【摘要】：2008年全球金融危機(jī)對(duì)東亞經(jīng)濟(jì)體的投資和貿(mào)易造成了巨大影響，迫使東亞的出口導(dǎo)向型模式必須調(diào)整增長(zhǎng)基礎(chǔ)：從向歐美出口轉(zhuǎn)向區(qū)域和國(guó)內(nèi)需求。在此背景下，東亞貿(mào)易一體化成為了東亞發(fā)展的重要議題之一。2012年11月20日，在柬埔寨金邊召開(kāi)的東亞領(lǐng)導(dǎo)人系列會(huì)議期間，中日韓三國(guó)經(jīng)貿(mào)部長(zhǎng)舉行會(huì)晤，宣布啟動(dòng)中日韓自由貿(mào)易區(qū)談判。敏感產(chǎn)業(yè)是現(xiàn)階段中日韓自由貿(mào)易區(qū)談判的最大焦點(diǎn)。因此，如何對(duì)待敏感產(chǎn)品一方面影響著中日韓自貿(mào)區(qū)談判的進(jìn)程，另一方面在自貿(mào)區(qū)建成后將對(duì)我國(guó)各產(chǎn)業(yè)產(chǎn)生直接的影響。 中日韓三國(guó)在世界電子產(chǎn)業(yè)舉足輕重，三國(guó)之間的區(qū)域內(nèi)電子產(chǎn)品貿(mào)易量巨大，遠(yuǎn)遠(yuǎn)高于三國(guó)在世界貿(mào)易中的比重。電子產(chǎn)業(yè)的發(fā)展都是三國(guó)產(chǎn)業(yè)政策中的重中之重。自上世紀(jì)90年代以來(lái)，中韓與中日之間在電子產(chǎn)業(yè)上已經(jīng)形成競(jìng)爭(zhēng)關(guān)系，與此同時(shí)，韓日之間的競(jìng)爭(zhēng)程度逐漸減弱。這一事實(shí)說(shuō)明，日本和韓國(guó)都在將其電子產(chǎn)業(yè)生產(chǎn)基地向中國(guó)轉(zhuǎn)移。 在擬建中日韓自由貿(mào)易區(qū)的背景下，本文以中國(guó)電子產(chǎn)業(yè)的敏感產(chǎn)品為研究對(duì)象，文章主要分為五個(gè)部分：首先是緒論，介紹選題背景與意義，研究方法和數(shù)據(jù)來(lái)源，以及創(chuàng)新點(diǎn)等；第一章本文通過(guò)定性分析的方式對(duì)中國(guó)與日韓兩國(guó)的電子產(chǎn)品貿(mào)易現(xiàn)狀和關(guān)稅結(jié)構(gòu)進(jìn)行了論證；第二章借鑒韓國(guó)對(duì)外經(jīng)濟(jì)政策研究院(KIEP)開(kāi)發(fā)的制造業(yè)敏感產(chǎn)品選擇模型，通過(guò)對(duì)三國(guó)電子產(chǎn)業(yè)各產(chǎn)品在世界市場(chǎng)以及雙邊市場(chǎng)上的競(jìng)爭(zhēng)力進(jìn)行比較分析，確定出中國(guó)相對(duì)于世界特別是相對(duì)日本和韓國(guó)具有競(jìng)爭(zhēng)劣勢(shì)的敏感產(chǎn)品；第三章運(yùn)用世界貿(mào)易競(jìng)爭(zhēng)力指數(shù)、顯性比較優(yōu)勢(shì)指數(shù)、雙邊貿(mào)易競(jìng)爭(zhēng)力指數(shù)和雙邊顯性比較優(yōu)勢(shì)指數(shù)定量分析了中國(guó)電子產(chǎn)業(yè)敏感產(chǎn)品競(jìng)爭(zhēng)力的動(dòng)態(tài)變化；最后一章本文通過(guò)前三章的分析，，為我國(guó)在自貿(mào)區(qū)談判中應(yīng)對(duì)電子產(chǎn)業(yè)敏感產(chǎn)品提供相關(guān)建議，并為我國(guó)電子產(chǎn)業(yè)發(fā)展提供政策性建議。
[Abstract]:The 2008 global financial crisis had a huge impact on investment and trade in East Asian economies, forcing East Asia's export-led model to adjust its growth base: from exports to Europe and the United States to regional and domestic demand. In this context, East Asian trade integration has become one of the important issues for East Asian development. On November 20, 2012, during the East Asian leaders' meeting held in Phnom Penh, Cambodia, the trade ministers of China, Japan and South Korea met. Announced the launching of free trade zone negotiations between China, Japan and South Korea. Sensitive industry is the biggest focus of the negotiation of free trade area between China, Japan and South Korea. Therefore, how to treat sensitive products on the one hand affects the negotiation process of China, Japan and South Korea free trade zone, on the other hand, it will have a direct impact on the industries of our country after the establishment of the free trade zone. China, Japan and South Korea play an important role in the world electronic industry, and the volume of intra-regional electronic products trade between the three countries is huge, which is far higher than the proportion of the three countries in the world trade. The development of electronic industry is the most important in the industrial policy of the three countries. Since the 1990s, China and South Korea and China and Japan in the electronics industry has formed a competitive relationship, at the same time, the degree of competition between South Korea and Japan gradually weakened. This fact suggests that both Japan and South Korea are shifting their electronics manufacturing bases to China. Under the background of the proposed China-Japan-Korea Free Trade area, this paper takes the sensitive products of China's electronics industry as the research object. The article is divided into five parts: first, the introduction introduces the background and significance of the topic, research methods and data sources. The first chapter demonstrates the current situation and tariff structure of electronic products trade between China and Japan and Korea by qualitative analysis. The second chapter draws lessons from the sensitive product selection model of manufacturing industry developed by Korea Foreign Economic Policy Research Institute, and makes a comparative analysis of the competitiveness of the three countries' electronic industry products in the world market as well as in the bilateral market. Identify sensitive products that China has a competitive disadvantage relative to the world, especially Japan and Korea. Chapter three uses the World Trade Competitiveness Index, the explicit Comparative advantage Index, The index of bilateral trade competitiveness and the index of bilateral dominant comparative advantage quantitatively analyze the dynamic changes of the competitiveness of sensitive products in China's electronic industry. This paper provides relevant suggestions for China's electronic industry sensitive products in the free trade zone negotiations, and provides policy suggestions for the development of China's electronic industry.
