【摘要】：進(jìn)行能效電廠投資對實(shí)現(xiàn)節(jié)能減排、促進(jìn)節(jié)能行業(yè)發(fā)展、實(shí)現(xiàn)可持續(xù)發(fā)展有著很重大的意義。今后能效電廠投資將會(huì)成為當(dāng)今時(shí)代的主流趨勢，實(shí)施能效電廠投資會(huì)產(chǎn)生很大的社會(huì)、經(jīng)濟(jì)和環(huán)境效益，但是能效電廠投資發(fā)展過程中還存在一些問題，例如電力用戶認(rèn)識(shí)度不夠、項(xiàng)目資金不到位等。為了全國范圍推廣能效電廠投資，必須從電力用戶的角度考慮能效項(xiàng)目的收益，，本質(zhì)上推動(dòng)投資的發(fā)展。因此加強(qiáng)投資實(shí)施前的評估，確認(rèn)投資的可行性顯得尤為重要。 本文首先詳細(xì)論述了國內(nèi)外能效電廠投資和相關(guān)財(cái)務(wù)評價(jià)發(fā)展?fàn)顩r，分析電力用戶進(jìn)行能效電廠投資的特點(diǎn)及優(yōu)勢；在介紹能效電廠投資財(cái)務(wù)現(xiàn)金流量基本理論的基礎(chǔ)上，分析了能效電廠投資財(cái)務(wù)現(xiàn)金流量計(jì)算的特點(diǎn)、思路以及具體的計(jì)算過程；針對能效電廠投資財(cái)務(wù)評價(jià)中存在的問題及指標(biāo)構(gòu)建原則，確定了一套具有針對性和全面性的能效電廠投資財(cái)務(wù)評價(jià)指標(biāo)體系，體系中涵蓋了項(xiàng)目的盈利能力分析、清償能力分析、不確定分析以及影響力分析，最后結(jié)合案例進(jìn)行了能效電廠投資財(cái)務(wù)評價(jià)指標(biāo)的計(jì)算，選用層次模糊綜合評價(jià)方法對能效項(xiàng)目進(jìn)行了評價(jià)，更直觀反映出投資的綜合財(cái)務(wù)狀況，通過本文的研究可以為電力用戶投資能效項(xiàng)目提供決策指導(dǎo)，對推動(dòng)能效電廠投資具有重大的意義。
[Abstract]:The investment of energy efficiency power plant is of great significance to realize energy saving and emission reduction, promote the development of energy saving industry and realize sustainable development. In the future, energy efficiency power plant investment will become the mainstream trend of the times. The implementation of energy efficiency power plant investment will bring great social, economic and environmental benefits. However, there are still some problems in the process of energy efficiency power plant investment and development. For example, power users do not know enough, project funds are not in place and so on. In order to popularize the investment of energy efficiency power plants nationwide, it is necessary to consider the benefits of energy efficiency projects from the perspective of power users, and promote the development of investment in essence. Therefore, it is very important to strengthen the evaluation before investment implementation and confirm the feasibility of investment. In this paper, the development of domestic and foreign energy efficiency power plant investment and related financial evaluation is discussed in detail, and the characteristics and advantages of energy efficiency power plant investment by electric power users are analyzed, and the basic theory of financial cash flow of energy efficiency power plant investment is introduced. This paper analyzes the characteristics, train of thought and concrete calculation process of the financial cash flow calculation of energy efficiency power plant investment, aiming at the problems existing in the financial evaluation of energy efficiency power plant investment and the principle of constructing the index. A set of targeted and comprehensive financial evaluation index system for energy efficiency power plant investment is established. The system covers the profitability analysis, liquidity analysis, uncertainty analysis and impact analysis of the project. Finally, the financial evaluation index of energy efficiency power plant investment is calculated, and the energy efficiency project is evaluated by using the hierarchical fuzzy comprehensive evaluation method, which reflects the comprehensive financial situation of the investment directly. The research in this paper can provide decision guidance for power users to invest in energy efficiency projects, and it is of great significance to promote the investment of energy efficiency power plants.
