電網(wǎng)建設(shè)安全評(píng)估模型及方法研究

【摘要】:隨著我國社會(huì)經(jīng)濟(jì)的快速發(fā)展,用戶對(duì)電力需求的呈現(xiàn)高速增長的趨勢(shì)。電網(wǎng)規(guī)模的更新變得越來越快,使得電網(wǎng)規(guī)劃、建設(shè)工程的迅速增加。電網(wǎng)建設(shè)項(xiàng)目的增加首先帶來的問題便是安全事故的發(fā)生會(huì)更加的頻繁。如何保證在電網(wǎng)建設(shè)施工過程中的安全性變得越來越重要。 本文在對(duì)電網(wǎng)建設(shè)安全的現(xiàn)狀進(jìn)行了詳細(xì)論述的基礎(chǔ)上,通過分析國內(nèi)外對(duì)電網(wǎng)建設(shè)安全的評(píng)估現(xiàn)狀,將電網(wǎng)建設(shè)安全評(píng)估分為電網(wǎng)規(guī)劃安全評(píng)估、電網(wǎng)設(shè)計(jì)安全評(píng)估、電網(wǎng)施工安全評(píng)估、電網(wǎng)驗(yàn)收安全評(píng)估四個(gè)方面,結(jié)合吳起縣電網(wǎng)建設(shè)項(xiàng)目,建立了電網(wǎng)建設(shè)安全評(píng)估指標(biāo)體系。該模型從四個(gè)方面反映電網(wǎng)建設(shè)的整體實(shí)施情況,比較全面、科學(xué)的反映電網(wǎng)建設(shè)安全評(píng)估問題的實(shí)質(zhì);在此基礎(chǔ)上,本文選擇用模糊層次分析法對(duì)電網(wǎng)建設(shè)安全評(píng)估指標(biāo)體系進(jìn)行評(píng)估,提出基于模糊層次分析法電網(wǎng)建設(shè)安全評(píng)估流程。模糊綜合評(píng)判法通過模糊理論替代傳統(tǒng)的確定性理論,即通過模糊隸屬度向量來取代傳統(tǒng)量化方法的確定性量化結(jié)果,增強(qiáng)了量化結(jié)果的客觀性和科學(xué)性。文章最后通過對(duì)吳起縣電網(wǎng)建設(shè)項(xiàng)目進(jìn)行安全綜合評(píng)估,驗(yàn)證本文建立的模型對(duì)于解決電網(wǎng)建設(shè)安全綜合評(píng)估問題具有一定的理論意義和實(shí)用性。
[Abstract]:With the rapid development of social economy in China, the power demand of users is increasing rapidly. The renewal of power grid scale becomes faster and faster, which makes the power network planning and construction projects increasing rapidly. The first problem brought by the increase of power grid construction projects is that the occurrence of safety accidents will be more frequent. How to ensure the safety in the construction of power grid becomes more and more important. Based on the detailed discussion of the current situation of the security of power grid construction, this paper analyzes the present situation of the security assessment of the power network construction at home and abroad, and divides the security assessment of the power network construction into the security assessment of the power network planning and the safety assessment of the power network design. In this paper, the safety evaluation index system of power grid construction is established in combination with the Wuqi county power grid construction project in the four aspects of power grid construction safety assessment and grid acceptance safety evaluation. The model reflects the overall implementation of the power grid construction from four aspects, more comprehensive, scientific reflection of the essence of the safety evaluation of power grid construction; on the basis of this, In this paper, the fuzzy analytic hierarchy process (FAHP) is used to evaluate the security evaluation index system of power grid construction, and the process of security assessment based on fuzzy AHP is proposed. The fuzzy comprehensive evaluation method replaces the traditional deterministic theory by fuzzy theory, that is, the fuzzy membership vector is used to replace the deterministic quantization result of the traditional quantization method, which enhances the objectivity and scientificalness of the quantization result. Finally, through the comprehensive evaluation of the security of Wuqi county power grid construction project, it is verified that the model established in this paper has certain theoretical significance and practicability for solving the problem of comprehensive evaluation of power grid construction safety.
