【摘要】：近些年，隨著產(chǎn)業(yè)結(jié)構(gòu)的不斷調(diào)整、城市化進(jìn)程的快速推進(jìn)以及人們使用清潔能源意愿的日益增強(qiáng)，我國(guó)天然氣需求量迅速增長(zhǎng)。然而，由于我國(guó)天然氣產(chǎn)業(yè)發(fā)展起步較晚，相應(yīng)的技術(shù)理論體系和法律法規(guī)還不健全，當(dāng)前我國(guó)天然氣產(chǎn)業(yè)發(fā)展中還存在諸如生產(chǎn)基地與消費(fèi)中心逆向分布突出、稀缺優(yōu)質(zhì)資源缺乏有利價(jià)格保障、天然氣加工和利用市場(chǎng)缺乏有效銜接機(jī)制、天然氣對(duì)外依存度持續(xù)增加、市場(chǎng)用氣季節(jié)性不均衡以及市場(chǎng)發(fā)展地域不均衡等問(wèn)題。面對(duì)日益突出的供需矛盾以及影響產(chǎn)業(yè)發(fā)展的種種弊端，為保證我國(guó)天然氣產(chǎn)業(yè)健康有序發(fā)展、保障國(guó)家能源安全，需要準(zhǔn)確地呈現(xiàn)出我國(guó)天然氣供給和需求市場(chǎng)現(xiàn)狀格局，進(jìn)一步分析相關(guān)數(shù)據(jù)選取合適的預(yù)測(cè)模型對(duì)我國(guó)天然氣供給和需求進(jìn)行科學(xué)的預(yù)測(cè)，在科學(xué)預(yù)測(cè)的基礎(chǔ)上準(zhǔn)確評(píng)估我國(guó)天然氣供需缺口，繼而結(jié)合相關(guān)影響因素制定和實(shí)施未來(lái)我國(guó)天然氣產(chǎn)業(yè)發(fā)展戰(zhàn)略。 從供需預(yù)測(cè)的結(jié)果來(lái)看，隨著時(shí)間的推移，我國(guó)天然氣供求缺口會(huì)越來(lái)越大。未來(lái)一段時(shí)間，我國(guó)天然氣產(chǎn)業(yè)發(fā)展的總體思路應(yīng)以保證國(guó)內(nèi)需求和保障國(guó)家能源安全為目標(biāo)，不斷加大勘探開發(fā)投入，提高資源保障程度；積極推進(jìn)管網(wǎng)建設(shè)，，不斷完善管網(wǎng)布局；以市場(chǎng)為導(dǎo)向，逐步完善天然氣定價(jià)機(jī)制；建立健全制度法規(guī)，促進(jìn)產(chǎn)業(yè)協(xié)調(diào)發(fā)展；加強(qiáng)國(guó)際合作，拓展多元化供氣渠道；增加資源戰(zhàn)略儲(chǔ)備，抵御能源危機(jī)。
[Abstract]:In recent years, with the continuous adjustment of industrial structure, the rapid progress of urbanization and the increasing willingness of people to use clean energy, the demand for natural gas in China has increased rapidly. However, due to the late development of the natural gas industry in China, the corresponding technical theory system and laws and regulations are not perfect. At present, in the development of natural gas industry in our country, such as the reverse distribution of production bases and consumption centers are still prominent. The scarcity and high quality resources lack favorable price guarantee, the natural gas processing and utilization market lacks the effective link mechanism, the natural gas external dependence degree increases continuously, the market uses the gas seasonally unevenly and the market development region is not balanced and so on. In the face of the increasingly prominent contradiction between supply and demand and the malpractices affecting the development of the industry, in order to ensure the healthy and orderly development of the natural gas industry in China and ensure the national energy security, it is necessary to accurately present the present situation of the natural gas supply and demand market in China. Further analysis the relevant data to select the appropriate forecasting model to forecast the natural gas supply and demand of our country scientifically, on the basis of the scientific forecast, accurately evaluate the gap between supply and demand of natural gas in our country. Then combined with the relevant factors to formulate and implement the future development strategy of natural gas industry in China. According to the forecast results of supply and demand, the gap between supply and demand of natural gas in China will be bigger and bigger with the passage of time. For some time in the future, the overall idea of the development of natural gas industry in China should be aimed at ensuring domestic demand and ensuring national energy security, continuously increasing the investment in exploration and development, improving the degree of resource guarantee, and actively promoting the construction of pipe networks. Constantly improve the distribution of pipeline network; take the market as the guide, gradually perfect the natural gas pricing mechanism; establish and perfect the system and regulations to promote the coordinated development of the industry; strengthen international cooperation, expand diversified gas supply channels; increase the strategic reserve of resources, Resist the energy crisis.
