源項目從初選到優(yōu)選決策,再到效益的系統(tǒng)化分析,并通過算例論證,得出分布式電源項目是一項多方共贏的工程。最后,結(jié)合課題研究,系統(tǒng)地提出分布式電源商業(yè)化投資風險機制及相關(guān)保障機制建議。以期本文研究能夠為分布式電源商業(yè)化投資提供有價值的理論參考。
[Abstract]:Under the influence of the external environment of low carbon economy and the inherent pressure of energy saving and emission reduction, developing low carbon power, improving the mode of energy supply and seeking the way of sustainable energy development have become the important energy development strategies of most countries and regions in the world. The 12th five-year Plan also emphasizes the concept of low-carbon development and puts forward the construction of modern energy industry system. With the promotion and implementation of various low-carbon policies, as well as the increased demand for flexibility in energy demand by end-users, distributed power generation, which is flexible, efficient, economical and environmentally friendly, attracts more and more investors. Therefore, it is necessary to improve the investment mechanism of distributed power supply, systematically analyze the technical and economic effect and investment prospect of the investment of distributed power generation, and put forward the guarantee system to improve the investment benefit of distributed power generation. Firstly, this paper introduces the basic concept of distributed power generation, analyzes the present situation of distributed power generation in China, and summarizes the policies and regulations related to the development of distributed power generation in China. Secondly, according to the design principle of distributed power investment model, the paper puts forward the investment mode of distributed power supply, including the construction mode and operation mode of distributed power supply, and puts forward the realization path of commercialized investment of distributed power generation. Then, from the point of view of project investment, the investment benefit analysis model of distributed power project is established, and the evaluation index system of comprehensive benefit of distributed power supply and the corresponding evaluation model are constructed from the angle of comprehensive evaluation. The benefit analysis model of the main body involved in the distributed power generation is established from the angle of the stakeholders, which realizes the systematic analysis of the distributed power generation project from the primary election to the optimal decision, and then to the benefit. It is concluded that the distributed power generation project is a win-win project. Finally, based on the research, the paper systematically puts forward the investment risk mechanism and related safeguard mechanism of distributed power generation commercialization. The purpose of this paper is to provide a valuable theoretical reference for the commercialized investment of distributed power generation.
