【摘要】：煤炭、煤層氣礦權(quán)重疊作為一個(gè)突出的問(wèn)題,影響了我國(guó)煤氣資源勘查開(kāi)發(fā)的時(shí)空布局與有效利用。對(duì)美國(guó)、加拿大、澳大利亞等發(fā)達(dá)國(guó)家煤層氣勘察開(kāi)發(fā)現(xiàn)狀、煤層氣所有權(quán)定位、礦業(yè)權(quán)設(shè)置以及勘探開(kāi)采等方面的特點(diǎn)進(jìn)行了介紹,結(jié)合我國(guó)煤層氣法律法規(guī)和管理制度中的缺陷,提出建全煤層氣法規(guī)政策、完善礦業(yè)權(quán)重疊實(shí)施細(xì)則、明確企業(yè)間合作開(kāi)采指導(dǎo)性方案等方面建議,為進(jìn)一步解決煤炭、煤層氣礦業(yè)權(quán)重疊解決提供了思路。
[Abstract]:As a prominent problem, the overlap of mining rights of coal and coalbed methane (CBM) has affected the space-time distribution and effective utilization of gas exploration and development in China. The present situation of coalbed methane exploration and development in developed countries, such as the United States, Canada and Australia, the location of coalbed methane ownership, the establishment of mining rights and the characteristics of exploration and exploitation are introduced. Combined with the defects in the laws, regulations and management system of coalbed methane in our country, this paper puts forward some suggestions in order to further solve the problem of coal, such as the policy of establishing complete laws and regulations of coalbed methane, perfecting the detailed rules for the implementation of overlapping mining rights, clarifying the guiding scheme of cooperative mining among enterprises, and so on. Coalbed methane mining rights overlap solution provides ideas.
