【摘要】：電力行業(yè)是我國經(jīng)濟的基礎(chǔ)性產(chǎn)業(yè),電力工程作為電力行業(yè)發(fā)展的先決條件,在國民經(jīng)濟中同樣起著舉足輕重的作用。電力體制改革使得電力工程逐步市場化、法制化。那么適應(yīng)知識經(jīng)濟時代的要求,在電力工程合同管理中導(dǎo)入知識管理,將成為電力工程項目高效率完成的必要手段。因此,如何構(gòu)建電力工程合同知識管理體系,以此來促成合同管理中知識的積累、應(yīng)用和創(chuàng)新,為以后的工程合同管理提供借鑒,是目前亟待解決的問題。 本文首先闡述了當(dāng)前國內(nèi)外合同管理的研究現(xiàn)狀,然后對我國電力工程合同管理的現(xiàn)狀及存在的問題進行了分析,最后提出應(yīng)構(gòu)建基于知識管理的電力工程合同管理系統(tǒng)。在系統(tǒng)的構(gòu)建過程中,首先對系統(tǒng)中涉及到的理論作了介紹,然后闡述了合同知識管理系統(tǒng)構(gòu)建的原則和目的,在此基礎(chǔ)上進行了系統(tǒng)設(shè)計,設(shè)計的主要思想是通過該系統(tǒng)可以對合同管理過程中的知識予以整合,利用知識庫和案例庫學(xué)習(xí)和運用知識、利用專家咨詢庫挖掘隱性知識,利用交互平臺共享和創(chuàng)造知識。最后,總結(jié)了合同知識管理系統(tǒng)構(gòu)建過程中應(yīng)該注意的幾個問題,提出應(yīng)建立完善的激勵機制和塑造以知識為導(dǎo)向的企業(yè)文化。最后通過R公司的合同管理實證研究闡述了知識管理在電力工程合同管理中的應(yīng)用過程。本文通過構(gòu)建基于知識管理的電力工程合同管理系統(tǒng),不僅對電力工程中的合同管理有一定的借鑒意義,而且對合同管理理論的豐富和發(fā)展也有一定的促進作用。
[Abstract]:The electric power industry is the basic industry of our country's economy. As a prerequisite for the development of the electric power industry, the electric power engineering also plays an important role in the national economy. The reform of electric power system makes electric power engineering gradually market-oriented and legalized. In order to meet the requirements of the era of knowledge economy, the introduction of knowledge management into the management of electric power engineering contracts will become a necessary means for the efficient completion of power engineering projects. Therefore, how to construct the power engineering contract knowledge management system, so as to promote the accumulation, application and innovation of the knowledge in the contract management, and provide reference for the future engineering contract management, is a problem to be solved. In this paper, the current situation of contract management at home and abroad is described, and then the present situation and problems of power engineering contract management in China are analyzed. Finally, it is proposed that a power engineering contract management system based on knowledge management should be constructed. In the process of constructing the system, the theory involved in the system is introduced, then the principles and purposes of the construction of the contract knowledge management system are expounded, based on which the system design is carried out. The main idea of the design is that the system can integrate the knowledge in the process of contract management, use the knowledge base and case base to learn and apply knowledge, use the expert consulting library to mine tacit knowledge, and use the interactive platform to share and create knowledge. Finally, this paper summarizes some problems that should be paid attention to in the construction of contract knowledge management system, and puts forward that we should establish a perfect incentive mechanism and create a knowledge-based enterprise culture. Finally, the application process of knowledge management in power engineering contract management is expounded through the empirical study of contract management in R Company. By constructing the power engineering contract management system based on knowledge management, this paper not only has certain reference significance to the contract management in the electric power engineering, but also has the certain promotion function to the contract management theory enrichment and the development.
