【摘要】："生產(chǎn)經(jīng)營(yíng)者是食品安全第一責(zé)任人"原則目前已是世界各國(guó)公認(rèn)的食品安全管理原則。本文闡述了"生產(chǎn)經(jīng)營(yíng)者是食品安全第一責(zé)任人"原則的內(nèi)涵,分析了由生產(chǎn)經(jīng)營(yíng)者承擔(dān)第一責(zé)任的原因,介紹了該原則在國(guó)內(nèi)外的確立歷程,并明確提出了該原則對(duì)我國(guó)食品安全管理的更高要求。
[Abstract]:The principle of "production and operator is the first responsible person for food safety" has been recognized as the principle of food safety management all over the world. This paper expounds the connotation of the principle that "the producer is the first person responsible for food safety", analyzes the reasons why the producer and the operator assume the first responsibility, and introduces the establishment process of the principle at home and abroad. And put forward this principle to our country food safety management higher request clearly.
