【摘要】：科學(xué)發(fā)展不僅強調(diào)經(jīng)濟的快速增長,更對地區(qū)環(huán)境質(zhì)量的改善提出了更高的要求。我國工業(yè)部門環(huán)境規(guī)制強度的收斂趨勢強于經(jīng)濟增長,且前者存在著典型的東中西俱樂部收斂特征,而后者則僅存在著顯著的條件β收斂趨勢;欠發(fā)達省份在整體上縮小和模范省在經(jīng)濟水平上的差距時,也在不斷縮小其與模范省在環(huán)境規(guī)制強度上的差距,但各欠發(fā)達省份的具體收斂情況差異較大,特別是西北、華中、黑龍江、貴州和廣西地區(qū)的弱收斂態(tài)勢尚有待進一步加強。適當縮小省份間在經(jīng)濟水平上的差距固然重要,但為了保證這種縮小是建立在可持續(xù)發(fā)展的基礎(chǔ)上,需要政府立足于環(huán)境規(guī)制政策的優(yōu)化改進,保障能夠激發(fā)出更多的創(chuàng)新補償效應(yīng),實現(xiàn)既要經(jīng)濟有增長又要環(huán)境改善的"雙贏"格局。
[Abstract]:Scientific development not only emphasizes the rapid economic growth, but also puts forward higher requirements for the improvement of regional environmental quality. And the former has typical convergence characteristics of East and West clubs, while the latter has only significant conditional 尾 convergence trend, while the underdeveloped provinces narrow the gap between the economic level of the less developed provinces and the model provinces in the economic level. They are also narrowing the gap between them and model provinces in terms of the intensity of environmental regulation, but the specific convergence conditions of the less developed provinces are quite different, especially in Northwest China, Central China, Heilongjiang, The situation of weak convergence in Guizhou and Guangxi needs to be further strengthened. While it is important to properly narrow the gap in economic level between provinces, in order to ensure that this reduction is based on sustainable development, It is necessary for the government to base itself on the optimization and improvement of the environmental regulation policy, to ensure that the government can stimulate more innovative compensation effects and realize the "win-win" pattern of both economic growth and environmental improvement.
