【摘要】:風(fēng)能作為一種清潔的可再生能源,越來越受到世界各國的重視。大力發(fā)展風(fēng)力發(fā)電,對(duì)于我國節(jié)能減排和可持續(xù)發(fā)展的完成意義重大。相比較于其他的新能源,風(fēng)力資源具有眾多的發(fā)展優(yōu)勢(shì),風(fēng)力發(fā)電具有清潔無污染的特點(diǎn),可以商業(yè)化的大規(guī)模開發(fā)利用。風(fēng)力發(fā)電還具有很大的經(jīng)濟(jì),社會(huì)效益,,可以優(yōu)化電力系統(tǒng)的能源結(jié)構(gòu),提高用電質(zhì)量,促進(jìn)地區(qū)可持續(xù)發(fā)展。 目前風(fēng)電場(chǎng)項(xiàng)目的技術(shù)經(jīng)濟(jì)評(píng)價(jià)尚沒有統(tǒng)一的標(biāo)準(zhǔn)進(jìn)行參考,在進(jìn)行技術(shù)經(jīng)濟(jì)綜合評(píng)價(jià)時(shí)具有諸多難處。針對(duì)目前風(fēng)電場(chǎng)項(xiàng)目評(píng)價(jià)上的不成熟和不規(guī)范的現(xiàn)狀,參閱了相關(guān)的文獻(xiàn)資料,結(jié)合風(fēng)電場(chǎng)項(xiàng)目自身運(yùn)行特點(diǎn),建立出一套適用于風(fēng)電場(chǎng)項(xiàng)目技術(shù)經(jīng)濟(jì)綜合評(píng)價(jià)的指標(biāo)體系,進(jìn)行多層次模糊綜合評(píng)價(jià)。首先介紹了風(fēng)電項(xiàng)目與技術(shù)經(jīng)濟(jì)綜合評(píng)價(jià)的理論。接下來構(gòu)建了風(fēng)電項(xiàng)目評(píng)價(jià)指標(biāo)體系,具體從技術(shù),經(jīng)濟(jì)效益以及社會(huì)效益來分析。基于以上的基礎(chǔ),建立了基于層次分析的項(xiàng)目建設(shè)模糊綜合評(píng)價(jià)模型,介紹了什么是模糊評(píng)價(jià)模型以及研究方法。最后對(duì)山東肥城風(fēng)電場(chǎng)進(jìn)行了綜合評(píng)價(jià)分析,從風(fēng)電場(chǎng)項(xiàng)目財(cái)務(wù)因素和社會(huì)效果因素等進(jìn)行數(shù)量分析,運(yùn)用多層次模糊分析法對(duì)肥城風(fēng)電場(chǎng)進(jìn)行技術(shù)經(jīng)濟(jì)綜合評(píng)價(jià),最終得出肥城風(fēng)電場(chǎng)可行的結(jié)論。多層次模糊評(píng)價(jià)法對(duì)評(píng)價(jià)結(jié)果的判斷更加科學(xué)準(zhǔn)確,為今后類似風(fēng)電場(chǎng)的技術(shù)經(jīng)濟(jì)綜合評(píng)價(jià)提供一定的理論參考。
[Abstract]:Wind energy as a clean renewable energy, more and more attention of the world. The development of wind power generation is of great significance to the completion of energy saving and emission reduction and sustainable development in China. Compared with other new energy sources, wind power has many advantages in development, wind power generation has the characteristics of clean and pollution-free, and can be commercialized and utilized on a large scale. Wind power generation also has great economic and social benefits, which can optimize the energy structure of power system, improve the quality of electricity, and promote regional sustainable development. At present, there is no unified standard for the technical and economic evaluation of wind farm projects, and there are many difficulties in the comprehensive evaluation of technology and economy. In view of the immature and non-standard status quo of wind farm project evaluation at present, this paper refers to the relevant literature and establishes a set of index system suitable for the comprehensive evaluation of technology and economy of wind farm project according to the operation characteristics of wind farm project itself. Multilevel fuzzy comprehensive evaluation is carried out. Firstly, the theory of comprehensive evaluation of wind power project and technology economy is introduced. Then the evaluation index system of wind power project is constructed, which is analyzed from technical, economic and social benefits. Based on the above, the fuzzy comprehensive evaluation model of project construction based on AHP is established, and what is the fuzzy evaluation model and the research method are introduced. Finally, the comprehensive evaluation and analysis of Feicheng wind farm in Shandong province are carried out, and the technical and economic comprehensive evaluation of Feicheng wind farm is carried out by using multi-level fuzzy analysis method, which is based on the quantitative analysis of financial factors and social effects of wind farm projects. Finally, the conclusion that Feicheng wind farm is feasible. The multi-level fuzzy evaluation method is more scientific and accurate in judging the evaluation results, which provides a certain theoretical reference for the technical and economic comprehensive evaluation of similar wind farms in the future.
