新建HQ鋼鐵公司組織設(shè)計(jì)項(xiàng)目化管理研究

【摘要】:新建HQ鋼鐵公司由SG總公司與安徽省六安市合作建設(shè),目前處于工程建設(shè)階段,到2013年初將進(jìn)入投產(chǎn)達(dá)產(chǎn)階段。為確保順利建成投產(chǎn),實(shí)現(xiàn)企業(yè)戰(zhàn)略目標(biāo),必須從分析生產(chǎn)工藝流程和業(yè)務(wù)流程入手,以自動化、信息化技術(shù)作為管理支撐,適時(shí)進(jìn)行組織設(shè)計(jì)。通過組織設(shè)計(jì)研究可以在支撐企業(yè)戰(zhàn)略目標(biāo)的實(shí)現(xiàn),確定企業(yè)職能定位,配置企業(yè)各類資源,選擇最佳的組織結(jié)構(gòu)模式,合理劃分部門職權(quán)等方面為企業(yè)高效運(yùn)營奠定基礎(chǔ)。本文以項(xiàng)目管理理論和組織理論為指導(dǎo),以HQ鋼鐵公司組織設(shè)計(jì)作為管理對象,研究制定HQ鋼鐵公司組織設(shè)計(jì)的原則。按照組織設(shè)計(jì)項(xiàng)目化管理的要求,研究制定、HQ鋼鐵公司組織設(shè)計(jì)項(xiàng)目化管理方案。在組織設(shè)計(jì)項(xiàng)目的全過程中運(yùn)用項(xiàng)目管理的技術(shù)對項(xiàng)目風(fēng)險(xiǎn)進(jìn)行分析,對組織設(shè)計(jì)項(xiàng)目的目標(biāo)、階段和進(jìn)度作了安排,并用網(wǎng)絡(luò)計(jì)劃圖對實(shí)施流程進(jìn)行了描述,同時(shí)對項(xiàng)目的實(shí)施進(jìn)行進(jìn)度控制,以確保項(xiàng)目按照計(jì)劃順利推進(jìn)。研究制定方案實(shí)施的具體步驟。包括研究HQ鋼鐵公司組織設(shè)計(jì)項(xiàng)目的管理模式、研究HQ鋼鐵公司組織設(shè)計(jì)項(xiàng)目的組織架構(gòu)、研究HQ鋼鐵公司組織設(shè)計(jì)項(xiàng)目的工作考核。通過研究得到以下結(jié)論:第一,在企業(yè)內(nèi)部的組織結(jié)構(gòu)建設(shè)中引入先進(jìn)的現(xiàn)代組織結(jié)構(gòu)理念,建立一個(gè)適合自身特色的組織結(jié)構(gòu),可以更好地支持企業(yè)戰(zhàn)略目標(biāo)的實(shí)現(xiàn)。第二,運(yùn)用項(xiàng)目管理成熟的理論體系,可以更好地實(shí)施過程控制,保證各項(xiàng)經(jīng)營活動取得良好的效果。第三,企業(yè)人力資源管理中和項(xiàng)目管理互相結(jié)合、互相借鑒,可以發(fā)揮最大的整體優(yōu)勢。本文結(jié)合HQ鋼鐵公司實(shí)際情況,運(yùn)用項(xiàng)目管理的方法進(jìn)行企業(yè)的組織設(shè)計(jì)研究,豐富了人力資源管理方法,具有一定創(chuàng)新性。也為其它企業(yè)組織設(shè)計(jì)提供了參考。
[Abstract]:New HQ Iron & Steel Company is built by SG Corporation in cooperation with Lu'an City in Anhui Province. It is currently in the stage of project construction and will enter the stage of production and production by the beginning of 2013. In order to ensure the smooth construction and production and realize the strategic goal of the enterprise, we must start with the analysis of the production process and business process, take automation and information technology as the management support, and carry out the organization design in good time. The research of organizational design can lay the foundation for the efficient operation of enterprises in the aspects of supporting the realization of the strategic objectives of enterprises, determining the functional orientation of enterprises, allocating all kinds of resources, selecting the best organizational structure model, and rationally dividing the functions and powers of departments. Under the guidance of project management theory and organization theory, this paper takes the organizational design of HQ Iron and Steel Company as the management object, and studies and formulates the principles of organizational design of HQ Iron and Steel Company. According to the requirements of organizational design project management, the project management scheme of HQ iron and steel company is studied. In the whole process of organizational design project, the project risk is analyzed by project management technology, the objectives, stages and schedule of organizational design project are arranged, and the implementation flow is described by network plan diagram. At the same time, the implementation of the project progress control to ensure the smooth progress of the project as planned. To work out the concrete steps for the implementation of the program. It includes studying the management mode of HQ iron and steel company's organizational design project, studying the organizational structure of HQ steel company's organizational design project, and studying the work evaluation of HQ iron and steel company's organizational design project. The main conclusions are as follows: first, introducing the advanced modern organizational structure concept into the internal organizational structure construction and establishing an organizational structure suitable for its own characteristics can better support the realization of the strategic objectives of the enterprise. Secondly, using the mature theory system of project management, we can implement process control better and ensure the good effect of various management activities. Third, the enterprise human resources management and project management are combined, learn from each other, can give full play to the overall advantage. Combining with the actual situation of HQ Iron and Steel Company, this paper uses the method of project management to study the organization design of the enterprise, which enriches the method of human resource management and has certain innovation. It also provides reference for other enterprise organization design.
