【摘要】：隨著經(jīng)濟(jì)的快速發(fā)展，人們的用電需求也日益增長，電力企業(yè)為了提高用工效率和經(jīng)濟(jì)效率，逐漸建立起最佳的生產(chǎn)、技術(shù)和管理規(guī)則，對計劃進(jìn)行組織、協(xié)調(diào)、控制，，并對人員、經(jīng)費(fèi)及設(shè)施等進(jìn)行管理，即標(biāo)準(zhǔn)化管理。 工程建設(shè)標(biāo)準(zhǔn)化管理是全面推廣電力行業(yè)標(biāo)準(zhǔn)化管理，提高工程質(zhì)量和強(qiáng)化工程管理能力的必由之路。配電網(wǎng)工程建設(shè)標(biāo)準(zhǔn)化管理則是電網(wǎng)改造、滿足不斷增長的負(fù)荷需求的關(guān)鍵措施。建立合理科學(xué)的配電網(wǎng)工程建設(shè)標(biāo)準(zhǔn)化管理體系，對提高施工效率，完善管理模式和推動企業(yè)技術(shù)進(jìn)步有著重要的意義。 本文首先對一般意義上的標(biāo)準(zhǔn)化管理概念進(jìn)行了分析論述，然后根據(jù)電力行業(yè)的特征對應(yīng)用于電力企業(yè)的標(biāo)準(zhǔn)化管理及近幾年的發(fā)展情況作了總結(jié)。由于目前配電網(wǎng)發(fā)展與輸電網(wǎng)發(fā)展存在速度規(guī)模不匹配、配電網(wǎng)基建工程又具有影響因素多、質(zhì)量隱蔽性高等特點(diǎn)，更加說明了配網(wǎng)基建工程標(biāo)準(zhǔn)化管理的必要性。本文按照工程項(xiàng)目管理事前控制、事中控制和事后控制的原則，分別對配網(wǎng)基建工程施工準(zhǔn)備階段、施工過程及竣工驗(yàn)收階段的管理提出了標(biāo)準(zhǔn)化要求，從而形成了一套標(biāo)準(zhǔn)化管理體系。 本文對配網(wǎng)基建工程標(biāo)準(zhǔn)化管理以農(nóng)網(wǎng)10kV變壓器臺架施工安裝的標(biāo)準(zhǔn)化作業(yè)為例，通過對10kV變壓器臺架施工安裝過程的全程規(guī)范管理，驗(yàn)證了配網(wǎng)基建工程標(biāo)準(zhǔn)化施工工藝的有效性和可操作性，并對同電壓等級的其他變臺安裝具有參考意義。
[Abstract]:With the rapid development of economy, people's demand for electricity is also increasing day by day. In order to improve the efficiency of employment and economic efficiency, electric power enterprises gradually establish the best production, technology and management rules, organize, coordinate and control the plan. And personnel, funds and facilities for management, that is, standardized management. The standardization management of engineering construction is the only way to popularize the standardization management of electric power industry, improve the engineering quality and strengthen the engineering management ability. The standardization management of distribution network construction is the key measure to meet the increasing load demand. The establishment of a reasonable and scientific standardized management system for distribution network construction is of great significance to improve the construction efficiency, perfect the management model and promote the technological progress of enterprises. In this paper, the concept of standardized management in general sense is analyzed and discussed, and then, according to the characteristics of electric power industry, the application of standardized management in electric power enterprises and its development in recent years are summarized. Due to the mismatch between distribution network development and transmission network development at present, distribution network infrastructure engineering has many influencing factors and high concealment quality, which further explains the necessity of standardization management of distribution network infrastructure engineering. According to the principles of pre-control, in-control and post-control of project management, this paper puts forward the standardization requirements for the management of construction preparation, construction process and completion acceptance stage of distribution network capital construction project, respectively. Thus formed a set of standardized management system. In this paper, the standardization management of distribution network capital construction project takes the standardized operation of 10kV transformer bench construction installation of agricultural power network as an example, through the whole process of standard management of 10kV transformer bench construction installation process, The validity and maneuverability of standardized construction technology of distribution network infrastructure project are verified, and it is of reference significance for other transformer platform installation with the same voltage grade.
