【摘要】：21世紀(jì)是生物制品的世紀(jì),隨著生物技術(shù)的成熟,生物制藥逐漸成為繼化學(xué)藥品之后的翹楚。自20世紀(jì)90年代以來,生物制藥在整個(gè)藥品市場(chǎng)中的份額逐年增加。由于生物制藥的特殊性,生物制藥物流相對(duì)普通物流在存儲(chǔ),包裝業(yè)運(yùn)輸方面均有較高的質(zhì)量和技術(shù)要求。因此,伴隨著生物制藥的巨大發(fā)展冷鏈物流逐漸被越來越多的人認(rèn)識(shí),也成為使生物制藥從生產(chǎn)到消費(fèi)者手中質(zhì)量保障的關(guān)鍵因素。 本文首先在對(duì)國內(nèi)外研究文獻(xiàn)進(jìn)行綜述的基礎(chǔ)上,分析限制我國冷鏈物流發(fā)展的總體狀況以及供求狀況,認(rèn)為制約我國藥品冷鏈物流發(fā)展的因素包括政策性制約因素、技術(shù)性制約因素和人員性制約因素。其次,在分析美國、日本和加拿大冷鏈物流的發(fā)展現(xiàn)狀基礎(chǔ)上,認(rèn)為發(fā)達(dá)國家冷鏈物流的發(fā)展對(duì)我國的啟示：第一是積極發(fā)展冷鏈物流的核心；第二要促進(jìn)冷鏈物流發(fā)展的支撐；第三是促進(jìn)冷鏈物流發(fā)展的前提：第四是促進(jìn)冷鏈物流發(fā)展的保障。最后,借國外先進(jìn)的冷鏈物流理念,提出了促進(jìn)我國藥品冷鏈物流發(fā)展對(duì)策：一是加大政府調(diào)控作用；二是加強(qiáng)冷鏈物流設(shè)施和信息建設(shè)；三是建立健全冷鏈物流行業(yè)的標(biāo)準(zhǔn)；四是培養(yǎng)專門的冷鏈物流人才；五是加強(qiáng)藥品冷鏈物流管理及監(jiān)管制度。
[Abstract]:21th century is the century of biological products. With the maturity of biotechnology, biopharmaceuticals have become a leader after chemicals. The share of biopharmaceuticals in the whole pharmaceutical market is increasing year by year. Because of the particularity of biopharmaceuticals, biopharmaceutical logistics has higher quality and technical requirements in storage and packaging industry than in ordinary logistics. With the great development of biopharmaceuticals, cold-chain logistics has been recognized by more and more people, and has become the key factor to ensure the quality of biopharmaceuticals from production to consumers. Based on the review of domestic and foreign research literature, this paper analyzes the overall situation of restricting the development of cold chain logistics in China and the supply and demand situation, and points out that the factors restricting the development of cold chain logistics in China include policy constraints. Technical constraints and personnel constraints. Secondly, based on the analysis of the current situation of cold chain logistics in the United States, Japan and Canada, The author thinks that the development of cold chain logistics in developed countries has enlightenment to our country: firstly, the core of cold chain logistics should be actively developed, secondly, the support of cold chain logistics should be promoted. The third is the premise of promoting the development of cold chain logistics: 4th is the guarantee to promote the development of cold chain logistics. Finally, with the advanced concept of cold chain logistics in foreign countries, the countermeasures to promote the development of cold chain logistics in China are put forward: first, increasing the role of government regulation and control; The second is to strengthen the cold chain logistics facilities and information construction; the third is to establish and improve the standards of cold chain logistics industry; the fourth is to train specialized cold chain logistics personnel; the fifth is to strengthen the drug cold chain logistics management and supervision system.
