北京市食品安全與風險評估體系研究

【摘要】:中國有句老話:“民以食為天”。這句話形象生動的揭示了食品在人們生產(chǎn)生活中的地位。改革開放后我國經(jīng)濟的飛速發(fā)展,人民生活水平的大幅提高,,但是“蘇丹紅”“瘋牛病”“瘦肉精”“毒牛奶”等等一系列問題已經(jīng)將一個事實嚴肅的擺在了我們面前,食品沒有以前安全了。如何讓食品更加安全呢,本文將從食品風險評估體系的健全和完善的角度加以研究并給出建議。 本文由五個部分組成,第一部分是食品安全的背景、意義、研究方法、思路的概述。第二部是食品安全及預警應急系統(tǒng)的相關概念介紹、國內(nèi)食品安全所面臨的問題。第三部分是通過對比法和層次分析法兩種方式深入研究,最終得出北京市食品安全風險預警體系的不足和北京市高危風險食品分類的特點。第四部分針對此次研究結果提出加強北京市食品安全風險預警體系的建議。第五章對以上各章進行了總結并提出了展望。 本文通過對國內(nèi)外食品安全形勢分析,針對我國及北京市食品安全特點,應用對比法和層次分析法得出可以通過加強對食品進行分級分類監(jiān)管、加強專業(yè)培訓和應急演練、建立應急培訓基地、建設應急交流信息平臺,增加信息的透明度等等方式加強北京市食品安全風險評估體系。
[Abstract]:There is an old Chinese saying: "the people take food as the sky." this sentence vividly reveals the position of food in people's production and life. After the reform and opening up, China's economy has developed rapidly, and the people's living standards have been greatly improved. But a series of questions, such as "Sudan Red," "mad cow disease," "lean meat essence," "poisonous milk," and so on, have seriously put before us the fact that food is not as safe as it used to be. How can food be made safer? This paper will study the food risk assessment system from the point of view of sound and perfect and give some suggestions. This paper is composed of five parts. The first part is the background, significance, research methods and ideas of food safety. The second part is the introduction of the related concepts of food safety and early warning emergency response system. The third part is the in-depth study of the domestic food safety through two ways: contrast method and Analytic hierarchy process (AHP). Finally, the deficiency of Beijing food safety risk warning system and the characteristics of high risk food classification in Beijing are obtained. The fourth part puts forward some suggestions to strengthen the food safety risk warning system in Beijing. Chapter five summarizes the above chapters and puts forward the prospect. By analyzing the situation of food safety at home and abroad, according to the characteristics of food safety in China and Beijing, the comparison method and analytic hierarchy process (AHP) are used to draw the conclusion that it is possible to strengthen the classification and supervision of food, strengthen professional training and emergency drills. The establishment of emergency training base, the establishment of emergency communication information platform, the increase of information transparency and other ways to strengthen the Beijing food safety risk assessment system.
