江蘇省鋼鐵生產(chǎn)企業(yè)能源效率影響因素研究

【摘要】:能源效率的提高已經(jīng)被認(rèn)定為解決能源短缺和環(huán)境污染矛盾的有效方法,但是目前中國的能源利用效率水平還很低,單位GDP能耗僅為世界水平的四分之一。為了兌現(xiàn)中國到2020年碳排放進(jìn)一步降低40%的承諾,中國急需解決能源效率低的問題。鋼鐵行業(yè)作為中國能源消耗和碳排放的大戶,理應(yīng)在能源效率提高上承擔(dān)更多的責(zé)任,F(xiàn)有研究更多地停留在對(duì)國家或地區(qū)層面能源效率影響因素的研究上,對(duì)企業(yè)能源效率影響因素的研究還比較缺乏,且在影響因素的界定上更偏向于促進(jìn)因素的分析,阻礙因素的分析較少,這在一定程度上阻礙了具有可操作性的能效改進(jìn)方法的提出。 本文以江蘇省9家鋼鐵企業(yè)的能源效率作為研究對(duì)象,運(yùn)用了半結(jié)構(gòu)訪談法獲得了能源效率影響因素的一手資料,建立了能源效率影響因素的指標(biāo)體系,并以此為指導(dǎo)分析了鋼鐵生產(chǎn)企業(yè)能源效率提高的動(dòng)力因素和阻礙因素。分析結(jié)果發(fā)現(xiàn),技術(shù)引進(jìn)、市場競爭、政府約束、企業(yè)管理是鋼鐵生產(chǎn)企業(yè)能源效率提高的動(dòng)力,而投資節(jié)能技術(shù)風(fēng)險(xiǎn)高、技術(shù)適用性弱、企業(yè)操作水平低與文化氛圍弱是能源效率進(jìn)步的阻力。但由于企業(yè)結(jié)構(gòu)、規(guī)模和實(shí)力的差異,能源效率促進(jìn)因素與阻礙因素對(duì)不同類型企業(yè)的影響程度也不相同。 最后,文章通過參考各因素對(duì)能源效率的影響情況,結(jié)合不同企業(yè)的能效特點(diǎn)指出落實(shí)能效相關(guān)指標(biāo)、加大政府補(bǔ)貼、提供培訓(xùn)環(huán)境、鼓勵(lì)技術(shù)研發(fā)、引導(dǎo)企業(yè)并購是鋼鐵生產(chǎn)企業(yè)能源效率提高的有效途徑。
[Abstract]:The improvement of energy efficiency has been recognized as an effective method to solve the contradiction between energy shortage and environmental pollution. However, the energy efficiency level of China is still very low, and the energy consumption per unit GDP is only 1/4 of the world level. In order to meet China's commitment to further reduce its carbon emissions by 40 percent by 2020, China urgently needs to address its energy inefficiencies. The steel industry, as a major consumer of energy consumption and carbon emissions in China, should take more responsibility for improving energy efficiency. The existing research focuses on the factors affecting energy efficiency at the national or regional level, while the research on the factors affecting energy efficiency of enterprises is still lacking, and the definition of the factors is more inclined to the analysis of promoting factors. There are few analysis of hindrance factors, which to some extent hinders the development of maneuverable energy efficiency improvement methods. This paper takes the energy efficiency of 9 iron and steel enterprises in Jiangsu Province as the research object, uses the semi-structure interview method to obtain the primary data of the energy efficiency influence factors, and establishes the index system of the energy efficiency influence factors. Under the guidance of this, the dynamic factors and hindrance factors of improving energy efficiency in iron and steel production enterprises are analyzed. The results show that technology introduction, market competition, government restriction and enterprise management are the driving forces for the improvement of energy efficiency in iron and steel production enterprises, while the investment in energy-saving technology is of high risk and technical applicability is weak. The low level of enterprise operation and the weak cultural atmosphere are the resistance to the progress of energy efficiency. However, due to the difference of enterprise structure, scale and strength, the factors of energy efficiency promotion and hindrance have different influences on different types of enterprises. Finally, by referring to the impact of various factors on energy efficiency and combining the energy efficiency characteristics of different enterprises, the article points out the implementation of energy-efficiency related indicators, increases government subsidies, provides a training environment, and encourages technology research and development. Leading the M & A is an effective way to improve the energy efficiency of iron and steel production enterprises.
