【摘要】：21世紀(jì)以來(lái)，我國(guó)光伏產(chǎn)業(yè)保持持續(xù)快速的增長(zhǎng)，國(guó)際競(jìng)爭(zhēng)力不斷提升，國(guó)際市場(chǎng)占有率不斷提高，出口總量和出口范圍不斷擴(kuò)大。伴隨著我國(guó)光伏行業(yè)的不斷崛起，與歐美等國(guó)的競(jìng)爭(zhēng)不斷加強(qiáng)，相互之間的利益沖突也不斷加大。在后經(jīng)濟(jì)危機(jī)的今天，貿(mào)易保護(hù)主義盛行，與歐美光伏產(chǎn)業(yè)的激烈碰撞使得我國(guó)陸續(xù)遭受來(lái)自美國(guó)、歐盟等國(guó)的光伏產(chǎn)品反傾銷(xiāo)調(diào)查，涉案金額共高達(dá)300多億美元，歐美等國(guó)企圖通過(guò)反傾銷(xiāo)手段來(lái)壓制我國(guó)光伏行業(yè)發(fā)展，為本國(guó)的光伏產(chǎn)業(yè)贏得發(fā)展時(shí)機(jī)。 本文通過(guò)對(duì)我國(guó)光伏企業(yè)遭受的反傾銷(xiāo)調(diào)查進(jìn)行全方位的論述，意在深入分析歐美對(duì)華反傾銷(xiāo)的現(xiàn)狀，探討我國(guó)光伏產(chǎn)業(yè)遭遇反傾銷(xiāo)的原因，研究歐美對(duì)華反傾銷(xiāo)對(duì)我國(guó)的影響，并以此為基礎(chǔ)，，提出我國(guó)未來(lái)發(fā)展光伏產(chǎn)業(yè)的對(duì)策和建議。文章首先從我國(guó)光伏產(chǎn)業(yè)出口現(xiàn)狀和我國(guó)光伏產(chǎn)業(yè)遭受反傾銷(xiāo)現(xiàn)狀分析兩方面闡述光伏產(chǎn)業(yè)遭受反傾銷(xiāo)現(xiàn)狀。然后從內(nèi)因和外因兩個(gè)方面分別分析我國(guó)光伏產(chǎn)業(yè)遭受反傾銷(xiāo)的原因。其次從貿(mào)易效應(yīng)和非貿(mào)易效應(yīng)兩個(gè)角度探討我國(guó)光伏產(chǎn)業(yè)遭受反傾銷(xiāo)的效應(yīng)分析。主要分析貿(mào)易調(diào)查效應(yīng)、貿(mào)易限制效應(yīng)、貿(mào)易轉(zhuǎn)移效應(yīng)等貿(mào)易效應(yīng)以及價(jià)格效應(yīng)、投資轉(zhuǎn)移效應(yīng)等非貿(mào)易效應(yīng)。最后從政府、行業(yè)協(xié)會(huì)和企業(yè)三個(gè)層面來(lái)探討我國(guó)光伏行業(yè)遭受反傾銷(xiāo)調(diào)查的應(yīng)對(duì)措施。
[Abstract]:Since the 21st century, China's photovoltaic industry has maintained a sustained and rapid growth, the international competitiveness has been improved, the international market share has been increasing, the total export volume and the scope of export have been expanding. With the rising of photovoltaic industry in China, the competition with Europe and America has been strengthened, and the conflicts of interest between them are also increasing. Today, with the post-economic crisis, trade protectionism is prevailing, and the fierce collision with the photovoltaic industry in Europe and the United States has caused our country to suffer from anti-dumping investigations of photovoltaic products from the United States, the European Union and other countries one after another, involving a total amount of more than 30 billion US dollars. European and American countries try to suppress the development of photovoltaic industry through anti-dumping measures, and win the opportunity for the development of photovoltaic industry. In this paper, the author discusses the antidumping investigation of photovoltaic enterprises in China in an all-round way, in order to analyze the current situation of European and American antidumping against China, and to probe into the reasons why China's photovoltaic industry has been subjected to antidumping. This paper studies the impact of European and American antidumping on China, and puts forward the countermeasures and suggestions for the future development of photovoltaic industry in China. This paper first expounds the current situation of photovoltaic industry from two aspects: the current situation of photovoltaic industry export in China and the current situation of antidumping of photovoltaic industry in China. Then it analyzes the causes of antidumping of photovoltaic industry in China from two aspects of internal and external causes. Secondly, from the perspective of trade effect and non-trade effect, this paper discusses the antidumping effect of photovoltaic industry in China. This paper mainly analyzes the effects of trade investigation, trade restriction, trade transfer and non-trade effects, such as price effect, investment transfer effect and so on. Finally, from the government, the industry association and the enterprise three levels to discuss our country photovoltaic industry to suffer the antidumping investigation countermeasure.
