【摘要】：項(xiàng)目后評(píng)價(jià)屬于項(xiàng)目管理內(nèi)容，是項(xiàng)目建設(shè)的最后程序，是對(duì)已完成項(xiàng)目的目的、實(shí)施過(guò)程、運(yùn)營(yíng)、效益和影響的客觀評(píng)價(jià)與分析，有利于未來(lái)項(xiàng)目建設(shè)。由于能源短缺、環(huán)境污染等問(wèn)題，風(fēng)能作為一種可再生的清潔能源而受到重視，風(fēng)力發(fā)電成為各國(guó)政府的熱門(mén)投資項(xiàng)目。 GD風(fēng)力發(fā)電項(xiàng)目2005年開(kāi)工建設(shè)，次年并網(wǎng)發(fā)電，改寫(xiě)了J省作為經(jīng)濟(jì)、風(fēng)資源大省無(wú)風(fēng)電的歷史，該項(xiàng)目采用67臺(tái)單機(jī)容量1500kW、輪轂高度80m的風(fēng)電機(jī)組，是國(guó)家風(fēng)電特許權(quán)項(xiàng)目中第一個(gè)建成投產(chǎn)的兆瓦級(jí)項(xiàng)目，2008年被中國(guó)電力建設(shè)企業(yè)協(xié)會(huì)評(píng)定為“中國(guó)電力優(yōu)質(zhì)工程獎(jiǎng)”，2009年入選新中國(guó)成立60周年“百年經(jīng)典建設(shè)工程”。 本文主要內(nèi)容為GD風(fēng)力發(fā)電項(xiàng)目的項(xiàng)目后評(píng)價(jià)，通過(guò)對(duì)GD項(xiàng)目深入調(diào)研，收集項(xiàng)目前期決策、項(xiàng)目實(shí)施以及項(xiàng)目運(yùn)營(yíng)等方面資料，對(duì)項(xiàng)目前期決策工作、實(shí)施過(guò)程、項(xiàng)目運(yùn)營(yíng)、項(xiàng)目效果與效益，以及項(xiàng)目目標(biāo)和持續(xù)性進(jìn)行了分析和評(píng)價(jià)，并根據(jù)分析與評(píng)價(jià)結(jié)果，總結(jié)了項(xiàng)目決策、建設(shè)、運(yùn)營(yíng)、管理等方面的經(jīng)驗(yàn)與教訓(xùn)，，提出了對(duì)GD項(xiàng)目運(yùn)營(yíng)和未來(lái)項(xiàng)目建設(shè)的建議。GD項(xiàng)目后評(píng)價(jià)研究對(duì)GD項(xiàng)目正常運(yùn)營(yíng)和企業(yè)今后的風(fēng)電項(xiàng)目建設(shè)均具有一定的指導(dǎo)意義。
[Abstract]:Post-project evaluation is the content of project management and the final procedure of project construction. It is an objective evaluation and analysis of completed project, implementation process, operation, benefit and impact, which is beneficial to future project construction. Due to the shortage of energy and environmental pollution wind energy as a renewable clean energy has been paid attention to. Wind power has become a hot investment project of the governments of various countries. GD wind power project started construction in 2005 and connected to grid the following year, rewriting the history of province J as economy and large wind resource province without wind power. The project adopts 67 wind turbine units with a single machine capacity of 1500 kW and a hub height of 80 m. It is the first megawatt project completed and put into production in the national wind power concession project. In 2008, it was rated as "China Electric Power quality Engineering Award" by the China Electric Power Construction Enterprise Association. In 2009, it was selected for the 60th anniversary of the founding of New China "Classical Construction Project of one hundred years". The main content of this paper is the project post-evaluation of GD wind power generation project, through the in-depth investigation of GD project, collecting the data of project pre-decision, project implementation and project operation, etc. The effect and benefit of the project, as well as the objective and continuity of the project are analyzed and evaluated. According to the results of the analysis and evaluation, the experiences and lessons of project decision-making, construction, operation, management and so on are summarized. This paper puts forward some suggestions for GD project operation and future project construction. The post-evaluation study of GD project has certain guiding significance for the normal operation of GD project and the future wind power project construction of enterprise.
