湖南燃氣公司風險管理體系改進研究

【摘要】:在當今復雜的經(jīng)濟環(huán)境中,企業(yè)不可避免地要面對各種各樣的風險,風險無處不在,風險與企業(yè)生存發(fā)展如影隨形,經(jīng)營企業(yè)就是經(jīng)營風險。國內(nèi)經(jīng)濟的快速發(fā)展推動了能源需求量的提升,湖南燃氣公司順應了湖南省天然氣行業(yè)的快速發(fā)展,快速成長為一家擁有20億資產(chǎn)的中外合資企業(yè),但隨著能源分銷行業(yè)的不斷發(fā)展,湖南燃氣公司面臨著諸多不確定性,管理層意識到需要不斷強化內(nèi)部管理有效應對內(nèi)外部環(huán)境所帶來的挑戰(zhàn),從而保障企業(yè)持續(xù)、健康、穩(wěn)定發(fā)展,湖南燃氣公司借鑒國內(nèi)外風險管理理論與實踐,開發(fā)出具有湖南燃氣公司特色的主動風險管理模型,并藉此模型作為載體在內(nèi)部開始構(gòu)建風險管理體系,但在風險管理體系搭建過程中存在一定缺陷。 為幫助湖南燃氣公司解決現(xiàn)有風險管理體系存在的問題與不足,筆者運用實證分析與文獻研究相結(jié)合的研究方式,提出了湖南燃氣公司風險管理體系的完善對策,即圍繞湖南燃氣公司風險管理體系建設的現(xiàn)狀、存在的四方面的核心問題,結(jié)合理論和實踐研究的成果,就如何完善湖南燃氣公司風險管理體系提出建議,具體建議從風險管理組織完善、定位明確、職責梳理、風險管理模型優(yōu)化、相應的風險管理配套工具開發(fā)等方面進行完善,提出了戰(zhàn)略風險防范、業(yè)務風險控制及危機事件應對三大層次分層分類開展風險管理,風險管理體系與現(xiàn)有管理體系有效融合等建議,以完善湖南燃氣公司風險管理體系,并以具體重點風險描述和應對的實證分析方式,對風險分層、分類管理的理念進行了示例性闡述。最后,筆者幫助企業(yè)明確了優(yōu)化后的風險管理體系落地的保障措施,并對未來的實施效果進行預計,期待通過體系的優(yōu)化,實現(xiàn)湖南燃氣公司全方位的風險管理,為企業(yè)健康持續(xù)穩(wěn)定發(fā)展保駕護航。 在文章的最后,筆者提出了本文的研究結(jié)論,即企業(yè)風險管理理論的產(chǎn)生與發(fā)展順應了企業(yè)管理需求,風險管理體系的建立要因企制宜,并且要對風險進行多層面分類管理,,同時,要注重與企業(yè)現(xiàn)有管理體系的有效融合,只有如此,企業(yè)風險管理才能更加全面、更加有效地建立起來,才能幫助企業(yè)成功應對多重危機,才能真正走向成熟、成功。
[Abstract]:In today's complex economic environment, enterprises inevitably have to face a variety of risks, the risk is everywhere, risk and enterprise survival and development, business risk is business risk. The rapid development of the domestic economy has promoted the promotion of energy demand. Hunan Gas Company has complied with the rapid development of the natural gas industry in Hunan Province, and has rapidly grown into a Sino-foreign joint venture with 2 billion assets. However, with the continuous development of the energy distribution industry, Hunan Gas Company is faced with many uncertainties. The management is aware of the need to constantly strengthen internal management to effectively deal with the challenges brought by the internal and external environment, so as to ensure the sustainability and health of the enterprise. With the steady development, Hunan Gas Company has developed an active risk management model with the characteristics of Hunan Gas Company based on the theory and practice of risk management at home and abroad. However, there are some defects in the process of setting up the risk management system. In order to help Hunan Gas Company solve the problems and shortcomings of the existing risk management system, the author puts forward the countermeasures to perfect the risk management system of Hunan Gas Company by combining the empirical analysis with the literature research. That is, according to the present situation of Hunan Gas Company's risk management system, the existing four core problems, combined with the results of theoretical and practical research, this paper puts forward some suggestions on how to perfect the risk management system of Hunan Gas Company. Specific suggestions are made to perfect the risk management organization, clear positioning, responsibility combing, optimization of risk management model, development of corresponding risk management tools, and so on, and strategic risk prevention is put forward. In order to perfect the risk management system of Hunan Gas Company, the business risk control and crisis events should be classified into three levels to carry out risk management, and the risk management system should be effectively integrated with the existing management system. In this paper, the concept of risk stratification and classified management is illustrated by the empirical analysis of key risk description and response. Finally, the author helps the enterprise to make clear the safeguard measures of the optimized risk management system, and predicts the effect of the implementation in the future, expecting to realize the comprehensive risk management of Hunan Gas Company through the optimization of the system. For the healthy and stable development of enterprises to protect. At the end of the article, the author puts forward the research conclusion of this paper, that is, the emergence and development of enterprise risk management theory conform to the demand of enterprise management, the establishment of risk management system should be adapted to the situation of enterprises, and risk should be managed in different levels. At the same time, we should pay attention to the effective integration with the existing enterprise management system, only in this way, the enterprise risk management can be more comprehensive, more effective set up, can help the enterprise successfully deal with multiple crises, can really move towards maturity and success.
