【摘要】：近年來，食品安全問題已經(jīng)成為全球各國政府和消費(fèi)者普遍關(guān)注的焦點(diǎn)。在我國，食品安全已經(jīng)關(guān)乎到廣大人民群眾的身體健康乃至生命財產(chǎn)安全，關(guān)乎到國家經(jīng)濟(jì)社會的發(fā)展，甚至關(guān)系到中華民族偉大復(fù)興的事業(yè)。2009年，全國“兩會”期間人大代表、政協(xié)委員提出關(guān)于加強(qiáng)食品安全監(jiān)管方面的問題，成為大會關(guān)注的焦點(diǎn)。同時，食品安全監(jiān)管也被寫入了總理的政府工作報告，報告中體現(xiàn)出，國家重在抓安全監(jiān)管、專項(xiàng)整治，對各種不規(guī)范的行為、產(chǎn)品質(zhì)量、功效等進(jìn)行治理，下的是猛藥。這是國家第一次把食品安全問題提高到總理政府工作報告的高度去重視，這是以往沒有的。食品安全的重要性可見一斑，與此同時，我國正積極采取有效措施加強(qiáng)對食品安全的監(jiān)管，并已取得了有效成績。但由于存在深層次的原因和實(shí)際國情，我國食品安全形勢依然十分嚴(yán)峻，加強(qiáng)食品安全監(jiān)管工作仍是當(dāng)前各級黨委和政府的一項(xiàng)重要工作。本文首先對當(dāng)前我國食品安全的現(xiàn)狀進(jìn)行了客觀評估，總結(jié)了改革開放以來我國食品安全工作所取得的重大成就，看到了當(dāng)前我國在食品安全方面還存在許多不容忽視的問題。其次，，著重調(diào)查了長春市食品安全的現(xiàn)狀，分析了食品安全方面存在問題的原因，找出食品安全問題的癥結(jié)所在。再次，對當(dāng)前長春市政府在食品安全監(jiān)管方面采取的措施進(jìn)行了研究，借鑒了山東省青島市、湖北省武漢市兄弟省市的相關(guān)經(jīng)驗(yàn)。最后一部分是本文的重點(diǎn)，針對當(dāng)前長春市食品安全監(jiān)管工作中存在的問題，結(jié)合長春市具體情況，從食品安全監(jiān)管體制、機(jī)制、法律法規(guī)和標(biāo)準(zhǔn)檢測、增加投入、信息發(fā)布、宣傳教育等方面對長春市食品安全監(jiān)管工作提出對策建議。逐步提高食品安全工作能力，是保障消費(fèi)者食品安全的重要環(huán)節(jié)，對營造安全、和諧型社會及保障民生具有重要意義。食品安全工作是當(dāng)前各級政府貫徹落實(shí)科學(xué)發(fā)展觀，改善民生、構(gòu)建和諧社會的重要工作。希望本文能對今后政府有關(guān)部門積極采取措施，加強(qiáng)食品安全監(jiān)管和食品檢測，加大違法行為處罰力度，改善長春市食品安全狀況，強(qiáng)化長春市食品安全監(jiān)管工作起到一定的參考作用。
[Abstract]:In recent years, food safety has become the focus of global governments and consumers.In our country, food safety has been related to the health of the masses of the people, the safety of life and property, the development of national economy and society, and even the cause of the great rejuvenation of the Chinese nation. In 2009,During the two sessions, deputies to the National people's Congress and CPPCC members raised the issue of strengthening food safety supervision, which became the focus of attention of the Congress.At the same time, food safety supervision has also been written into the Premier's government work report, which shows that the state attaches great importance to safety supervision, special treatment, and the treatment of various non-standard behaviors, product quality, efficacy, etc.This is the first time the country has raised the issue of food safety to the top of the prime minister's government's work report, which has not been done in the past.The importance of food safety can be seen, at the same time, our country is actively taking effective measures to strengthen the supervision of food safety, and has made effective achievements.However, because of the deep reasons and the actual national conditions, the situation of food safety in our country is still very serious, and strengthening the supervision of food safety is still an important work of the Party committees and governments at all levels at present.In this paper, the current situation of food safety in China is evaluated objectively, and the major achievements in food safety work since the reform and opening up are summarized, and many problems that can not be ignored in the field of food safety are found.Secondly, the current situation of food safety in Changchun is investigated, the causes of food safety problems are analyzed, and the crux of food safety problems is found out.Thirdly, the paper studies the measures taken by Changchun government in food safety supervision, and draws lessons from the related experiences of brothers in Qingdao and Wuhan, Hubei Province.The last part is the focus of this paper. In view of the problems existing in the current food safety supervision work in Changchun City, combining with the specific situation of Changchun City, from the food safety supervision system, mechanism, laws, regulations and standards testing, increasing investment, information release,Publicity and education and other aspects of Changchun City food safety supervision proposed countermeasures.To improve food safety working ability is an important link to ensure consumer food safety, and it is of great significance to build a safe, harmonious society and guarantee people's livelihood.Food safety is an important task for governments at all levels to implement the scientific development concept, improve people's livelihood and build a harmonious society.I hope this article can take active measures to the relevant government departments in the future, strengthen food safety supervision and food detection, increase the punishment for illegal acts, and improve the food safety situation in Changchun.Strengthen Changchun City food safety supervision work plays a certain reference role.
