軍糧城發(fā)電廠設(shè)備檢修項(xiàng)目管理研究

【摘要】:本論文主要針對(duì)華電集團(tuán)天津軍糧城發(fā)電有限公司生產(chǎn)過程中的計(jì)劃?rùn)z修管理工作如何改進(jìn)和提升來進(jìn)行研究,從項(xiàng)目與項(xiàng)目管理理論入手,介紹項(xiàng)目管理的含義與特征,探討火電廠發(fā)電設(shè)備檢修與項(xiàng)目管理的相互關(guān)系,得出火電廠發(fā)電設(shè)備檢修可納入項(xiàng)目管理的范疇,采用項(xiàng)目管理的方法、手段和技術(shù)來運(yùn)作的結(jié)論。 按照項(xiàng)目管理理論的要點(diǎn)進(jìn)一步論述火電廠發(fā)電設(shè)備檢修項(xiàng)目管理的內(nèi)容與特征,結(jié)合軍糧城電廠檢修管理現(xiàn)狀與概況,針對(duì)設(shè)備檢修實(shí)施過程中存在的一些重點(diǎn)問題探討分析,從而找出在檢修管理方面的薄弱環(huán)節(jié),如檢修管理組織體系不完善、計(jì)劃編制不足、施工管理不嚴(yán)格不規(guī)范、成本控制不嚴(yán)謹(jǐn)?shù)?并針對(duì)發(fā)現(xiàn)的漏洞,從項(xiàng)目管理的角度分組織模式、計(jì)劃程序、管理措施三個(gè)方面提出改進(jìn)意見。 通過對(duì)檢修項(xiàng)目管理改進(jìn)具體案例進(jìn)行分析,描述了軍糧城發(fā)電有限公司檢修組織體系的調(diào)整,體現(xiàn)職能管理與項(xiàng)目管理結(jié)合的矩陣式管理特征,為開展項(xiàng)目進(jìn)度管理、質(zhì)量管理和成本管理提供了良好的組織環(huán)境。提出統(tǒng)一進(jìn)度檢修計(jì)劃編制辦法,統(tǒng)一檢修進(jìn)度計(jì)劃內(nèi)容要求,確定檢修進(jìn)度計(jì)劃編制原則和依據(jù),明確檢修進(jìn)度計(jì)劃編制要求的改進(jìn)建議,使檢修項(xiàng)目計(jì)劃更加科學(xué)合理。在檢修管理措施改進(jìn)方面,從加強(qiáng)檢修預(yù)算管理、加強(qiáng)檢修過程管理、加強(qiáng)檢修后評(píng)價(jià)管理三個(gè)環(huán)節(jié)涵蓋了檢修的全過程,形成完整嚴(yán)謹(jǐn)?shù)拈]環(huán)管理。并根據(jù)以上原則在安全管理和工期、質(zhì)量、成本的管控上采取了大量實(shí)際有效的措施,使計(jì)劃?rùn)z修的項(xiàng)目管理水平得到長(zhǎng)足進(jìn)步。
[Abstract]:This paper mainly studies how to improve and upgrade the planned maintenance management in the production process of Tianjin military Grain City Power Generation Co., Ltd of Huadian Group, starting with the theory of project and project management, introducing the meaning and characteristics of project management. This paper discusses the relationship between maintenance and repair of generating equipment and project management in thermal power plants, and draws the conclusion that maintenance and repair of generating equipment in thermal power plants can be brought into the scope of project management, and the methods, means and techniques of project management are adopted to operate. According to the main points of project management theory, this paper further discusses the contents and characteristics of maintenance project management for power generation equipment in thermal power plant, and combines the present situation and general situation of maintenance management in Junliangcheng Power Plant. This paper discusses and analyzes some key problems existing in the process of equipment maintenance and repair, and finds out the weak links in maintenance management, such as the imperfection of maintenance management organization system, the insufficiency of plan preparation, and the construction management is not strict and standard. The cost control is not strict, and in view of the found loopholes, this paper puts forward some suggestions for improvement from the point of view of project management in three aspects: organization mode, planning procedure and management measures. By analyzing the specific cases of maintenance project management improvement, this paper describes the adjustment of maintenance organization system of Junliangcheng Power Generation Co., Ltd., which embodies the matrix management characteristics of combining function management and project management, in order to carry out project schedule management. Quality management and cost management provide a good organizational environment. This paper puts forward a unified schedule plan formulation method, unifies the maintenance schedule plan content requirement, determines the maintenance schedule plan formulation principle and the basis, clarifies the maintenance schedule plan preparation request improvement proposal, causes the maintenance project plan to be more scientific and reasonable. In the aspect of improvement of maintenance management measures, the whole process of maintenance is covered in three links, such as strengthening maintenance budget management, strengthening maintenance process management and strengthening post-maintenance evaluation management, thus forming a complete and rigorous closed loop management. According to the above principles, a large number of practical and effective measures have been taken on the safety management and the control of time limit, quality and cost, so that the project management level of planned overhaul has been greatly improved.
