【摘要】：我國儲量評審制度已建立了60多年,為我國礦業(yè)和經(jīng)濟(jì)社會發(fā)展起到了重要作用。1999年,為適應(yīng)我國經(jīng)濟(jì)體制改革發(fā)展的要求,我國建立了礦產(chǎn)儲量評估師制度。本文在總結(jié)我國儲量管理制度改革歷程的基礎(chǔ)上,分析了當(dāng)前我國礦產(chǎn)儲量評估師管理制度中存在的制度不完善、儲量評審師規(guī)模少、專業(yè)結(jié)構(gòu)不合理、評審工作缺乏技術(shù)指導(dǎo)、國際互認(rèn)機(jī)制尚未形成等主要問題,針對存在的問題,建議進(jìn)一步完善管理制度,建立常態(tài)更新補(bǔ)充機(jī)制并充實(shí)儲量評估師隊(duì)伍,建立行業(yè)自律組織并加強(qiáng)技術(shù)指導(dǎo),早日實(shí)現(xiàn)我國礦產(chǎn)儲量評估師的國際互認(rèn)等以促進(jìn)我國礦業(yè)和經(jīng)濟(jì)社會的健康持續(xù)發(fā)展。
[Abstract]:China's reserve evaluation system has been established for more than 60 years, which has played an important role in the development of China's mining industry and economy and society. In 1999, in order to meet the requirements of the reform and development of China's economic system, a system of mineral reserves appraisers was established in China. On the basis of summing up the reform course of reserve management system in China, this paper analyzes the imperfect system of mineral reserves appraiser management system, the small scale of reserve evaluators, and the unreasonable professional structure in our country. The evaluation work lacks technical guidance, the international mutual recognition mechanism has not been formed, and so on. In view of the existing problems, it is suggested that the management system should be further improved, the supplementary mechanism for normal updating should be established, and the reserve appraiser team should be enriched. In order to promote the healthy and sustainable development of China's mining industry and economic society, the self-discipline organization of the industry and the strengthening of technical guidance should be established, and the international mutual recognition of mineral reserves appraisers in China should be realized as soon as possible.
