【摘要】：在經(jīng)濟(jì)快速發(fā)展的背景下,隨著天然氣管道建設(shè)不斷完工,我國(guó)的能源消費(fèi)開(kāi)始進(jìn)入了“天然氣時(shí)代”。在天然氣消費(fèi)中,天然氣的價(jià)格直接影響著天然氣消費(fèi)量和產(chǎn)業(yè)的發(fā)展。而天然氣管輸定價(jià)將會(huì)影響著天然氣的價(jià)格,所以本文從實(shí)際情況出發(fā),通過(guò)對(duì)我國(guó)天然氣管輸定價(jià)的原理和方法進(jìn)行描述,并對(duì)其在現(xiàn)階段的發(fā)展中的不合理性進(jìn)行分析,同時(shí)參考美國(guó)和西歐的天然氣管輸定價(jià)的制定方法,設(shè)計(jì)出適合我國(guó)天然氣管輸定價(jià)的方法。 論文共分為六章,每一章的基本內(nèi)容如下： 第一章是引言,是對(duì)論文的研究背景、研究目的及意義、研究方法和研究?jī)?nèi)容及技術(shù)路線、創(chuàng)新點(diǎn)進(jìn)行說(shuō)明。 第二章是文獻(xiàn)綜述,主要內(nèi)容是天然氣管輸價(jià)格制定研究和天然氣管輸區(qū)域間的利益平衡研究。 第三章是我國(guó)天然氣管輸定價(jià)的分析,包括我國(guó)天然氣管輸定價(jià)的發(fā)展歷程、現(xiàn)狀、方法及理論分析和存在的問(wèn)題。 第四章的主要內(nèi)容是對(duì)國(guó)外天然氣管道運(yùn)輸定價(jià)方法調(diào)研,并回顧了國(guó)外采取的天然氣管道運(yùn)輸定價(jià)機(jī)制的發(fā)展歷程以及具體內(nèi)容,以及對(duì)歐美天然氣管輸定價(jià)的形成機(jī)制進(jìn)行的比較分析。 第五章是研究我國(guó)天然氣管輸定價(jià)的模型設(shè)計(jì)與應(yīng)用,主要包括對(duì)本量利模型的簡(jiǎn)單介紹、天然氣管輸成本性態(tài)分析、管輸定價(jià)模型的建立和以管輸定價(jià)為基礎(chǔ)的二部制模型的應(yīng)用、基于成本性態(tài)的管輸定價(jià)模型的有效性分析。 第六章是研究結(jié)論和相關(guān)建議。 本文的主要貢獻(xiàn)有： (1)本文通過(guò)對(duì)國(guó)內(nèi)外天然氣管輸定價(jià)調(diào)查后,分析并建立以成本性態(tài)為基礎(chǔ)的天然氣管輸定價(jià)模型,并對(duì)其的建立、應(yīng)用和可行性分析進(jìn)行闡述。 (2)通過(guò)對(duì)我國(guó)電力行業(yè)的區(qū)域化經(jīng)營(yíng)研究,分析天然氣管輸區(qū)域化運(yùn)營(yíng)的利益平衡問(wèn)題,并設(shè)計(jì)出平衡區(qū)域間利益不平衡的解決方案。 (3)通過(guò)實(shí)例分析天然氣管輸區(qū)域化運(yùn)營(yíng)的利益平衡問(wèn)題,并設(shè)計(jì)出平衡區(qū)域間利益不平衡的解決方案。 當(dāng)然,論文也有不足之處,主要表現(xiàn)在：由于本文作者專(zhuān)業(yè)知識(shí)有限,沒(méi)有掌握太多的關(guān)于天然氣管輸定價(jià)方面的綜合知識(shí),所以只能盡自己的能力寫(xiě)作,如有遺漏或錯(cuò)誤,還請(qǐng)導(dǎo)師指正。
[Abstract]:Under the background of rapid economic development, with the completion of natural gas pipeline construction, China's energy consumption began to enter the "natural gas era". In natural gas consumption, the price of natural gas directly affects the consumption of natural gas and the development of industry. The price of natural gas pipeline will affect the price of natural gas, so this paper, based on the actual situation, describes the principle and method of the pricing of natural gas pipeline in China, and analyzes its irrationality in the development of the present stage. At the same time, referring to the formulation method of gas pipeline pricing in America and Western Europe, the method suitable for China's natural gas pipeline pricing is designed. The thesis is divided into six chapters, the basic contents of each chapter are as follows: the first chapter is the introduction, the research background, research purpose and significance, research methods, research content and technical route, innovation points. The second chapter is a literature review, the main content of natural gas pipeline pricing and natural gas pipeline between the interests of the balance of research. The third chapter is the analysis of China's natural gas pipeline pricing, including the development of China's natural gas pipeline pricing, the current situation, methods, theoretical analysis and existing problems. In chapter 4, the main content is to investigate the pricing methods of foreign natural gas pipeline transportation, and review the development course and specific contents of the pricing mechanism of natural gas pipeline transportation adopted abroad. The formation mechanism of gas pipeline pricing in Europe and America is compared and analyzed. The fifth chapter is to study the model design and application of natural gas pipeline pricing in China, mainly including a simple introduction to the cost-benefit model, gas pipeline cost performance analysis, The establishment of pipeline pricing model and the application of two-part model based on pipeline pricing, and the effectiveness analysis of pipeline pricing model based on cost behavior. The sixth chapter is the conclusion of the study and related recommendations. The main contributions of this paper are as follows: (1) after investigating the domestic and foreign natural gas pipeline pricing, this paper analyzes and establishes the gas pipeline pricing model based on the cost behavior. The application and feasibility analysis are expounded. (2) through the research on the regionalization management of the electric power industry in China, the benefit balance of the regional operation of natural gas pipeline transportation is analyzed. A solution to the imbalance of interests between regions is designed. (3) the problem of interest balance in the regional operation of natural gas pipeline transportation is analyzed through an example, and a solution is designed to balance the imbalance of interests among regions. Of course, the paper also has some shortcomings, mainly because the author has limited professional knowledge and does not have too much comprehensive knowledge about gas pipeline pricing, so he can only write as much as he can, such as omissions or mistakes. Also ask the teacher to correct.
