油氣工程EPC項(xiàng)目物資采購(gòu)的風(fēng)險(xiǎn)分析及應(yīng)用研究

【摘要】:隨著我國(guó)對(duì)石油、天然氣能源需求的不斷增大,以及“走出去”戰(zhàn)略在我國(guó)石油企業(yè)內(nèi)的深入實(shí)施,國(guó)內(nèi)石油企業(yè)以總承包(EPC)的方式進(jìn)行國(guó)際石油與天然氣工程(簡(jiǎn)稱“油氣工程”)項(xiàng)目的開發(fā)已經(jīng)成為發(fā)展的新趨勢(shì)。在油氣工程EPC項(xiàng)目中,物資采購(gòu)總額占工程總合同額的50%以上,而且物資采購(gòu)面臨著很多復(fù)雜多變的風(fēng)險(xiǎn),所以對(duì)油氣工程EPC項(xiàng)目的物資采購(gòu)風(fēng)險(xiǎn)進(jìn)行研究對(duì)提高我國(guó)石油企業(yè)進(jìn)行國(guó)際EPC工程項(xiàng)目物資采購(gòu)風(fēng)險(xiǎn)管理水平和物資采購(gòu)水平具有很大的現(xiàn)實(shí)意義。本論文首先明確了油氣工程EPC項(xiàng)目物資采購(gòu)的概念、特點(diǎn)、流程和風(fēng)險(xiǎn)分析(包括風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)價(jià)和風(fēng)險(xiǎn)應(yīng)對(duì))的方法;然后對(duì)油氣工程EPC項(xiàng)目的物資采購(gòu)風(fēng)險(xiǎn)進(jìn)行較為全面的識(shí)別,構(gòu)建了相應(yīng)的物資采購(gòu)風(fēng)險(xiǎn)清單;其次結(jié)合風(fēng)險(xiǎn)矩陣法的理論,對(duì)油氣工程EPC項(xiàng)目物資采購(gòu)風(fēng)險(xiǎn)評(píng)價(jià)的過程進(jìn)行了詳細(xì)的介紹,并將風(fēng)險(xiǎn)等級(jí)按從大到小的順序劃分為A、B、C、D四類;最后以中石油公司總承包的中亞天然氣管道D線項(xiàng)目為案例背景,對(duì)該項(xiàng)目的物資采購(gòu)風(fēng)險(xiǎn)進(jìn)行識(shí)別和評(píng)價(jià),并根據(jù)評(píng)價(jià)結(jié)果制定相應(yīng)的應(yīng)對(duì)措施。研究結(jié)果表明油氣工程EPC項(xiàng)目物資采購(gòu)的風(fēng)險(xiǎn)主要包括自然風(fēng)險(xiǎn)、政治風(fēng)險(xiǎn)、社會(huì)風(fēng)險(xiǎn)、市場(chǎng)風(fēng)險(xiǎn)、業(yè)主風(fēng)險(xiǎn)和供應(yīng)商風(fēng)險(xiǎn)6類外因型風(fēng)險(xiǎn)和決策風(fēng)險(xiǎn)、采購(gòu)計(jì)劃風(fēng)險(xiǎn)、采購(gòu)訂貨風(fēng)險(xiǎn)、運(yùn)輸風(fēng)險(xiǎn)、驗(yàn)收風(fēng)險(xiǎn)和庫(kù)存風(fēng)險(xiǎn)6類內(nèi)因型風(fēng)險(xiǎn)。另外,我國(guó)石油企業(yè)在進(jìn)行國(guó)際油氣工程EPC項(xiàng)目物資采購(gòu)時(shí)面臨的外因型風(fēng)險(xiǎn)比內(nèi)因型風(fēng)險(xiǎn)大很多。
[Abstract]:With the increasing demand for oil and natural gas energy, and the implementation of "going out" strategy in China's petroleum enterprises, the development of international oil and Gas Engineering (EPC) project has become a new trend in China. The EPC item in oil and gas engineering has become a new trend. In the case, the total amount of material purchase is more than 50% of the total amount of the project, and the purchase of materials is faced with a lot of complex and changeable risks. So it is very important to study the risk of material purchase for the EPC project of oil and gas engineering to improve the level of risk management and the level of material purchase for the international EPC project in China. This paper first clarifies the concept, characteristics, process and risk analysis (including risk identification, risk assessment and risk response) of the EPC project of oil and gas engineering, and then makes a more comprehensive understanding of the risk of material procurement in the EPC project of oil and gas engineering, and constructs a corresponding inventory of material purchase risk; secondly, it is a conclusion. The theory of risk matrix method is introduced in detail, and the risk assessment process of material procurement for EPC projects in oil and gas engineering is introduced in detail, and the risk grade is divided into four categories: A, B, C and D in the order of large to small. Finally, the case background of the Central Asian natural gas pipeline D line project contracted by CNPC as the case background, the material procurement risk of the project is carried out. Identify and evaluate, and formulate corresponding measures according to the results of the evaluation. The results show that the risk of material procurement in the EPC project of oil and gas engineering mainly includes natural risk, political risk, social risk, market risk, 6 kinds of external cause risk and decision risk of owner risk and supplier risk, purchase plan risk, purchase order risk, transportation. Risk, acceptance risk and inventory risk are 6 types of internal risk. In addition, the foreign oil enterprises in the international oil and gas engineering EPC project material procurement facing the external risk is much greater than the internal risk.
