【摘要】：中國目前還沒有實(shí)行像歐美國家一樣的醫(yī)藥分家政策,所以制藥企業(yè)之間過度激烈的競爭就使得中國的制藥公司形成了數(shù)量多、規(guī)模小的特點(diǎn)。而醫(yī)院在從這些分布零散、規(guī)模龐雜的制藥企業(yè)中進(jìn)行藥品采購過程中又存在著流通環(huán)節(jié)多、交易成本高、人為干涉多、商業(yè)賄賂嚴(yán)重等諸多問題,從而使得醫(yī)院的藥品采購價(jià)格過高,進(jìn)而導(dǎo)致了目前中國一個(gè)極其嚴(yán)重的社會(huì)問題：看病難、吃藥貴。為了解決這一嚴(yán)重的問題,中國從2000年,開始在全國范圍內(nèi)開展藥品集中招標(biāo)采購(centralist tender for drug purchase,CTFDP)工作,其中,評(píng)標(biāo)是關(guān)系著藥品招標(biāo)采購工作成功與否的一個(gè)最重要的環(huán)節(jié)。所以,研究更合理的評(píng)標(biāo)方法對(duì)加強(qiáng)招標(biāo)評(píng)標(biāo)工作的科學(xué)化、透明化,防止招標(biāo)工作中的不正之風(fēng),提高招標(biāo)工作質(zhì)量,具有十分重要的意義。 本論文擬采用數(shù)學(xué)建模、系統(tǒng)分析、專家調(diào)查等方法在介紹國內(nèi)集中招投標(biāo)系統(tǒng)流程體系的基礎(chǔ)上,重點(diǎn)分析招投標(biāo)系統(tǒng)中存在的缺陷,并分別從技術(shù)層面和政策層面對(duì)醫(yī)藥招投標(biāo)模式提出理論上的建議,通過構(gòu)建藥品集中采購模式評(píng)標(biāo)模型應(yīng)用到藥品集中采購中,對(duì)專家的主觀依賴性比較大,用層次分析法進(jìn)行了權(quán)重的確定,并采用基于灰色關(guān)聯(lián)度分析的灰色綜合評(píng)價(jià)法進(jìn)行評(píng)標(biāo),以期解決集中招投標(biāo)采購系統(tǒng)可能導(dǎo)致的人為參與和醫(yī)藥腐敗等問題。
[Abstract]:China has not implemented the same policy of separation of medicines as Europe and the United States, so the excessive and fierce competition among pharmaceutical companies has made the Chinese pharmaceutical companies have the characteristics of large number and small scale. However, in the process of purchasing drugs from these scattered and complex pharmaceutical enterprises, there are many problems such as more circulation links, higher transaction costs, more artificial interference, serious commercial bribery, and so on. Therefore, the purchase price of drugs in hospitals is too high, which leads to an extremely serious social problem in China: difficult to see a doctor and expensive to take medicine. In order to solve this serious problem, China began to carry out the work of centralized bidding and purchasing (centralist tender for drug purchase CTFDP in the whole country since 2000. Among them, bid evaluation is one of the most important links related to the success of the bidding and purchasing of drugs. Therefore, it is of great significance to study more reasonable bid evaluation methods for strengthening the scientific and transparent bidding evaluation work, preventing the unhealthy trend in the bidding work and improving the quality of the bidding work. On the basis of introducing the flow system of the domestic centralized bidding system, this paper mainly analyzes the defects in the bidding system by means of mathematical modeling, system analysis, expert investigation and so on. And from the technical level and the policy level of the pharmaceutical bidding model put forward theoretical suggestions, through the construction of centralized drug procurement model evaluation model applied to centralized drug procurement, the subjective dependence on experts is relatively large. The weight is determined by analytic hierarchy process (AHP), and the grey comprehensive evaluation method based on grey relational degree analysis is used to evaluate bids in order to solve the problems of artificial participation and medical corruption caused by centralized bidding procurement system.
