澳大利亞食品安全管理及對(duì)中國(guó)的啟示

【摘要】:食品安全問(wèn)題由來(lái)已久。在21世紀(jì)的現(xiàn)今,食品安全引起了全世界范圍內(nèi)的關(guān)注,尤其近年來(lái)食品安全問(wèn)題不斷發(fā)生,德國(guó)大腸桿菌爆發(fā),美國(guó)發(fā)現(xiàn)瘋牛病牛肉,日本明治巧克力中發(fā)現(xiàn)銫,新西蘭問(wèn)題奶粉,臺(tái)灣食品中發(fā)現(xiàn)塑化劑,中國(guó)大陸發(fā)現(xiàn)瘦肉精豬肉。當(dāng)諸多國(guó)家飽受食品安全問(wèn)題困擾之時(shí),澳大利亞卻鮮有此類問(wèn)題產(chǎn)生。因此對(duì)于澳洲食品安全深入研究很有必要。 本文對(duì)促成澳大利亞食品安全的因素進(jìn)行了研究。這些因素包括澳大利亞獨(dú)特的地理位置造就的澳洲“排外主義”,“人文主義”的文化推動(dòng)形成的以人為本的職業(yè)道德觀念,澳大利亞聯(lián)邦以及各州食品安全監(jiān)管的司法系統(tǒng)。本文還探討了澳大利亞聯(lián)邦以及各州政府各自明確的職能分工和相互合作。 論文闡述了,在澳大利亞,《澳新食品標(biāo)準(zhǔn)法典規(guī)定》和各州《食品安全法》監(jiān)督食品制造商,關(guān)于違法行為的處罰措施規(guī)定明確。執(zhí)法人員擁有逮捕權(quán),確保了審查工作的順利進(jìn)行,三階段的食品安全事件應(yīng)對(duì)措施最小化了損失以及危害。除了系統(tǒng)地研究澳洲相關(guān)法律法規(guī)的功能,本文還從企業(yè)經(jīng)營(yíng)理念、員工招收要求、培訓(xùn)項(xiàng)目、運(yùn)營(yíng)模式、科技發(fā)展、工作章程等方面,深入研究了兩個(gè)澳大利亞安全食品企業(yè),即Woolworths和Primo Smallgoods。本文從政府公務(wù)員、食品生產(chǎn)商的《食品安全項(xiàng)目》、大眾教育以及新南威爾士大學(xué)食品安全課程這四方面對(duì)食品安全教育的深遠(yuǎn)影響進(jìn)行了研究。 從澳洲的食品安全監(jiān)管中,我們可以得到一些啟示。在政府層面,我們急需對(duì)政府部門職能進(jìn)行細(xì)致分工,標(biāo)準(zhǔn)化農(nóng)產(chǎn)品生產(chǎn)加工過(guò)程,增強(qiáng)處罰措施并建立一個(gè)更為及時(shí)的緊急事件處理系統(tǒng)。在企業(yè)層面,實(shí)施可持續(xù)發(fā)展的經(jīng)營(yíng)理念、提高員工招聘要求,以及實(shí)施目標(biāo)更為明確的員工培訓(xùn)項(xiàng)目。應(yīng)充分利用各渠道以傳播食品安全方面的知識(shí),例如媒體、因特網(wǎng)以及社區(qū)。
[Abstract]:The problem of food safety has a long history. Today in the 21st century, food safety has attracted worldwide attention. In particular, food safety problems have been constantly occurring in recent years, with the outbreak of Escherichia coli in Germany, the discovery of mad cow disease beef in the United States, and the discovery of cesium in Meiji chocolate in Japan. Milk powder from New Zealand, plasticizer found in Taiwan food, lean pork in mainland China. While many countries are plagued by food safety problems, Australia has few such problems. Therefore, it is necessary to study food safety in Australia. The factors contributing to food safety in Australia are studied in this paper. These factors include Australia's unique geographical location of Australia's "xenophobia", "humanism" culture to promote the formation of people-oriented ethics, Australia's federal and state food safety regulation of the judicial system. This paper also discusses the clear division of functions and cooperation between the federal and state governments of Australia. The paper expounds that in Australia, the provisions of the Australian Food Standards Code and the State Food Safety Act supervise food manufacturers, and the penalties for illegal acts are clear. Law enforcement officers have the power to arrest, ensure the smooth conduct of the review, three-stage food safety measures to minimize damage and damage. In addition to a systematic study of the functions of relevant laws and regulations in Australia, this paper also deals with business concepts, employee recruitment requirements, training projects, business models, scientific and technological development, work regulations, and so on. Two Australian safe food enterprises, Woolworths and Primo small good, were studied in this paper. In this paper, the profound impact of food safety education on food safety education has been studied from four aspects: government civil servants, food producers' Food Safety Project, mass education and the University of New South Wales' Food Safety course. From Australia's food safety regulation, we can get some enlightenment. At the government level, we urgently need to carry out a detailed division of government functions, standardize the production and processing of agricultural products, strengthen punishment measures and establish a more timely emergency handling system. At the enterprise level, the implementation of sustainable development business philosophy, staff recruitment requirements, and the implementation of more targeted staff training programs. Full use should be made of channels to disseminate knowledge on food safety, such as the media, the Internet and the community.
