【摘要】:當今世界,經(jīng)濟全球化深入發(fā)展,科技進步日新月異,知識經(jīng)濟方興未艾,各國之間以經(jīng)濟為基礎、科技為先導、人才為焦點的綜合國力競爭日益激烈。人才資源已經(jīng)成為重要的戰(zhàn)略資源,人才在綜合國力競爭中越來越具有決定性意義。專業(yè)技術人才是我國人才隊伍的骨干力量,在建設創(chuàng)新型國家和全面建成小康社會偉大事業(yè)中發(fā)揮著重要作用。全面加強專業(yè)技術人才隊伍建設,是我們應對激烈的國際競爭,提高自主創(chuàng)新能力,實現(xiàn)經(jīng)濟社會又好又快發(fā)展的必然要求。近年來,山東省臨沂市積極探索新型工業(yè)化發(fā)展道路,緊緊抓住規(guī)模以上工業(yè)企業(yè)這個關鍵,不斷提高工業(yè)發(fā)展水平,取得了顯著的成績。但是,臨沂市規(guī)模以上工業(yè)企業(yè)的發(fā)展仍舊面臨著在先進技術方面的制約。究其原因,就在于受制于專業(yè)技術人才匱乏這個瓶頸。專業(yè)技術人才隊伍建設跟不上,相應的核心科技就無法掌握和開拓,就無法在本行業(yè)領域處于領導和前沿地位,就會受制于人。本文立足于山東省臨沂市這個特定區(qū)域,以規(guī)模以上工業(yè)企業(yè)為切入點,結合國內(nèi)外關于專業(yè)技術人才評價體系的相關理論,分析臨沂市規(guī)模以上工業(yè)企業(yè)人才評價體系的現(xiàn)狀,認為臨沂市規(guī)模以上工業(yè)企業(yè)人才評價工作集中體現(xiàn)在政府、企業(yè)和第三方機構關于人才隊伍建設方面的具體工作之中并做了具體的分析;指出了存在的不足,歸納為四條,即:缺乏完整的體系、評價的目的和手段倒置、重實用輕培養(yǎng);分析了存在不足的原因,主要有:人才優(yōu)先發(fā)展的觀念并未形成,政府調(diào)控的抓手較少,評價的激勵作用發(fā)揮不夠等等。在此基礎上提出臨沂市規(guī)模以上工業(yè)企業(yè)人才評價體系的構建原則是科學性、體系性、多元性、動態(tài)性,提出了框架體系主要由三大部分組成,即內(nèi)部評價系統(tǒng)、外部評價系統(tǒng)和評價反饋系統(tǒng),并將各系統(tǒng)的基本內(nèi)容進行了分析說明,以期在理論上不斷豐富和完善本地關于規(guī)模以上工業(yè)企業(yè)人才評價體系的研究,達到為政府決策提供參考,為相關單位的工作開展提供依據(jù)的目的。
[Abstract]:In today's world, with the in-depth development of economic globalization and the rapid development of science and technology, the knowledge economy is in the ascendant. Countries are based on the economy and science and technology are the leaders. Talent resource has become an important strategic resource, and talent is becoming more and more decisive in the competition of comprehensive national strength. In building an innovative country and building a well-to-do society in an all-round way, we are playing an important role. To comprehensively strengthen the construction of professional and technical personnel is to cope with fierce international competition and to improve our ability to innovate independently. In recent years, Linyi City, Shandong Province, has actively explored the new road of industrialization development, firmly grasped the key point of industrial enterprises above scale, and continuously improved the level of industrial development. Significant achievements have been made. However, the development of industrial enterprises above the scale of Linyi City is still facing the constraints of advanced technology. The reason lies in the bottleneck of the shortage of professional and technical personnel. If the construction of professional and technical personnel can not keep pace with the construction, the corresponding core science and technology will not be able to master and develop, and will not be in a leading and leading position in the field of the industry. This paper bases itself on the specific area of Linyi City, Shandong Province, and takes industrial enterprises above scale as the starting point, combining the relevant theories about the evaluation system of professional and technical personnel at home and abroad. This paper analyzes the present situation of the talent evaluation system of industrial enterprises above the scale of Linyi, and considers that the evaluation of talents of industrial enterprises above the scale of Linyi is concentrated in the government. In the concrete work of the enterprise and the third party organization on the construction of the talent team, the author makes a concrete analysis, and points out the shortcomings, which are summarized as follows: lack of a complete system, inversion of the purpose and means of evaluation, emphasis on practicality and light cultivation; The reasons for these shortcomings are analyzed. The main reasons are: the concept of giving priority to the development of talents has not been formed, and the government has less grasp of regulation and control. On the basis of this, it is put forward that the construction principle of the talent evaluation system of industrial enterprises above the scale of Linyi is scientific, systematic, pluralistic and dynamic, and the frame system is mainly composed of three parts. That is, the internal evaluation system, the external evaluation system and the evaluation feedback system, and the basic contents of each system are analyzed and explained in order to enrich and improve the local research on the talent evaluation system of industrial enterprises above the scale in theory. To provide a reference for government decisions, for the work of relevant units to provide the basis for the purpose.
